1.0Purpose目的

2.0Scope范围

ThisStandardshallbeappliedtoalltheUBRprojectpersonnel,contractorsandtheir

subcontractorsandvisitors.Contractorsmay,however,whenagreedthroughUBR

projectengagementprocesses,utilizetheirownstandardsandproceduresinsofar

astherequirementsoftheirstandardsareatleastequivalenttothoseofthis

standard,theUBRstandardsandthoseofapplicableNationalandLocalregulations

whichshouldbereadandcompliedwithinconjunctionwiththisstandard.

这个标准适用于在UBR项目现场的所有人员，承包商，分包商及访客。但是承包商如

果得到UBR同意可以使用自己的标准和程序，他们的标准最少是和这个标准一致的，

同时，应满足UBR项目和适用的国家和地方的法规。

4.0RolesandResponsibilities岗位和职责

4.1UBRProjectDirectorandPM/UBR项目总监和项目经理

TheUBRPD/PMhastheoverallresponsibilityforthisprocedureandisresponsible

forsupportingitandforensuringthatallentitiesatthejobsiteactivelyparticipate.

承包商项目经理负责确保所有承包商员工和其下属分包商遵从并积极参与程序要求。

4.4ContractorEHSManager承包商EHS经理

ContractorEHSManagershallberesponsibleforthecontinuousmonitoringofthe

implementationofthisprocedure.

承包商的EHS经理将负责持续监督执行该程序。

ContractorEHSManagerwillprovidefeedbackonperformanceandassist

ContractorSupervisiontoplanandcoordinatetheworktoeffectivelyimplementthe

requirementsoftheprocedure.

承包商的EHS经理将负责为程序执行绩效提供反馈并协助承包商管理层计划和沟通程

序有效执行工作。

4.5ContractorSupervisor承包商主管

ContractorSupervisorshallbethoroughlyfamiliarwiththisprocedureandv/iththeir

individualresponsibilitiesregardingitsimplementationandenforcement.

承包商主管必须十分清楚地执行该程序的个人的职责。

ContractorSupervisorshallensurethatonlycompetentpersonsareassignedwork

tasks.Thisincludesensuringtheworkerhastheskills,physiqueandknowledgeto

safelyexecutetheworktask.

承包商主管必须确俣有能力执行该任务的人员去完成作、也，这包括确保人员具备技

能、身体素质和安全执行该任务的知识。

4.6Employee员工

Employeesmustknow,understandandcomplywiththeEHSrequirementsofthis

procedureasapplicabletotheworktheyperforrr.

员工必须知道、理解并遵从该程序中涉及其作业的EHS要求。

EmployeesmustreporttotheirSupervisoranyequipmentmalfunctionthatmayaffect

thesafeoperationoftheequipment.

员工必须向其主管汇报影响其安全的设备失灵的状况。

FmployeemustadvisetheirimmediateSupervisorwheneverunsureofthe

instructionsforataskorwhereconcernedaboutthesafetystatusofanytask.

在任何不确定任务指示或与安全状况相关的顾虑时，员工必须向其直接主管询问。

4.7Driver司机

Adriverisresponsibleforsafelyoperatingtheassignedvehicleatalltimes.Adriver

willcomplywiththefollowingrequirements:

司机负责安全操作指派的车辆，并遵守下列要求：

•Conductdailyvehicleinspections

进行车辆日常检查

•WearseatbeltsandotherrequiredPPEattheappropriatetimes

遵守长途间隔休息要求（如果离开现场长途驾驶）

遵守防御性驾驶原则

•Notdriveundertheinfluenceofalcoholordrugs

不准在酒精和毒品影响下驾驶

•WorkinaccordancewithEHSrulesandactontheinstructionsoftheir

supervisors

遵从口旧规则并服从其管理人员指示

•Instructtheirauthorizedpassengersonsafetyandemergencyrequirements

与乘客沟通安全和应急要求

4.8Passenger乘客

Apassengerinavehiclewill车里乘客：

•Rideonlyinauthorizedvehicles

乘坐批准使用车辆

•WearseatbeltsandotherrequiredPPEattheappropriatetimes

扣好安全带和穿戴好其他劳动保护用品（合适的时候）

•Rideonlyinthevehicle'sprovidedseats.Standingisprohibited

只允许坐车带座位，不允许站立

•Notinterferewiththedriverordistractdriver'sattention

不能影响和分散司机注意力

4.9Subcontractor分包商

Asubcontractorwill分包商将：

•PerformEHSandroadtransportactivitieswithequalparity

按同等要求执行道路交通活动

•AbidebyallEHSplans,programsandprocedures

遵守所有的EHS计划、方案和程序

•Provideitsownpropervehiclesforroutineperformanceofitswork

为其日常工作提供适合车辆

•Inspectitsvehiclesbeforeuseandontherequiredschedule

在使用前按计划检查车辆

•Visiblydisplayatalltimesacurrentvehicleauthorizationtag

总是可视地悬挂车辆使用许可标签

5.0Procedures程序

Ingeneral,PRCRoadTransportationSafetyLaw(2011.05.01)shallalwaysbe

obeyedinUBRprojectboundary.ThefollowingwillprovidedetailedEHSrelated

requirementsforOwner'sprojectemployees,ContractorsandSubcontractors.

总体上，UBR项目现场都将遵守《中华人民共和国道路交通安全法》(201105.01)

要求。以下内容将为项目现场业主人员、承包商和分包商人员提供道路交通相关的

EHS要求。

5.1Driver/OperatorCompetenceandSelection司机/操作员能力和选择

1)Thedriver/operatorshall司机/操作员:

•beatleast25yearsold(recommended)

至少25岁(建议)

•have3yearsofexperiencewiththetypesofvehiclesthattheyw川be

drivingontheprojectandpossessaPRCvehicledrivinglicenseor

operationcertificate

具备同类车辆3年操作经验并且拥有中华人民共和国驾驶证或操作证

•haveanaptitudetowardthetasktobeassigned

有完成派遣任务的能力

•reflectapositiveattitudetowardthenon-useofdrugsandalcohol

保持无滥用药物、酒精的积极态度

•bephysicallyqualifiedfortheworkassignments

合格身体

2)ProjectDrivingPermit项目驾驶许可证

•Eachprojectdrivermustpassacompetencytestaftercompletingthe

trainingpregram.

在完成培训项目后，每个司机必须通过一个能力测试。

•Theprojectdriverpermitwillrecordpersonalandemploymentdetails,

photograph,andtypesandclassesofvehiclesauthorizedtodrive.

项目驾驶许可证将记录人员和雇佣详情、照片、车型和级别。

3)Driver/OperatorTrainingPlan司机/操作员培训计划

Newlyappointeddriver/operatorw川attendatrainingclassbeforebeingallowedto

driveonProjectbusiness.Oncethistrainingiscompleted,thedriverwillapolyfora

projectdriverpermit.

新任命司机/操作员在进入现场工作前将参加一个培训课程，完成后将申请一个项目

驾驶许可证。

TheSpecifictrainingcourseinformationmaycover:

该针对性培训课程信息将包括：

•Defensivedriving防御性驾驶

•Accidentreporting事故汇报

•Fireprevention&firefighting》肖防

5.2RoadDesign&Layout道路设计及布局

Siteroadsshallbedesignedwithregardtothetypeandnumberofvehiclesthatare

expectedtobeonthesite.Thefollowinggeneralprinciplesshallbeapplied:

应根据预期进入现场车辆的类型及数量，设计现场道路。应遵循下列总体原则：

•roadsshouldbedesignedandcons:ructedtosuittheenvironmental

conditionsandtoenablesafetravelinallforeseeableweatherconditions,etc.

ThetemporaryorinfrequentuseofdirtroadsmaybepermittedbytheEHS

Managerwhenevaluatedsafetodoso.

道路设计及施工应适合环境条件，并能够在所有预见的天气状况下安全行驶等。

在具有安全保障情况下，现场安全经理可同意临时或偶尔使用泥地路面。

•adequateoffloadparkingshallbeprovidedforalllightvehicles.

应为全部轻型车辆提供充足的路面外停车场。

•roadsshallbedesignedsothatwaterwilldrainofftheroadsurfaceinto

drainagefacilitiesdesignedforthepurpose.

道路设计应确保路面积水流入专门设计的排水设施中。

•one-wayroadsshallbeprovidedinpreferencetotwo-wayroads.

单向道与双向道，应尽量设计双向道。

•adequatepassingplacesshallbeprovidedforuseeitherbyerrergency

responsevehiclesorforothervehiclespassingveryslowmovingtraffic.

应为应急车辆设计充足超车道或供其他车辆在前面车辆超慢行使时进行超车所用。

•straightlengthsofroadsshallbeatleast1.2timesthewidthofatrack(i.e.the

distancebetweentheoutsideedgesofthetwooutsidetiresonoppositesides

ofthevehicle)ofthewidestvehiclethatisexpectedtousethem.

道路宽度应为预计通行最宽车辆轨迹宽度(即车辆两外侧轮胎的外边缘之间的横

距离)的1.2倍。

•signsshallbepostedprominentlyatallintersections,crossingsandother

locationswithraised-risk.Signsshallbesecurelypostedinapositionandata

heightthatwillbeclearlyvisiblefromthevehiclesthatareexpectedtousethe

road,andshallbenotlessthan1meterclearoftrafficpaths.

标识应清晰地张贴在所有交叉路口、十字路口及其他具有风险上升趋势的场所。

标识张贴的位置及高度应位于通行车辆驾驶人员的清晰视线范围内，且必须置于

交通路面1米范围以外。

•alljunctionsshallbeclearlymarkedwithyield(give-way)orstoplinesandany

twowayroadsshallbedividedbylines

所有道路的交叉口应清楚地标明让位(让行)线或停止前行线，所有双行道中间

必须划线隔开。

•allsignsandinesshallbeinaccordancewithlocallegislationorstandardsor,

whentherearenone,inaccordancewitharecognizednationalstandard.

所有标志及划线应符合当地法律或标准的规定，在没有当地法律或标准的情况下,

应符合认可的国家标准。

5.3SiteRoadRules现场道路

•Nositespeedlimitshallexceed20km/hand5km/hattheturningcorneror

siteentrancegates.

整个现场限速20km/小时，在转弯和入场大门处，不能超过5km/小时。

•Emergencyvehicleshavepriorityatalltimesthattheyarerespondingtoan

emergencyatwhichtimetheyshallhavelightsflashingand/orsirens

sounding.

应急车辆在执行应急任务时优先通行，此时，应急车辆应打开闪光灯及/或拉响

警笛。

•SpeedLimitsshallbeclearlypostedandadheredtobyallvehicles,excepting

emergencyresponsevehicleswhenrespondingtoanemergency.Emergency

vehiclesshall,nevertheless,demonstrateappropriatecautionanddueregard

forotherroadusers,whenrespondingtoanemergency.

时速限制应清楚的张贴在外，所有车辆须遵守该时速限制，执勤应急车辆除外。

但是，应急车辆在执行应急任务时，也应考虑到道路上的其他行人或车辆并给

与适当的警示。

•Allvehiclesshallsafelygivewaytoemergencyresponsevehicleswhen

respondingtoanemergency.

应急车辆执行应急任务时，所有车辆应给应急车辆安全让道。

•AlllightvehiclesandtheirdriversshallcomplywithUBR'svehicle&driving

requirements.Inaddition,alllightvehiclesandtheirdriversshallberegistered

withsitesecuritypersonnelasbeingallowedonsite.

所有轻型车辆及其驾驶员应遵守UBR车辆及驾驶EHS规定。此外，所有转型

车辆及其驾驶员在允许进入现场时应在现场安保人员处登记。

•HeavyvehiclesandmobileequipmentandtheirdriversshallcomplywithUBR

mobileequipmentstandard-Surface.Inaddition,allheavyvehiclesand

mobileequipmentandtheirdriversshallberegisteredwithsitesecurity

personnelasbeingallowedonsite.

重型车辆与移动设备及其驾驶员应遵守项目移动设备标准之路面规定。此外，

所有重型车辆与移动设备及其驾驶员在进入现场时应在安保人员处登记。

•UBRreservestherighttowithdrawaccesstoanyvehicleand/ordriveratany

timeshouldtheyfailtomeetUBR'sEHSrequirements.

如果任何车辆及/或驾驶员在任何时候违背项目的EHS标准，则项目保留随时

有权撤销该车辆及/或驾驶员的通行权。

5.4HeavyVehicle/MobileEquipmentMovements重型车辆/移动设备的移动

•Themovementofanyheavyvehicleormobileequipmentshallbesubject,as

aminimum,toajobhazardanalysis,orpersonalhazardidentification,

involvingtheequipmentdriver/operatorandtheUBRorContractor

supervisorresponsibleforthemovement.

所有重型车辆或移动设备的移动最低限度应执行作业危害分析或人员危险识别

程序，其中人员是指包含了设备驾驶员/操作员以及负贲重型车辆/移动设备移动

的UBR或承包商管理人员在内的所有人员。

•Heavyvehicles/mobileequipment,whencarryingasuspendedloadorother

loadthatcouldshiftintransit,shallbelimitedto5km/handshallbeguidedby

apedestrianbanksman(dog-man)whoisinvisualcontactwiththedriveratall

times.Suspendedloadsshallneverthelessbestabilizedasfarasis

practicablebytyingbacktothemobileequipmentand/orbytheuseoftag-

linesheldbypersonnelwhoshallmovealongside,butatasafedistancefrom,

themobileequipment.Suchpersonnelshall,atalltimes,beintheviewofthe

operatorandiorthebanksman(dog-man).

用来运输怂荷或其他在运输过程中可能发生位移的装载物的重型车辆/移动设备

的时速应限制在5km/小时内，且应指派监视人员步行引导前进，在引导过程中

与驾驶员保持眼神手势交流。但是，悬荷应通过系缚到移动设备上尽量视其保

持稳定，或由随行人员拉紧警戒带的方式加以固定，但随行人员必须与移动设

备保持最小安全距离。此类人员随时保持在操作人员以及监视人员的视线范围

内。

•Forklifttrucks,frontendloaders,backhoes,etc.shallonlymovewiththe

forks/bucketsintheloweredposition;theyshouldonlyberaisedfarenough

toallowthefreemovementofthevehicle.

叉车、前置装载机及反向铲土机等操作移动时应将叉铲/抓斗保持在较低位置；

只有在车辆需要实现自由移动时，方可将叉铲/抓斗上升到足够高度。

•Allheavyvehiclesandmobileequipmentthatarerequiredtomoveinany

directioninwhichthedriverdoesnothaveclearvisionshallbeguidedbya

pedestrianbanksman(dog-man)whoisinvisualcontactwiththedriveratall

times.Vehiclesshallonlymoveinadirectionthatthebanksman(dog-man)

canseeandissatisfiedissafe.

如果重型车辆及移动设备驾驶员对车辆目标行驶方向的视线不清楚，则应指派

随行监视人员，引导车辆前行，在引导过程中，监视人员应与驾驶员随时保持

眼神手势交流。车辆只能往监视人员能够看到并认为安全的方向行驶。

5.5Parking停车

•Parkingspacesshallbeprovidedforthenumberoflightvehiclesthatare

expectedatthesite,includinganyvisitors*vehiclesthatmightbepermittedto

enterthesite.

应根据现场预计轻型车辆的数量设置停车场，同时，应考虑允许进场的访客车

辆。

•Parkingspacesshallbedesignedwithlengthandwidththatisappropriatefor

theexpectedvehicles;i.e.longenoughsothatapersonloading/unloading

thevehiclecandosoclearofanyvehicleaccesswaysandwideenoughso

thatapersoncansafelyenterorexitthevehiclefromeitherside,without

causingdamagetoanyadjacentvehicle.

停车位应根据预计停放车辆大小设计长度及宽度，即停车位能保证人员进行卸

车时不占用其他车辆通道，宽足以容许人员自由从车辆任意一侧上车而不至于

损坏相邻停靠车辆。

5.6Pedestrians/VehicleSegregation人车分流

•Pedestrianpathsshall,asfarasisreasonablypracticable,beseparatefrom

vehicleaccesswaysandclearlydesignated.Physicalseparationisalways

preferabletoTiarkingpathsand/ortheuseofsigns.

人行道应在合理可行的情况F,尽量与车辆通行道分开且进行清楚标识。相比

路面划线或使用标志实现分流而言，更宜采取物理分隔方式。

•Asuitableandsufficientnumberofpedestriancrossingsshallbedesignated

andclearlymarkedandsignposted.

应指定合适的旦数量充足的人行横道，并清楚标记及张贴标志。

•Pedestriansshouldonlyusedesignatedpedestriancrossings.Pedestrians

shallhavetherightofwayonanypedestrancrossing.

行人仅可以使用指定的人行横道。行人有权在任何人行横道上通行。

•Itisrecognizedthatonsitesitmaynotbepracticalforpedestrianstoonly

crossatdesignatedcrossings.Pedestriansshallnevertheless:

我们知道，在现场行人无法做到只在指定的人行横道处穿行，但行人应做到：

1)alwaysusepedestriancrossingswhenavailableneartotheirlocation

当人行横道就在行人附近时，行人应始终使用人行横道。

2)alwaysdemonstrateappropriatecareandattentionwhencrossingany

vehicleaccessway,irrespectiveofwhetherthereisapedestriancrossing

ornot.

当穿过任何车辆通道时，不论是否有人行横道，行人都应提高警惕及注意力。

5.7Breakdowns故障

1)Driversofbrokendownvehicles,includingheavyvehiclesandmobile

equipmentintrafficareas,shall(ifpossible)meetthefollowing

requirements:

重型车辆及移动设备如在交通区域发生故障，车辆的驾驶员应(尽可能)做

到以下几点要求：

•1stgear,reversegearorneutralisselected,asapplicable,andparking

brakeisapplied.

根据具体情况选择挂一档、倒挡或空档并启动停车制动装置。

•Inruboertiredequipmentthefrontwheelsareturnedtothenear-side

oftheroad.

对装有橡胶轮胎设备，将其前轮转向道路里侧。

•Thedriver'ssupervisorisnotifiedofthelocationofthebreakdownso

thathelpcanbearranged.

立即告知卜级主管人员故障发牛地点,以便其安排援助C

•Thedrivershallexitthecabwhenthebreakdowncrewarrivesandnot

re-enterthecabunlessunderdirectinstructionfromthebreakdown

crew.

故障维修人员到场后，驾驶员应离开驾驶室，在得到故障维修人员的直

接指令前，驾驶员不得再进入驾驶室。

•Thevehicle'shazardlights,wherefitted,shallbeactivatedand

considerationisgiventopostingawarningtriangleorotherappropriate

sign100ft(30m)fromthevehicleinupstreamdirectionwithregardto

theflowoftraffic.

在合适的情况下，应打开车辆的危险警示灯，且最好在车流方向的上方

向距离故障车辆100ft(30m)处设置三角警示牌或其他适用标志。

•Iftheareaaroundthebrokendownvehicleistoonarrowtoensure

safepassage,managementshallarrangeforanalternateroutetobe

used.

如果故障车辆周围区域太窄而不能保证安全通行，则应考虑变道相关措

施安排。

2)Novehicleistobejackedupunless:

必须在满足下列条件后，方可用千斤顶举高抬起车辆：

•thewheelsarechockedonbothsidesofatleastonetire

两侧车轮中均至少有一个轮胎被楔住

•thehandbrakeorparkbrakeisapplied

启用手刹或停车制动器

•thegearboxisinpark,(automatictransmission)or1storreverse,

(mechanicaltransmission)

变速箱挂驻车档(自动变速器)或一档或倒车挡(机械式变速器)

•astandisusedtosupporttheaxleinconjunctionwithajackifawheel

istoberemoved.

如需拆除一个车轮，则应结合千斤顶使用一个支撑物顶住车轴

3)Driversoflightvehiclesthatbreakdownshalladoptsimilarsafetylogic

impliedwithintheseinstructions.

如轻型车辆发生故障，则其驾驶员应大体遵循本处安全规定。

4)Anyvehiclepassingabrokendownvehicleshallslowdownto5km/h.

经过故障车辆时，所有车辆都应减速到5km/小时。

5.8Towing拖车

1)Whentowingtrailers,thefollowingshallapply(excludingarticulated

vehicles'trailers):

拖车时应遵循以下几点(除较接在车辆上的拖车之外)：

•thetowingvehicleshallbeheavierthanthetrailer

拖车重量应大于被牵引车辆

•thetowingvehicleshallhaveitsflashingbeaconon,(wherefitted)

拖车应打开闪光灯(在适用情况下)

•safetychainsshallbesecured

固定好安全链条

2)Towingorpushingofheavyvehicles/mobileequipmentshallonlybe

carriedoutunderthedirectsupervisionofacompetentperson.

重型车辆/移动设备的牵引或顶推工作应在资深人员的直接监督下方可实施。

5.9Housekeeping文明施工管理

•Roadsandpedestrianaccesswaysshallbskeptclearofmaterials,wasteand

contaminantsincludingoil,dustandothermaterials/substancesthatmight

presentahazardtovehiclesand/orpedestrians.

车辆及人行通道应清除一切可造成车辆损坏及/或行人伤害的材料、废弃物及污物,

其中包含油、灰尘及其他材料/物质。

•Sp川agesandothercontaminationofroacsurfacesshallbereportedtosite

managementsothatremedialactionscanbeimplemented.

应将溢漏至道路表面的溢出物及其他污物情况报告给现场管理人员，以便实施清

理补救工作。

•Whereroadsaresubjecttosignificantdustingress,thisshallbecontrolledbya

programofwetting-down,sweepingorothermethodasdecidedbysite

management.

遭遇大量灰尘侵入的路段，应通过洒水降低飞尘度、清扫及其他由现场管理层决

定的方式对灰尘进行控制。

5.10VehicleSelection,SpecificationandMaintenance车辆选择、规范和维护

5.10.1VehicleSelection车辆选择

•Specificrequirementsregardingvehiclesafetyfeaturesandrelated
