toloudbutmisguidedadvocacy.TheproposedPrinceHenrySheltercomplexdidnothappenandthe

hospitalwasdestroyedin1994.

Ofcourse,thereneedstobeanefficientandeffectiveresponsetoroughsleepinginthe

Melbourneandeveryothercapitalcity.OnlylastyearVictoria’sHomelessnessandRoughSleeping
