Overthelastdecade,buildinghuman-levelartificialgeneralintelligencehasmovedfromfar-fetchedspeculationtobeingaconcretenext-decadetargetformanyofthelargestAIorganisations.Achievingthisgoalwouldhaveprofoundandfar-reachingimpactsonhumansociety,whichraisesmanycomplexquestionsforthedecadeahead.ThisreportinvestigateshowAIitselfmightcontinuetodevelopinapost-AGIworldalongthecontinuumofmachineintelligence.Theendpointofthiscontinuum,UniversalAI,istheoreticallywellunderstood,whichprovidessomeformalgroundingforthemainfocusofthisreport:thetransitionfromhuman-levelAGItoartificialgeneralsuperintelligence,which,intuitively,canbeunderstoodasasystemthatismoreintelligentandcognitivelycapablethanlargeorganisationsofhumans.AftercharacterizingASI,thereportdiscussesfourpotentialpathwaysfromAGItoASI:scalingAGI,AIparadigmshifts,recursiveimprovement,andASIemergingfromlarge-scalemulti-agentcollectives.Thereportthendiscussespossiblefrictionsandbottlenecksalongthesepathways.Determiningwhethertheimpactofthesefrictionswillbenegligibleorsubstantialraisesanumberofconcreteopenresearchquestions.DuetolargeuncertaintiesforpredictingASIprogress,itcannotberuledoutthatAIprogressmightcontinuetoaccelerateoverthenextyears.Thiscouldimplythattheimageofasingletransformativestepchange,causedbytheintroductionofhuman-levelAGIintooursociety,couldbeinaccurate.MoreaptmightbetheprospectofaseriesoftransformativesocietalchangescausedbyAI-enabledprogressandbreakthroughsacrossmanyareasofscienceandtechnology.Preparingforthisprospectrequiresamassivelyinterdisciplinaryendeavourofglobalscopeandinterest.

).Ontheotherhand,techlabsarerunningcoordinatedeffortsofunprecedentedscale(inML)tobringdowncomputedemandsfortrainingandservingfrontiermodels,whichmaysufficetokeepexponentialgrowthineffectivecomputeupforanotherdecade,evenifinvestmentgrowthorhardwareimprovementsweretoslowdown.Aslongastheoveralleffectivecomputecontinuestogrowbyaconstantmultiplicativefactor(say,10×peryear),growthfollowsexponentialdynamics.Thisenableseverlargertrainingruns,rapidlygrowingavailabilitytorunandservemoremodels,highereffectivecomputebudgetsfortest-timescaling(chain-of-thought“reasoning”,“thinking”,etc.)andrunningagentgroups,andtheabilitytoachievepreviousperformanceatsignificantlyreducedcompute(andthuscostandtime).
WhatisunclearishowgrowthineffectivecomputewilltranslateintoadvancingthefrontierofAIcapabilities—thatis,unlockingnewcapabilities.Itcouldbethatdiminishingreturnsrequireexponentiallyincreasingeffectivecomputetokeepuplineargrowthinnewcapabilities;inwhichcaseAIprogresswouldbeslow.Itcouldalsobethatnewcapabilitiesgrowproportionalwitheffectivecompute,whichwouldmeanexponentialgrowth.Adefinitiveanswerisimpossibletogive,but,e.g.,theInternationalAISafetyReport(

)findsacceleratedperformanceandsaturationacrossmanyrecentMLbenchmarks,suggestingthatintherecentpastcapabilitieshavegrownsuper-linearlywithrespecttotime.Atleastforalimitedextrapolationrange,scalinglaws(

Butevenifweassumethatprogressw.r.t.achievingnovelcapabilitiesofindividualfrontiermodelsstallscompletely,continuedgrowthineffectivecomputecouldmeancontinuedoverallcapabilitygrowthsinceitenablesmanymoreinstancesofAImodelstoberun,andthattheseinstancescouldberunfaster,or“think”(orsearchandplan)forlonger.“Mere”quantitativescalingcouldthusunlockcapabilitiesandapplicationsthatseemasiftheywouldneedqualitativeadvances,makingitcomplextodrawasharplinebetweenthetwo.Supposethatbythetimehuman-levelAGIisavailable,basemodelprogressplateausbuteffectivecomputecontinuestogrowat10×forabitlonger.EvenifAGIwereinitiallyexpensivetorun,andonly1000instancescouldberun,afterayearitwouldbe10,000,andafterfiveyearsitwouldbe100millioninstances;or1millioninstancesahundredtimesfaster.WouldthisformofscalinggiveusASI?Ifnotafter5years,whatabout10years,or15?
Thereisonefinalsignificantfactortoconsider:IfAIsystemscanspeedupAIresearchprogress,thatprogressenablesrunningfasterandpotentiallymorecapableAIsystems,andrunningagreaternumberofthem,whichmayaccelerateresearchprogressevenfurther.Theresultofsucharecursiveimprovementloopcouldbesuper-exponentialgrowthdynamics,suchashyperbolicgrowth,wheregrowthratesarenotconstant(astheyareinexponentialgrowth)butincreaseasafunctionofthequantitythatgrows.Thecharacteristictheoreticalpropertyofhyperbolicgrowthisthatiteventuallyleadstoinfinitegrowthinfinitetime,i.e.,asingularity.Arguably,theeffectsofthiswouldbelargestifAIresearchcouldbefullyautomated,butrecursiveimprovementeffectscouldcomeinmanyforms,e.g.,fromAIcuratingorcreatingbettertrainingdatafornext-generationAImodels,whichisplausiblyalreadyhappeningvia“thinking”modelsandtest-timeorinferencescaling(

Navigatinguncertainty.Withrecentadvancesinfrontiermodels,thearchitectureandformfactorofpotentialhuman-levelAGIsystemsismoreconcretethanever(butnotcertain).ThepacethatAIdevelopmenthaspickedupoverthepastdecademightcontinuewithoutmajorblockersuntilatleasttheendofthisdecade,whichwould,e.g.,implygrowthineffectivecomputebyafactorof10,000comparedtotoday—andinvestmentsintoenergyproductionandGigawattAIinfrastructure,aswellasrecentalgorithmicefficiencyimprovementtrends(
Hoetal.
,
2025
)dolendcredibilitytothattrajectory.Andsomepotentialblockers,likerunningoutofhigh-qualitydatatotrainon,maybeovercomerelativelysmoothlybytrainingonself-generatedinteractiondatainsimulationandtherealworld(RL,agents).Ontheotherhand,predictingAIprogressisnotoriouslydifficultandlacedwithuncertainty.Pairedwithexponentialorhyperbolicgrowthdynamics,uncertaintymarginsrapidlyexplodeandthemeanormedianpredictionmaynotbeveryinformativefordecision-making.ItmayequallybethecasethatAIprogressunderthecurrentparadigmwillrunagainstits“natural”limitsbytheendofthedecade.Perhaps,reachinghuman-levelAGIwilltakelongerthanafewyears.WhatcanbesaidwithcertaintyisthatevenifAIprogresscontinuesfarbeyondhuman-levelAGI,thisdoesnotmeanthatASIwillbeomnipotent,andthatASIwillcertainlybeableto“cure”ageing,reshapematterarbitrarilywithnanobots,uploadhumanbrains,buildDysonspheres,orrestoretheplanet’sclimateandbio-diversitytopre-industriallevels.Eitherway,predictionswhenAIprogressplateaus,andatwhatcapabilitylevel,willremaindifficultanduncertain.
ThefundamentaltensionforpredictingtheaccelerationofscientificandtechnologicalprogressduetoAIisbetweenhowmuchAIcancontributetosaidprogress,andhowmuchthatisoffsetbyrequiringincreasingamountsofresearcheffortandeconomicinputstomaintainprogressratesinaparticularfieldordomain.Inmanycasesbothacceleratinganddeceleratingexponentialdynamicsaresimultaneouslyatplay,withbothdynamics“racingagainsteachother”.Insuchcasesthedifferencebetweenthecorrespondinggrowthratesmattersgreatlyinthelongrun(willtheoverallaccelerationoutpacetheoveralldecelerationorviceversa?).Thisdifferenceishardtoreliablymeasureduringtheonsetphase,andgrowthratesmaychangeovertime(e.g.,deceleratingfactorsmayincreasewithscale,andacceleratingdynamicsmayintensifyduetoresearchbreakthroughs).Thismakesitverychallengingtoproducereliableandaccurateforecastsfortechnologicalprogress,includingAIprogressitself,particularlyrecursiveimprovementloops.Totacklethisuncertaintyitisessentialtoentertainarangeofpossibilities(i.e.,differentquantitativemodels,andmodelsthatproduceuncertaintyestimatesoverforecasts),keeptrackofkeyquantitativeindicators(someofwhichcanonlybeestimatedindirectlywithpubliclyavailabledata,likeprecisealgorithmicefficiencyimprovementsbyfrontierlabs),andfrequentlyadjustandrevisitthesesetsofforecasts,aswellasmakinguseofensemblingmethods.Accordingly,wepredictthatmeasuring,modelling,andforecastingAIprogress
