renderedChineseeducationoutofplacewiththemoderninternationaldevelopmentin

education.Onthemacrolevel,thecurrenteducationtheoryandpracticeinChinalag

significantlybehindadvancedcountriesintheWest.Forinstance,thougheducationvia

theinternethasachievedconsiderabledevelopmentinpasttwoyears,inpractical

operationsucheducationhasmoreoftenthannotdeterioratedintoanextendedform

oftheconventionalexamination-orientededucationinsteadofareallyinteractive

process.Inmypersonalexperience,despitethefactthatsomeoftheproblemsthatI

haveencounteredinmyteachingcareercanbesolvedbyconsultingrelevanttechnical

literature,IhavefoundthatthemoreseriousflawsinherentinChina'scurrent

educationalsystemcannotbeworkedouteasily.Undersuchcircumstances,an

出境，是指由中国内地前往其他国家或者地区，由中国内地前往香港特殊行政区、澳门特殊

行政区，由中国大陆前往台湾地区。

入境，是指由其他国家或者地区进入中国内地，由香港特殊行政区、澳门特殊行政区进入中

二、《出境入境管理法》的适用范围有哪些？

《出境入境管理法》规定："中国公民出境入境、外国人入境出境、外国人在中国境内停留

三、中国公民在出境入境方面有哪些合法权益？

《出境入境管理法》第三条规定："国家爰护中国公民出境入境合法权益。"

中国公民出境入境的合法权益包括三方面内容:一是依法申请办理护照等出入境证件的权利。

二是依法出入境的权利。三是享受专用通道等便利措施的权利。

四、在中国境内的外国人享有哪些合法权益？

我国宪法规定："中华人民共和国爱护在中国境内的外国人的合法权利和利益。"单就出境

入境管理法而言，规定外国人在华停留居留的合法权益包括：

1、合法停留居留。

2、合法工作。

3、对强制措施和行政惩罚不服的，可以依法申请救济。

五、在中国境内的外国人要履行哪些义务？

在中国境内的外国人应当遵守中国法律，不得危害中国国家平安、损害社会公共利益、破坏

社会公共秩序，包括：遵守中国的宪法和法律，敬重中国国家主权，不得从事旨在有损中国国家

主权和威逼中国国家平安的活动;遵守公共秩序和社会道德，不得作出违反和善风俗的行为;依照
