失地农民论文：我国失地农民社会保障制度现状及对策研 究 【中文摘要】20 世纪 80 年代以来,伴随着我国城市化进程的快 速发展,产生了一个失去土地却又无法真正融入城市生活,从而游离 于城市与乡村之间的新的社会困难群体失地农民。随着失地农 民的规模日益扩大,传统的保障方式不能适应失地农民的需求。在各 级政府的日益重视下,各地纷纷试行针对保障失地农民利益的一些制 度政策,取得一些成效。然而面对越来越严重的失地农民问题,一个 兼顾失地农民当期生活保障、能力建设与未来生活保障的失地农民 社会保障制度的建立势在必行。这一制度的设计应与经济发展水平 相适应,制度中应当包括失地农民的当期生活保障,就业保障,与城镇 职工基本医疗与养老保险制度衔接的失地农民基本医疗、养老保险、 最低生活保障制度、就业培训和社会服务制度,以及其他配套措施等 等。在绪言部分,本文以城市化进程中我国失地农民的生存和发展的 现状为出发点,提出了建立我国失地农民社会保障制度的必要性,接 着又全面系统地综述了当前我国失地农民社会保障制度的研究现状, 并提出了本文研究的重要意义和具体思路方法。第二部分和第三部 分,从失地农民社会保障制度的相关概念、历史考察及现状分析三个 方面对此问题展开初步分析。接下来,回顾建国以后我国土地补偿政 策法规,探讨我国失地农民社会保障制度建立的阶段特征和经验教训。 然后又分析了当前我国失地农民安置补偿方式的利与弊。作为本文 重点的第四部分,从分析我国失地农民社会保障制度设计的理论依据 出发,提出了我国失地农民社会保障制度的公平和共享的基本理念; 兼顾公平和效率,政府主导和集体、个人为辅,物质和精神全面发展, 因地制宜、分类指导四大原则;以及建立城乡统筹的失地农民社会养 老保险制度,建立多元化的失地农民医疗保障制度,建立适当水平的 失地农民最低生活保障制度,建立提升失地农民素质的就业培训和社 会服务的保障制度,建立健全相关配套制度五项内容对策;最后分析 了我国失地农民社会保障的制度设计需妥善处理的三大关系。通过 以上相关论述,以期对我国失地农民社会保障制度的建立起到一定的 作用,同时,这也是本文研究的落脚点和最终。 【英文摘要】Since 1980s, with the rapid development of urbanization, produced a new social disadvantaged groups which lost land and yet cant really into the city life, thus drifting on between city and country, that is the lost-cropland peasants. With the increasing size of landless peasants, The protection of traditional methods can not meet the needs of landless peasants. Under the increasing attention at all levels of government, many governments tried some system policy for protect the interests of landless peasants and get some success. However, face the increasingly serious problem of landless peasants, A rural social security system which can take into account farmers current life protection, capacity building and future living is imperative. This system should be designed with the economic development level, the system should include the current period of landless peasants living, job security, and basic medical insurance system and the convergence of old-age peasants basic medical care, old-age insurance, minimum living security system employment training and social services system, and other supporting measures and so on.In the introductory section of this paper, the author set the urbanization process in the survival of landless peasants and the development status as a starting point, proposed the necessity of establish the rural social security system in China, and, a systematic and comprehensive review of the current rural social security system in China research status, then put forward the importance of this paper and the specific method of thinking.The second and third part, Preliminary analysis of this issue from the related concepts of rural social security system, historical and current situation .next, recalled policies and regulations of the land compensation after the founding of country, discussed the phase characteristics and lessons learned of Chinas rural social security system and analysis the advantage and disadvantage of Chinas resettlement of landless peasants compensation. As the focus of the fourth part of this article, analysis from the theoretical basis of Chinas rural social security system design, put forward the basic idea of fair and share in Chinas rural social security system; four principles: consideration to fairness and efficiency, government-led and collective, personal, giving the material and spiritual development, according to local conditions, and the established the farmers in urban and rural social endowment insurance system, farmers in the establishment of diversified health care system, establish an appropriate level of minimum subsistence guarantee system landless peasants, landless peasants established to enhance the quality of services, employment training and social security system, establish a sound system of five elements supporting measures. Finally, analysis the three relation of Chinas rural social security system design which need to properly handle.
