中南民族大学硕士学位论文 ii 摘 要 摘 要 独立学院的产生具有重要的理论意义和现实意义。为应对高等教育大众化进 程中出现的质量和经费等难题，中国高等教育体制始终处在不断的探索和改革之 中，独立学院正是这一探索和改革的产物。独立学院以自身特有的优势，在中国 高等教育大众化进程中发挥着独特的作用。自独立学院诞生以来，高校工作者对 独立学院开展了积极的研究。但是由于独立学院属于新生事物，而任何事物的发 展都有一个历史过程，独立学院也不例外，因而，从总体来看，对独立学院的研 究成果还比较少，未能为独立学院的健康发展提供有力的理论指导。在市场化、 大众化与国际化的背景下，独立学院既面临着许多发展的机遇，也面临着许多生 存的困境，如何在更加激烈的竞争环境中正确定位、如何建立独立学院的运行机 制，发挥特色、求生存、求发展乃是独立学院必须解决的重大理论与现实问题。 因此，独立学院的运行机制乃成为高等教育管理中必须认真研究的课题。 阿什比曾经说过： “大学是继承西方文化的机构。它保存、传播和丰富了人类 文化。它像动物和植物一样地向前进化。所以任何类型的大学都是遗传和环境的 产物。 ”独立学院作为大学的新型办学形式，同样是遗传和环境的产物。 高等教育大众化浪潮中，入学者数量的增加是独立学院产生的一个环境。 第二次世界大战后，世界范围内兴起了高等教育大众化的浪潮。许多发达国家 都相继实现了高等教育大众化目标。在世纪交替之际，党和政府做出了科教兴 国的战略决策，制订了向高等教育大众化迈进的目标。高校扩招是 20 世纪末影 响整个中国社会的重大事件，它彻底改变了中国高中后教育千军万马过独木桥 的状况，无数原本无缘接受高等教育的青年因而得以进入大学校园，极大地缓 解了高等教育的供需矛盾。以此同时，也给原有我国原有的高等教育机构带来 了必须扩容的压力。 高等教育体制改革逐步深化，高校办学自主权日益扩大是独立学院产生的 另一个环境因素。十一界三中全会以来，我国进行了经济、政治和文化等社会 领域的全面改革，整个社会进入了转型时期，高等教育改革也在逐步推进。总 结这一时期我国高等教育体制改革，其核心是高校办学自主权问题。改革过程 大致可划分为四个阶段，每一阶段提出了目标，制订了相关政策和法律文件， 解决了问题，取得了进展。经过四个阶段的改革后，基本完成高等教育管理体 中南民族大学硕士学位论文 iii 制调整的目标，结束了长达半个世纪与计划经济体制相适应的条块分割的办学 历史，高校逐渐成为管理的主体。 经济体制改革，居民收入提高，民间资本增强是独立学院产生的又一个环 境。我国经济体制改革取得了举世瞩目的成绩, 城乡居民收入大幅度增长,居民 收入占国内生产总值的比重也不断提高，民间资金存量比较富裕。相反，我国 公立大学却长期面临着国家财政拨款不足的窘镜。如何引导这些资金投向高等 教育，就成为高等教育发展关注的问题。 普通本科教育所蕴涵的质量因素是独立学院的遗传基因。世界各国在推进 高等教育大众化的进程中，高等教育质量问题越来越突出。在不少发展中国家， 片面追求高等教育数量扩张，忽视高等教育质量提高的做法导致高等教育的严 重危机，其结果，不仅影响了高等教育的继续发展，还拖累了国家经济，在个 别国家甚至造成了社会危机。我国高校扩招也引发了人们对高等教育所存在问 题的广泛关注，关注的焦点之一就是高校扩招会不会引起高等教育质量的下降。 由于历史和现实因素，成人高等教育、专科学校、高等职业教育、民办高等学 校的培养学生的质量被普遍认为低于普通本科高校，而普通本科高校由于资金， 体制等因素无力承当扩容的任务。因此，普通本科高校所蕴涵的质量因素（遗 传基因）面临新的环境，形态必然会发生变化。 “基因”与“新的环境”进行“博 弈” ，最终导致了独立学院的产生。 独立学院应该定位在与区域互动发展，而政治论是独立学院与区域互动发 展的哲学基础。布鲁贝克在高等教育哲学一书中提出了高等教育存在的两 种哲学依据：认识论和政治论。认识论观点倾向于以“闲逸好奇”精神追求知 识作为高等教育存在的目的。而政治论的观点则认为人们探讨深奥的知识不仅 处于闲逸的好奇，而且还因为它对国家有着深远的影响。政治论的观点准确地 解释了高等教育为社会服务的职能。独立学院与区域互动发展是指独立学院以 区域综合实力提升为宗旨，充分发挥自身人才、信息资源等优势，为区域政治、 经济、文化、科技、人力资源开发提供全方位服务；而区域内的政府、企业、 各部门也为独立学院发展提供信息、经费及政策等方面的支撑。独立学院与区 域互动发展涉及政治、经济、文化等方面。互动发展过程就是政府、高校、市 场诸因素相互作用的过程，互动发展的运行机制就是各要素相互作用的方式。 中南民族大学硕士学位论文 iv 独立学院与区域互动发展，既是社会经济发展、科学发展对独立学院的外在驱 动，同时也是独立学院自身发展内在逻辑的必然要求，是一种外在与内在发展 需求相结合的必然。 在独立学院与区域互动发展的运行机制中，政府宏观调控是独立学院健康 发展的保障力，政府应该通过立法、下放高等教育管理权、制订科研经费政策、 税收政策、人事政策等等，保障独立学院与区域互动发展。市场需求是互动发 展的外部推动力。虽然我国高等教育发展取得了显著进步，已经跨入大众化发 展初级阶段，但与发达国家相比，我国高等教育毛入学率偏低。教育市场的潜 力很大。从我国人力资源开发的角度看，区域人力资源的充分开发有利于区域 经济的崛起。而我国人力资源的整体水平偏低。因此，独立学院面临提高区域 人力资源开发水平的巨大市场。独立学院与区域互动发展的最终动力是互动主 体的内驱力。独立学院应确立“共同生长”的互动理念，基于准确市场定位面 向市场办学的理念。独立学院与区域形成了良性互动发展后，往往与所在区域 的企业界、公众及政界建立了一种积极的、双向作用的“共生”关系。他们摈 弃了仅考虑自身需要和利益的旧观念，以区域发展为己任，充分发挥自己的优 势和潜力解决区域问题，成为所在区域的一种资源和社会发展的生力军。 关键词：独立学院；区域；互动发展；运行机制 which appears to the higher education popularity process, the chinese higher education system has changed and reformed a lot during the unceasing exploration, the independent institute is the reform product precisely of this exploration. the independent institute by its own unique superiority is playing the unique role in the chinese higher education popularity advancement. since the independent college birth, the universities workers have carried out the positive research to the independent college. but because the independent college belongs to the newly emerging things, but any thing school students to educate the mighty force, away from the condition of single-plank bridge, innumerable students originally did not have the good fortune. the youth which accepted the higher education thus can enter the university campus, enormously alleviating the higher education supplying and demanding to be contradictory. but at the same time, it also gave our higher education organization the pressure which had to expand accommodates. the higher education organizational reforms gradually deepen, the colleges right of independence daily expansion is another environment 等教育在办学体制上始终处在不断的探索和改革之中，以应对大众化进程中出现 的质量和经费两大难题。寻求既能多渠道融资，又能保证教育质量的两全其美的 办学模式是政府推行教育体制改革的初衷所在。独立学院承载着这一政策期待， 以其特有的优势，在中国高等教育大众化进程中发挥着独特的作用。 在新的形势下，独立学院继续努力承担起自己的历史使命，为我国高等教育 题和矛盾。例如，在其办学过程中，需要处理好如下几种关系：独立学院与政府 行政主管部门的关系、独立学院与社会的关系、独立学院与母体高校的关系、独 立学院与投资者的关系、独立学院与教师的关系、独立学院与学生的关系等等， 独立学院和一般高等院校相比，起步很晚，发展相对滞后，尤其是在市场经济体 制下，独立学院的办学，既面临着发展的良好机遇，又面临着严峻的挑战，能不 能在激烈的市场竞争中走出困境生存下来，并获得较好的发展，的确是办学者必 须思考的重要课题。独立学院存在的合理性是什么，究竟该如何定位、如何运行， 对这一问题的回答直接关系到独立学院的生存与发展问题，因此需要对这一问题 做出合乎逻辑的回答。 从理论角度看，对独立学院发展的研究有利于丰富独立学院的理论研究，丰 富高等教育的理论 1.2 文献综述 1.2 文献综述 已有的研究成果中涉及到独立学院的运行机制问题的主要有：张兴的国有 民办二级学院的起源与类型 ，该文论述了独立学院的雏形二级学院的起源， 指出天津师大是国有二级学院的始作佣者，并以筹资和管理等为纬度对二级学院 独立学院与区域互动发展的运行机制研究 2 进行了分类。不足之处在于论述二级学院的起源时，对二级学院的独特性和必然 性似乎存在不足。 张国华的 国有民办二级学院办学体制质疑 ， 该文认为二级学院的办学体制 并不符合中国教育国情，虽然其办学经济收益高，发展快，波及迅速，却是以削 弱国有高校资源，牺牲高等教育质量和高等教育的公正性为代价的；名为新型办 学体制，所谓兼收并蓄国有与民办两者优势，实则失去自身办学个性。办学体制 走向趋同归一，迷失竞争对手，最终会失去办学活力，后果不堪设想。该文在指 出二级学院办学弊端的同时，对二级学院的发展似乎过为悲观，没有以发展的眼 光来看待问题。 教育部颁布的关于规范并加强普通高校以新的机制和模式试办独立学院管 理的若干意见 （20038 号，以下简称若干意见 ）中，教育部从我国高等教育 发展的大局出发，充分分析了二级学院发展的现状及其存在的问题，对加强二级 学院管理，规范二级学院的办学活动进行了政策上的规定。 若干意见首次提出 了独立学院的概念，并将其定义为“由普通本科高校按新机制、新模式举办的本 科层次的二级学院” 。 独立学院的概念将我国公立普通本科高校以各种形式设立的 以民营机制运作的二级学院总括其中，同时又通过一系列规定，赋予独立学院以 新的内涵。因此，独立学院既是二级学院的代名词（二级学院今后将全部统称为 独立学院） ，但又不是原来意义的二级学院，而是根据若干意见的要求进行改 造过的二级学院，是所有普通本科高校以新的机制和模式设立的、符合若干意 见标准的、实施本科层次教育的二级办学实体的总称。另外， 若干意见还对 试办独立学院的基本原则和程序进行了规范。 来茂德主编的独立学院：中国高等教育发展的新探索论述了独立学院的 发展历史，分析了从二级学院到独立学院的历史必然性，并对原来的二级学院所 存在的合法性问题、违反教育公平问题、办学条件问题、办学质量问题、办学的 规范程度问题进行了讨论。 该书归纳了独立学院的举办特色： 采用民办机制办学， 独立办学，利用国家现有普通本科高校的优质高等教育资源。该书以浙江大学的 两个独立学院，即浙江大学城市学院和浙江大学宁波学院为案例，描述了独立学 院的办学模式、管理体制及学院的运行情况。但该书的讨论理论基础似乎显得不 够充分。 冯向东的高等学校定位：竞争中的抉择认为高等教育多样化是在社会竞 争中由学校自主办学形成的。强调要用一种动态的眼光来看待所谓学校的定位。 高等学校制定自己的发展战略是审时度势下的理性决策，政府的职能是完善社会 竞争机制和宏观调节手段、构建合理的高等教育结构。 独立学院属于新生事物，故其成为高校工作者的主要研究任务之一。从研究 的内容看，研究侧重于独立学院的发展、作用、功能、现状和模式研究。从研究 方法看主要侧重于历史叙述和经验总结。总体上看，对独立学院的研究成果还比 较少，未能为独立学院的健康发展提供有力的理论指导。关于独立学院的生存与 中南民族大学硕士学位论文 3 发展问题众说纷纭、莫衷一是。有人认为，独立学院应该做到真正的“独立” ，以 其灵活的运行机制面向市场， 靠市场来进行资源优化配置， 按照优胜劣汰的规律， 寻求自身的发展。也有人认为，政府和母体高校应该加强对独立学院生存与发展 问题的扶持力度，承担更多的责任以解决其发展道路上的问题。独立学院存在的 合理性是什么，究竟该如何定位、如何运行，对这一问题的回答直接关系到独立 学院的生存与发展问题。虽然在独立学院产生之后，关于独立学院的理论研究一 直在进行。然而，到目前为止，进展不大。究其原因，主要受两方面的局限。一 是独立学院毕竟是种新事物，基本还处在摸索阶段，而任何事物的发展都有一个 历史过程，因此，对独立学院的研究也需要一个过程。二是当前我国的高等教育 虽然具有了一定的自主权，但是受政策的影响仍然较大，还无法从根本上把握独 立学院的规律，从而导致了研究方法上的局限。 1.3 研究思路和方法 1.3 研究思路和方法 本文借用阿什比的“大学是遗传与环境的产物”的基本观点，认为“独立学 院是遗传和环境的产物” 。 首先论述了独立学院产生的三个环境及遗传基因： 高等 教育大众化浪潮中入学者的数量的增加，高校办学自主权日益扩大，居民收入提 高、民间资本市场增强是独立学院产生的环境因素；而普通本科教育则是独立学 院的遗传基因：世界瞩目高等教育质量。这一部分为下文论述独立学院、政府、 市场之间的关系（即独立学院的运行机制）做了一个背景上的铺垫。然后论述了 独立学院与区域互动发展的哲学基础：政治论，这是独立学院运行机制的逻辑起 点。最后部分，也是本文主要部分论述了独立学院与区域互动的运行机制，即政 府宏观调控是独立学院健康发展的有力保障， 市场需求是互动发展的外部推动力， 互动主体的内趋力是互动发展的最终动力。 本文运用文献法、历史法、比较法、归纳演绎法等方法研究独立学院与区域 互动的运行机制问题，阐述独立学院、政府和市场之间的关系，并在此基础之上， 提出它们之间的互动发展机制模型。 独立学院与区域互动发展的运行机制研究 4 第 2 章 独立学院是遗传与环境的产物 第 2 章 独立学院是遗传与环境的产物 阿什比曾经说过：
