In the model agents choose whether to be innovators seeking new ideas or imitators absorbing spillovers, and multiple innovators can find the same idea. It turns out that the optimal intellectual property right is typically strong but non-exclusive, involving fragmentation of the right among different innovators. The optimal number of property right holders is inversely related to the cost of innovation and obsolescence rate. Exclusive patent protection can be approximately optimal only if innovation is costly and the obsolescence rate is high. 2006 Elsevier B.V. All rights reserved. A large number of economic, political, and legal challenges exist within the current marketplace that serves as relative impediments to independent invention. This article explores the existing challenges facing the independent inventor and offers a number of recommendations and resources to facilitate independent inventors in their quest for innovation and entrepreneurship. The concept of outsourcing innovation is discussed as an alternative to the existing model of industry sponsored research and development (R&D), with the goal of combining the unique attributes and strengths of independent inventors and industry sponsors. 2007 Society for Imaging Informatics in Medicine. A series of methods such as Net Present Value, real option, the theory of exterior effect, the serial investment decision-making theory are adopted to build metric model to analyze quantitatively this problem. It is proved that national key technology innovation value basing on technology restriction mainly depends on the following factors: The value R in case of success (concretely including the option value R11 of commercialization; the growth option value R12 of later technology R & D; independent intellectual property value R13; value R14 of forcing technological powers to relax technology restrictions.), the value R in case of defeat, and the success probability p of technology independent innovation. And the optimal investment quantity K* of independent R & D on national key technology is direct ratio to external factor , initial uncertainty condition , and the total uncertainty state ; but is negative ratio to capital discount rate r.
