Changshu Economic Development ZoneCritical DataJun, 20091 CEDZ BriefCEDZ is a provincial-level development zone established in 1992, and approved by Jiangsu municipal government to enjoy the same incentives as a state-level development zone in August of 2002 as a result of its sound development. In June of 2005, a state-level export processing zone of CEDZ was approved by state council while in May of 2007, a chemical zone of CEDZ was approved by Suzhou municipal government.Thus far, there are more than 300 Foreign Investment Enterprises (FIEs) from 23 countries or regions settled in CEDZ, with total investment of USD 10billion. Out of which, 22 FIEs are invested by Top 500 Companies. Besides, 21 FIEs investment is more than USD100million. It routes to over 255 ports of 53 countries worldwide. And Changshu Port is entitled as the biggest transshipment port in China for steal products import and export and the biggest feeder port in East China for pulp and paper products import and export. In 2008, Changshu Port recorded a total throughput capacity of 40,200,000 tons and container handling capacity of 305,300 TEUs. Changshu Port can call 50000-ton vessels. So far, there are 8 public wharfs including 7 of 10,000 tons and above.2.2 InfrastructuresThe infrastructures of CEDZ are complete, that is called “nine connections and one leveled” which means roads and pipes for tap water, sewage, drainage, power, telecom, steam, NG and industrial gases are connected to the site, and in the meantime, the land is leveled.2.2.1 Land UseWhen the land is to be delivered, the buildings on it has already been demolished and the land has been leveled as well. 2.2.2 Power SupplyCompared with other cities in Yangtze River Delta, Changshu has much more stronger power supply situation, which insures the stably and sufficient power supply.A Changshu is the most important electrical power base by owning two power plants in operation (power generation capacity is 1200MW and 1980MW respectively) and one power plant under construction (power generation capacity is 2000MW).B In recent 5 years, the abnormal power cut or staggering electricity usage have never occurred in CEDZ since Changshu Municipal Government guarantee the power use to CEDZ. 2.2.3 Water SupplyThere are two water plants within CEDZ: Changshu No.3 Water Plant with total daily supply capacity of 700,000 tons and Riverside Water Plant with a daily capacity of 200,000 tons. The pipe diameter is DN 1000mm and the pressure is 0.3 Mpa. The fresh water source for CEDZ is the Yangtze River. 2.2.4 Steam SupplyFour thermoelectrical plants including Suyu thermoelectrical plant, Lee&Man thermoelectrical plant, UPM thermoelectrical plant and CCP thermoelectrical plant, are situated in CEDZSupply Capacity:320 ton/hr Pressure: 514kg2.2.5 Nature Gas SupplyMain pipes of Nature Gas have already been laid under the ground of CEDZ.Pressure: 1.62.5Mpa (adjustable)Low calorific value: 36.33 MJ/ Nm3 High calorific value: 40.28 MJ/ Nm32.2.6 Industrial GasesFrench company Air Liquide in CEDZ can supply nitrogen, hydrogen and other industrial gases through pipes or trunks.2.2.7 Sewage TreatmentThe daily treatment capacity of Riverside Industrial Park Sewage Treatment Plant (phase one) is 30,000 tons, which accepts industrial sewage reaching Grade 3 of Integrated Waste Water Discharge Standard. 2.2.8 Solid Waste TreatmentThe Solid Waste Treatment Plant inside CEDZ is under construction now, and is supposed to be completed at the end of 2008.2.2.9 Telecom ConnectionThe facilities of virtual switch, ISDN, DDN, ADSL, board brand and so on are all available inside CEDZ.2.3 Functional Facilities2.3.1 Chemical ZoneIn 2007, CEDZ-Chemical Zone emerged as requirement of regulations of Revolution Plan for Chemical Companies in Jiangsu Province. CEDZ-Chemical Zone is also reached standard of nine types of utilities and leveled land, and equipped with Sewage Treatment Plant and Solid Waste Treatment Center as well.2.3.2 Changshu Export Processing ZoneEstablished in June 2005, EPZ focuses on developing electronics, equipment manufacturing, precision machinery and new industrial materials industries, etc. Inside this 0.94km2 area, launched companies can enjoy not only specific tax incentives but also convenient and simplified customs clearance.2.3.3 Pre-built Factory BuildingIn order to meet the varied requirements of investors, CEDZ planned and constructed a pre-built factory buildings consisting of 4 squares, Maqiao Square, Jingshun Square, Haicheng Square and EPZ Square. Single storey, multiple stories and tailor-made buildings are available for machinery, light industrial, electronics, chemical, textile and other processing industries. The area of pre-built factory building ranges from 2000m2 to 8000m2.2.3.4 Financial CenterFinancial center is near to CEDZ administrative building, inside which are four state-run banks and Changshu Tianan Insurer. Those financial facilities can provide a variety of convenient financial services for FIEs inside CEDZ area.2.3.5 Living careThere are four sections can accommodate the personnel working inside CEDZ, for instance, Neighbor Center is for common workers, Binjiang Yiju, Binjiang Garden and Haicheng Garden are for the management. And facilities, i.e., grocer, restaurant, hotel, medical service center and recreation are all available in Neighborhood Center.There is a Binjiang New City is under planning and construction, covering 4.3 sq. km. North District of the New City will build a CBD, including office buildings, hotels, commercial and financial services, and the South District will build facilities for residential use, recreation and sports, education and medical services.What is more, the superior manager can accommodate themselves in Changshu downtown for which has 4 five-star hotels, dozens of three or four star hotels, service departments and villas.2.3.6 Public Transport CEDZ invest Binjiang Bus Corporation for public transport inside CEDZ, and there are two bus routes go around CEDZ with about 40 bus stops, which is convenient for the commuters and visitors. 2.3.7 Hospitals Changshu has 4 high-grade hospitals, two of them are Foreign-related hospitals, in addition, Changshu has 26 township hospitals.Riverside Medical Service Center in operation sits in the Community Center of CEDZ. Besides, a brand new hospital is due to open in CEDZ Riverside New City. The hospital will serve the industrial park and surrounding 4 towns. Currently in these 4 towns, there are 4 township hospitals. Besides, Customs and quarantine inspection center as well as bonded warehouse are also located inside CEDZ to better accommodate the companies in CEDZ.2.4 Human Resources2.4.1 Labor poolCurrently, Changshu has about 380,000 skilled workers and 860,000 senior technicians and managers. Every year there are over 6,000 new graduates from universities, colleges and 5,000 from vocational schools seeking job opportunities in Changshu.2.4.2 HR recruitmentThe CEDZ Labor Bureau has a well-organized and proven recruitment mechanism designed to assist FIEs. Binjiang HR Market was founded by CEDZ administrative committee to meet HR requirements of Binjiang economic development. Upon its establishment in 2007, Binjiang HR Market becomes a comprehensive regional HR agency integrating services including HR training, recruiting, dispatching, outsourcing and consultation, etc.2.4.3 Training basesChangshu Institute of Technology as well as additional 10 vocational schools in Changshu, including Binjiang Vocational School invested by CEDZ, are all able to train workers or managers for FIEs.2.4.3.1 Changshu Institute of Technology (CIT)CIT consists of 16 departments, offering 37 undergraduate majors to its 11000 full-time students. Six main disciplines include electro-mechanical engineering, electrical engineering, IT engineering, material science engineering, biological engineering and engineering management. CIT has established cooperation with FIEs of CEDZ, so it is an important educational and training base for CEDZ.2.4.3.2 Binjiang Vocational Training SchoolBinjiang Vocational School is wholly invested by CEDZ and focused on training workers for FIEs in CEDZ.
