In the past, students in the UK could apply to a university or college. They were sure that even if they came from a low income family, their tuition fees and some of their living(or maintenance)costs would be covered by a local authority grant(拨款). A university education was, in a financial sense, open to all and the number of students attending university grew yearly. Sadly, it seems those days are long gone. The turning point came in 1998, when the Labour Government introduced tuition fees of1, 000 a year and, instead of giving students a maintenance grant, asked them to cover their own living expenses with a repayable student loan. Only students on the lowest incomes were entitled to a grant. The flood gates had been opened. As time passed, the ceiling on tuition fees rose, and although applicants from Scotland, Northern Ireland and Wales still qualified for varying levels of subsidy(补贴), by 2009/10 students in England often found themselves facing tuition fees over3, 000 a year. In 2011 the Government announced that, from 2012, universities could charge fees of up to9, 000 a year. Although the Government sweetened the pill by stating that postgraduates did not have to begin repaying their student loans until they were earning more than21, 000 a year, the news created over-dissatisfaction. Many students argued that it was unfair that students should have to begin their work life loaded with huge debt, while others complained that the changes would bring back a class divide to university education. These views were reflected in the number of students applying for a university place, which by January 2012 fell by more than 22, 000. The Universities Minister, David Willetts, stood by the decision to increase tuition fees, saying that they would not “put universities finance on a bearable footing” and that they would accelerate “a stronger focus on high quality teaching”. 1. But in the nine days since the federal cigarette tax more than doubledto $1. 01 per packsmokers have jammed telephone “quit lines” across the country seeking to kick the habit. This is not a surprise to public health advocates. Theyve studied the effect of state tax increases for years, finding that smokers, especially teens, are price sensitive. Nor is it a shock to the industry, which fiercely fights every tax increase. The only wonder is that so many states insist on closing their ears to the message. Tobacco taxes improve public health, they raise money and most particularly, they deter people from taking up the habit as teens, which is when nearly all smokers are addicted. Yet the rate of taxation varies widely. In Manhattan, for instance, which has the highest tax in the nation, a pack of Marlboro Light Kings cost $10. 06 at one drugstore Wednesday. In Charleston, S. C. , where the 7-cent-a-pack tax is the lowest in the nation, the price was $4. 78. The influence is obvious. In New York, high school smoking hit a new low in the latest surveys13. 8%, far below the national average. By comparison, 26% of high school students smoke in Kentucky. Other low tax states have similarly depressing teen smoking records. Hal Rogers, Representative from Kentucky, like those who are against high tobacco taxes, argues that the burden of the tax falls on low-income Americans “who choose to smoke”. Thats true. But there is more reason in keeping future generations of low-income workers from getting hooked in the first place. As for todays adults, if the new tax drives them to quit, they will have more to spend on their families, cut their risk of cancer and heart disease and feel better. 1. The text is mainly about. Teen smokers are price sensitive. B. Some states still keep the tobacco tax low. C. Tobacco taxes improve public health. D. Tobacco industry fiercely fights the tax rise. 3. A. toleranceB.unconcern C. doubtD. sympathyBHi, everybody. This Sunday is Fathers Day, and so I wanted to take a moment to talk about the most important job many of us will ever haveand thats being a dad. Today were lucky to live in a world where technology allows us to connect instantly with just about anyone on the planet. But no matter how advanced we get, there will never be a substitute for the love and support and, most importantly, the presence of a parent in a childs life. I never really knew my own father. I was raised by a single mom and two wonderful grandparents who made great sacrifices(牺牲)for me. And there are single parents all across the country who do a heroic job raising terrific kids. But I still wish I had a dad who was not only around, but involved; another role model to teach me what my mom did her best to teachvalues like hard work, honesty and responsibilityall the things that give a child the base of a brighter future for themselves. Being a good parent isnt easy. It needs your constant attention, frequent sacrifice, and much patience. And nobodys perfect. To this day, Im still considering how to be a better husband to my wife and father to my kids. If theres one thing Ive learned along the way, its that all our personal successes shine a little less brightly if we fail at family. Thats what matters most. Thats what I think being a father is all about. And if we can do our best to be a source of comfort and encouragement to our kids; if we can show them unconditional love and help them grow into the people they were meant to be; then we will have succeeded. Happy Fathers Day to all the dads out there, and have a great weekend. 5. What has made us connect with each other more easily?A. Love. B. Support. C. Technology. D. Job. 6.
