The mobile station is allocated radio resource on one or more packet data physical channels for the transfer of LLC PDUs.T3208: This is a mobile timer governing the overall NACC cell reselection procedure. The default value of this timer is 0.96 seconds. If this timer expires in the mobile station, the mobile station stops waiting for network assistance for the cell reselection and performs an autonomous cell reselection.T3206: This is a timer that the mobile station uses to guard the beginning of the NACC cell reselection procedure. The mobile station starts this timer when it detects the need for a NACC cell reselection procedure and is stopped when the network allocates UL resources for the mobile station to signal the start of a NACC cell reselection procedure. The default value of this timer is 400 milliseconds. If this timer expires in the mobile station, the mobile station stops waiting for network assistance for the cell reselection and performs an autonomous cell reselection.T3210 This is a timer that the mobile station uses to ensure that the network received the initial request from the mobile station to start a NACC procedure. The default value of this timer is 300 milliseconds. When this timer expires, the mobile station retransmits the initial NACC request.Figure 1 illustrates the NACC timers explained above.Figure 1: NACC timers on the MSLong TBF: If the length of the TBF is greater than 2 seconds in a cell, it is termed as a long TBF for the purpose of this feature. The BSS starts measuring the TBF duration when the TLLI associated with an MS becomes known at the PCU and stops measuring the TBF duration when the last TBF for a mobile station is released.1.3 Feature Overview of NACC Taken from GSR8 NACC FRAS V Current system behaviourIn the current system, there are performance degradations seen when the MS performs autonomous cell reselections. The mobile station has limited information available to it when determining which cell to reselect to. This can cause significant performance degradation because the mobile station might perform a cell reselection to a target cell that is congested or might even select a cell with GPRS/EGPRS service disabled. Additionally, while performing cell reselection, the mobile station has to read a required set of system information messages on the target cell before accessing the target cell.In the current system, the following table depicts the sequence of events that can happen during a cell reselection as well as the typical delays incurred at each step.DescriptionExpected Delay TimeReading of System Information in the target cell after terminating TBF in the source cell2 - 5 secUpdate Procedures (MS need not perform all the procedures)Intra-RA cell change (Cell Update)0.5 - 1 secInter-RA cell change (RA Update)2 - 4 secInter-LA cell change (add. LA Update)2 - 5 secTBF establishment (DL) 1 secTotal time of interruption2.5 - 15 secTable 1 - Cell reselection sequence of events and delays associated with themThis feature reduces the delay shown in the first row of Table 1 above, the most significant contributor to the overall delay during cell reselection. The steps under “Update Procedures” are core network and mobile dependent and are outside the scope of this feature. The total time of interruption of 2.5 seconds is the minimum time that
