演讲稿Good afternoon ladies and gentlemen, dear Mr speaker.As a prim minister, I am very glad to see todays motion “Criminals sentenced to life imprisonment without parole should be allowed to choose death instead”. As a prim minister, my obligation is to give you definition, and my definition today is very simple, we are going to give every criminal of life sentence without parole the rights to choose to live on or to die.And before I come to my arguments, I will give you three statements. The first statement is that, in China, even criminals have basic human rights. They have the obligation to choose death.The second statement is that some times there are criminals suffered great pain form surroundings around them, and it is out of their capability to endure the huge burden. The third statement is that I wonder why do polices seem to work harder on ensuring the rights of criminals, but spend less time on the impact of the crime on the victim. We must make it clear that those who have sentenced to life imprisonment without parole are the people who are very dangerous and notorious. They dont like all of us who are standing or sitting here, they must have breached social rules and caused huge damage to our society. When they argue for death, we should give them the rights.Now let me give you the constructive parts of my report. My first argument is the obligation of criminals. As we all know, since 1994 when the first Prison Law of China was put into practice, criminals have entitled wildly legal rights. which means that they can choose to die themselves. It is also moral obligation for criminals to die themselves, our country is the country where human rights are widely and highly respected and protected. Criminals have been limited in prison and they lost their physical freedom. But we must realize that the sprit of freedom is not only give you rights to live but also give you the rights to die. So my point is you, only you yourself have the power to end your life.We cant delay The fact that there is a high percentage of suicide in criminals. From a survey of professor Kongyi(孔一,浙江警官学院), we found that the criminal suicide rates in Zhejiang province form 19902004 is 13 per 100,000 which is higher than average rate of Zhejiang province during that period which is 7.6 per 100,000. This reflects that even though committing suicide is forbidden there still some criminals do this. The criminal prohibition on assisted suicide causes immeasureable physical and psychological suffering to persons of sound mind who are capable of making informed decisions and who wish to end their own lives in order to avoid that suffering. So we can make a conclusion above, if the behaviors that offenders end their life are happened eventually, why not we make it legal to do that?And I will come to my second argument, is it a justice or revenge to the criminals of life sentence? Here I am give it 100% guarantee to you that we argue for the rights for criminals to choose death penalty instead of spending the rest of their life in prison, not because we want to take a revenge for what they have done, it doesnt mean that we are cruel and cold blood. On the country, it shows our generosity, it is just for us to allow them choose to die. We give them death it means we end their pain, and we also know that they have regretted for their behavior so they want to finish their life as an apology. There is an example that happened just short time before. An man who defalcated too much and could not pay that back in time, was sentenced to life imprison without parole because he killed his girl who he loved most ever. He committed suicide but his neighbor fond him in time and sent him to the hospital, he saved his life but lost his daughter for ever. Form that moment he was toured by the guilty of himself. Every day, he was carefully watched by guards, he lived under great pressure. He felt sorry for his daughter and his wife who were suffering the pain of lost family. The offender committed suicide several times, but failed each time. And each time he got more pain. We all know the purpose of our constitution is not to punish criminals, its aim is to make criminals know that what they have done is wrong, it wants to reform it and help criminals to be adapted by the society after a period time of labor. But we can see that the man above get more pain to live on than to die, is this is a kind of revenge? Is this against the original intention of laws? So when we allowed the criminals like the man above to choose death penalty, we are not punish them, actually we are do them a favor.This is just one reason that a criminal want to end his life. But in prison there are many reasons to cause criminals suicide. The first is the prison system, if you push the system in the way that it wants to go, you will end a guy in a concrete box 24hours a day, seven days a week, 365 days a year. And you can never break out that box, you live in a disconsolate place. You are deserted and forgot by the society. Your family members were looked down on by your neighbors because of you. You lost the value of living on. You may be controlled by other criminals, who may be buggers, you suffer pain physically and psychologically. You may then become less in taking, feel in lonely and lonely, in a word, your life is hopeless. At last you either kill yourself which ruin the reputation of the prison or do great harm to others around you. But if death penalty was allowed to choose, these things would not happen. So here I definitely say to give criminals the right to choose to die.From the system of prison, I will give you my third argument: which is more important? the rights for criminals or the civil rights for the victims of a crime? Here I want to talk about 2 questions. The first is that if there was no death penalty, can the law still have deterrent effect for people who are going to break the law? My answer is no. As an offender who repeated an offense by break out jail once said “a life sentenced criminal is good, just offend the law without touch the line of death penalty, making the watchmen go mad, letting the judge go crazy”. So we can find that without death penalty the law will lost its due effect.The second question is how cruel is it to the victims if we do not give criminals rights to choose to die. We know the tendency for the use of death penalty in the world is less and less, and many countries have abolished death penalty already. But it is safe for victims? No. this prison system is a fraud committed on publics. It doesnt make the public any safer, it in fact endangers them, because you cannot abuse somebody every day, year in and year out, and you dont know whether one day the criminals will come out again. Just as what I say above, the man broke jail and raped a girl, at last he was caught by police, and the judge sentenced him a life sentence again, it is fair? No
