1、株洲市荷塘区义务教育发展经验探析论文 “十三五”期间，“提高教育质量”是教育发展的主题，切实推进基本均衡发展依旧是义务教育发展的中心任务。同时，已经通过基本均衡发展评估认定的区域中，其中一些还存在诸多薄弱环节，巩固义务教育均衡发展的压力仍然较大。 新时代，城市化进程加快，二胎政策放开，对义务教育均衡发展提出了新要求，围绕着“促进公平、提高质量”两大战略主题，义务教育进入全面提高质量的新阶段，从“基本均衡”过渡到“ _均衡”就是最明显的体现。 xx 年株洲市荷塘区通过国家义务教育基本均衡发展县评估认定，近些年取得了一定的成绩。不过一些非均衡的现象依然存在，巩固基本均衡发展成果，全面提高义务教育均

2、衡发展水平和教育质量，实现 _均衡发展，已经成为荷塘区义务教育新的重要任务。资源配置是义务教育办好的条件和基础，本文基于资源配置视角，从财力、人力、物力三个方面分析荷塘区义务教育均衡发展过程中的资源配置现状，对荷塘区义务教育发展非均衡现象进行了分析，发现在教育经费投入上，小学、初中之间投入差距大，而且教育经费年度增长不均衡；在师资配备上，小学教师缺编，公办初中教师超编，而且教师队伍校际分布不均衡；在办学条件上，城区学位紧张，公办初中不足。究其原因，一方面是教育经费投入总量不足，制约了义务教育的均衡发展。另一方面外来务工人员子女逐年递增，义务教育供需缺口扩大。此外，由于学校发展历史不同，校级差距

3、客观存在，也是影响荷塘区义务教育非均衡发展的重要原因。平等享受 _教育已经成为人民群众的现实需求。本文从提升教育保障水平，巩固基本均衡，以及推进教育综合 _，迈向 _均衡两个层面为荷塘区义务教育均衡发展提出了对策。一方面，合理配置，从“人”、“财”、“物”方面进一步巩固义务教育基本均衡发展的成果。另一面，推进办学模式 _，推动教育信息化融合创新，进一步促进教育公平，提升教育质量。 义务教育 均衡发展 资源配置 荷塘区 .
