50、二章 项目建设背景及必要性2.1 项目提出背景印刷业作为我国新闻出版业的重要组成部分，是文化产业的主要载体实现形式之一，兼具文化产业和加工工业的双重属性，是我国国民经济重要产业部门。而且在十一五期间，我国印刷业也取得了很大的成就。2.1.1 产业规模迅速壮大十一五期间，我国印刷业保持了持续快速发展。截至2010年年底，全国有各类印刷企业超过10万家，从业人员超过380万人。十一五末我国印刷总产值超过十五末的两倍，居全球第三位，我国已经成为全球重要的印刷加工基地。2.1.2 产业布局逐步完善十一五期间，我国构筑完成了依托粤港出口的珠三角、发挥综合实力的长三角和整合出版资源的环渤海三大印刷产业带，
