fresponsiveandrelevantpoliciesandprogrammesthatwilladdressyouthissuesandconcernsinourrespectivecountries,theASEANyouthsectordevelopedandadoptedtheWorkPlanwith5priorityareasthatfollowthe5domainsofASEANYDI,whichbranchinto14programmesand33mainactivities.Thepriorityareas,expectedoutcomesanddistributionofactivitiesarereflectedinthefollowingdiagram.Graph1.PriorityAreas,ExpectedOutcomesandDistributionofActivitiesundertheASEANWorkPlanonYouth2021-2025Activitydistribution:PRIORITYAREA1:Education25%OutcomeStatement:StrengthenedyouthparticipationinASEANregionalplatformsforhumanresourcesdevelopmentthatfostersfuture-readyASEANyouthPRIORITYAREA2:HealthandWell-Being16%OutcomeStatement:ASEANyoutharehealthliterate,enabledtoaccesshealthprogrammes/servicesandtoidentifysolutionsforissuesaffectingtheirhealthandwell-beingPRIORITYAREA3:EmploymentandOpportunity19%OutcomeStatement:ASEANyouthareprovidedwithinclusiveaccesstoandinformationaboutskillsdevelopment,internshipandotherschool-to-worktransitionprogrammes,aswellasopportunitiesforentrepreneurshipandemployment1PRIORITYAREA4:ParticipationandEngagement19%OutcomeStatement:ASEANyouthareenabledtodevelop21stcenturyskillsandcontributetocommunitydevelopmentbyactivelyparticipatinginthepolicydiscourse,volunteeringactivitiesandcreatinginnovativesolutionstowardsachievingtheASEANCommunityVision2025andtheSDGsthroughphysicalandonlineplatformsPRIORITYAREA5:ASEANAwareness,ValuesandIdentity21%OutcomeStatement:ASEANyouthareenabledtopromoteASEANidentity,developdeeperawarenessofASEANandgreaterunderstandingofASEAN’ssharedvalues,includinginthecontextofpromotingandprotectinghumanrights2AbouttheASEANYouthSector1ASEANundertakescooperationonyouthdevelopmentthroughtheASEANMinisterialMeetingonYouth(AMMY)supportedbytheASEANSeniorOfficialsMeetingonYouth(SOMY),involvingministries/departments/othernationalagenciesfromASEANMemberStatesinchargeofyouthdevelopment.TheDeclarationoftheASEANMinisterialMeetingonYouththatwasadoptedon8August1992inJakarta,Indonesia,markstheestablishmentoftheASEANMinisterialMeetingonYouth(AMMY).TheSecondASEANMinisterialMeetingonYouth(AMMYII)adoptedtheKualaLumpurAgendaonYouthDevelopmenton17November1997.TheoperationalisationofASEANcooperationonyouthbytheAMMYasguidedbytheKualaLumpurAgendawasfirstundertakenthroughtheASEANSub-CommitteeonYouth(ASY).TheASYwastransformedintotheASEANSeniorOfficialsMeetingonYouth(SOMY)attheFirstASEANSeniorOfficialsMeetingonYouth(SOMY-I)heldinJakarta,Indonesiaon18-20June2002.In2004,theASEANPlusThreeSeniorOfficialsMeetingonYouth(SOMY+3)wasestablishedtofacilitatecloserASEANPlusThreecollaborationonyouthdevelopmentintheEastAsianregion.TheFirstASEANPlusThreeSeniorOfficialsMeetingonYouth(1stSOMY+3)washeldon4-5November2004inPhnomPenh,Cambodia.TheFirstASEANPlusThreeMinisterialMeetingonYouth(1stAMMY+3)washeldthree(3)yearsafteron27April2007inSingapore.TheAMMYmeetsonceineverytwo(2)yearswhileSOMYmeetsonceineveryyear.Inbetweenregularmeetings,AMMYandSOMYmayconveneaspecialmeeting,retreatorsimilarformatsasnecessaryandtobehostedbyASEANMemberStateonavoluntarybasis.ASEANDialoguePartners,relevantregionalandinternationalagenciesandpartners,includingyouth-ledorganisations,maybeinvitedwiththeconsentofthecorrespondingbody(AMMYorSOMY),toattendtheopensessionoftheMeetingstopromotecollaborationandpartnerships.TheworkofASEANsectoralandministerialbodiesonyouthandtheirsubsidiarybodiesaregovernedbytheirrespectiveTermsofReferences(TOR),whichareregularlyreviewedbytherelevantseniorofficialsmeetings.Thesedocumentsareavailableonthispage:/our-communities/asean-socio-cultural-community/education-youth/3BackgroundTheregion’syouth,accountingfor34%ofthetotalASEAN’s654millionpopulation,arethecurrentandfutureleaders,workforce,andcatalystsforregionalsocio-economicandenvironmentaldevelopment.Thiscovershumanresourcedevelopment,entrepreneurship,digitalisation,peace,aswellaspreservationandpromotionoflocalcultureandidentity,amongothers.TheyouthofASEANareimportantactorsinrealisingtheASEANCommunityVision2025andachievingtheUnitedNations2030SustainableDevelopmentGoals.Inthepastyears,ASEANyouthhavealsobeendemonstratingindispensablerolesinthefaceofCOVID-19pandemic,itsrecoveryeffortsandothermegatrends,suchastheFourthIndustrialRevolution(4IR)andclimatechange.TheASEANyouthsectorcontinuestosupportandpromotetheuseofASEANYouthDevelopmentIndex(YDI)asthebasisforthedevelopmentofpoliciesandprogrammesthatseektoaddressvariousissuesandconcernsaffectingtheyouthaswellastocontinuouslyexpandopportunitiesfortheyouth,infiveareas:(1)Education;(2)HealthandWell-being;EmploymentandOpportunity;(4)ParticipationandEngagement;and(5)ASEANAwareness,ValuesandIdentity.Therefore,in2019,theASEANYouthMinistersagreedtostructuretheASEANWorkPlanonYouth2021-2025basedonthefive(5)domainsofASEANYDI.Cognisantofthecross-cuttingnatureofyouthdevelopmenteffortsintheASEANWorkPlanonYouth2021-2025,ASEANisawareoftheneedtopaygreaterattentionandmobilisemorestrategicinvestmentonyouthdevelopmentprogrammestoenabletheirengagementinpreparingtheregionfortheever-changingworld.VariousyouthinitiativesacrossdifferentsectorshavebeenconvenedtoensurethatASEANyouthhaveopportunitiestomeaningfullycontributetothebettermentofASEANonvariousfronts.Thisincludesyouth’scrucialroleintheimplementationofPlanofActiononCultureofPrevention(PoAonCoP),particularlyinleadingcommunityoutreacheffortstopromoteinterculturalunderstanding;goodgovernancetosafeguardyouthfromviolenceandillicitdruguse;healthylifestyleanddisasterriskreduction;aswellastofosterdigitalliteracyandwell-beinginthecommunities.BuildingonthelessonslearntandbestpracticesintheimplementationofASEANWorkPlanonYouth2016-2020,theASEANyouthsectoragreedonthefollowingguidingprinciplesforthedevelopmentofASEANWorkPlanonyouth2021-2025:ContentAdherencetotheASCCBlueprint2025,includingalignmentwiththeexpectedoutcomesoftheASCCResultsFramework;ContributiontotheimplementationofASEANdeclarations/commitmentsandinformedbyrelevantglobalstrategies;Structuredaroundthefive(5)domainsoftheASEANYouthDevelopmentIndex(YDI),prioritisingtwocross-cuttingareas:(i)future-readyASEANyouththroughdigitalskillsdevelopment;and(ii)institutionalisedyouthengagementmechanism,includinginpolicydiscourse;4ImplementationArrangementsInterventionsareofaregionalandprogrammaticnature;Enhancementofcross-sectoralcoordinationandcommunication,aswellasresourcemobilisationstrategies;andEmploymentofamonitoringandevaluation(M&E)frameworkattheoutsetoftheplanningstagesoftheworkplantoensuremeasurableprogressandtangibleachievements.5OverviewIn2019,theEleventhASEANMinisterialMeetingonYouth(AMMY-XI)heldon19July2019inVientianeagreedonthePost-2020VisionStatementofASEANyouthcooperation:““Towardsfuture-readyASEANyouthbyfostering21stcenturyskillsanddigitalskills,andtheinstitutionalisationofyouthengagementmechanisms,includingintheregion’spolicydiscourse””PriorityArea3:PriorityArea4:PriorityArea5:PriorityArea2:ASEANPriorityArea1:EMPLOYMENTPARTICIPATIONHEALTHANDAWARENESS,EDUCATIONANDANDWELL-BEINGVALUESANDOPPORTUNITYENGAGEMENTIDENTITYToguidethesectorinmovingtowardstheVision,theASEANWorkPlanonYouth2021-2025wasdevelopedwithfive(5)priorityareas.These5priorityareasbranchinto14programmesand33mainactivities.Someofthemainactivitiescompriseofanumberofsubactivities.TheLogicalFrameworkoftheASEANWorkPlanonYouth2021-2025appearsasTable1.ActivitiesoftheASEANWorkPlanonYouth2021-2025contributetotheimplementationofASCCBlueprint2025andformpartofitsMonitoringandEvaluation(M&E)Framework.ThisM&EFrameworkismanagedbyASEANSecretariat’sAnalysisandMonitoringDirectorateoftheASCCDepartmentforreportingtotheSeniorOfficialsCommitteefortheASEANSocio-CulturalCommunity(SOCA).TheASEANSeniorOfficialsMeetingonYouth(SOMY)withassistancefromtheASEANSecretariatwillbemonitoringandreportingontheimplementationofASEANWorkPlanonYouth2021-2025totheASEANMinisterialMeetingonYouth(AMMY).Tothisend,asetofKeyPerformanceIndicators(KPIs)havebeenidentifiedwithtechnicalassistancefromtheAsia-PacificInteragencyNetworkonYouth(APINY).ThelistofKPIswillbetreatedasalivingdocumentthatmaybefurtherupdatedtoensurefeasibilityofdatacollection.WiththeimportanceoftheregionalnatureoftheworkplanandensuringfocusonASEAN-drivenactivities,eachASEANMemberStateinitiatesand/ortakestheleadofatleastone(1)activity.ResourcesforimplementingtheWorkPlanwillcomefromeithertheleadingASEANMemberState,collectivefundingbyASEANMemberStates,ASEANDialoguePartners2,partnerorganisationsandthinktanks,whichmaycomplementeachotherthroughco-fundingschemes.IdentificationofsupportingASEANDialoguePartnerand/orimplementingagencywilltakeintoconsideration:expertiseofDialoguePartner;(ii)prioritiesofcooperation;and(iii)preferenceinfundingarrangements,e.g.:programmaticorone-offactivities.Relevantpage:/our-communities/asean-political-security-community/outward-looking-community/external-relations/6UltimateOutcomesPriorityArea1:Education
