中文3660字外文原文Isthe2007U.S.Sub-PrimeFinancialCrisisSoDifferent?AnInternationalHistoricalComparisonCarmenM.ReinhartUniversityofMarylandandtheNBERandKennethS.RogoffHarvardUniversityandtheNBERThefirstmajorfinancialcrisisofthe21stcenturyinvolvesesotericinstruments,unawareregulators,andskittishinvestors.Italsofollowsawell-troddenpathlaiddownbycenturiesoffinancialfolly.Thistimeisaproblemofsub-primemortgages,butthistimeisnotdifferent.Infact,therearestunningquantitativeparallelsacrossanumberofmajorcrisisindicatorsfromthestandardliteratureoninternationalfinancialcrises.Forexample,therun-upinU.S.equityandhousingprices,whichGracielaL.KaminskyandCarmenM.Reinhart(1999)findtothebebestleadingindicatorsofcrisisincountriesexperiencinglargecapitalinflows,closelytrackstheaverageofthenineteenmajorpostWorldWarIIbankingcrisesinindustrialcountries.So,too,istheinvertedv-shapeofrealgrowthintheyearspriortothecrisis.Despitewidespreadconcernabouttheeffectsonnationaldebtoftheearly2000staxcuts,therun-upinU.S.publicdebtisactuallysomewhatbelowtheaverageofothercrisisepisodes.Incontrast,thepatternofUnitedStatescurrentaccountdeficitsismarkedlyworse.ThebookisstillopenonthehowthecurrentdislocationsintheUnitedStateswillplayout,butsomeprecedentcanbefoundintheaftermathofotherbank-centeredfinancialcrisesinindustrialeconomies.Dependingonthedegreeoftraumatothebankingsystem,theycanbequitesevere.Aseverebankingcrisistypicallyhasafardeeperandmoreprotractedeffectongrowththandoesaseverecurrencycrisis,ifthelatteroccursinisolation.Theaveragedropin(realpercapita)outputgrowthisovertwopercent,andittypicallytakestwoyearstoreturntotrend.Forthefivemostcatastrophiccases(whichincludeepisodesinFinland,Japan,Norway,SpainandSweden),thedropinannualoutputgrowthfrompeaktotroughisoverfivepercent,andgrowthremainedwellbelowpre-crisistrendevenafterthreeyears.Itis,ofcourse,themorecatastrophiccasesthatpolicymakersparticularlywanttosteerclearof.1.PostWarBank-CenteredFinancialCrises:TheDataOurmainpurposehereistomakesimpleandstraightforwardcomparisonsoftheUnitedStates2007crisiswithotherpost-warcrises,employingasmallpieceofamuchlargerandlongerhistoricaldatasetwehaveconstructed(seeReinhartandKennethS.Rogoff,2008.)Theextendeddatasetcataloguesbankingandfinancialcrisesaroundtheentireworlddatingbackto1800(insomecasesearlier).InordertofocushereondatamostrelevanttopresentU.S.situation,wedonotconsidertheplethoraofemergingmarketcrises,norindustrializedcountryfinancialcrisesfromtheGreatDepressionorthe1800s.Nevertheless,itisstrikinghowmuchthe“thistimeisdifferent”syndromehasalreadybeenrepeated.Firstcametherationalizations.Thistime,manyanalystsargued,thehugerun-upinU.S.housingpriceswasnotatallabubble,butratherjustifiedbyfinancialinnovation(includingtosub-primemortgages,aswellasbythesteadyinflowofcapitalfromAsiaandpetroleumexporters.Thehugerun-upinequitypriceswassimilarlyarguedtobesustainablethankstoasurgeinU.S.productivitygrowthafallinriskthataccompaniedthe“GreatModeration”inmacroeconomicvolatility.AsfortheextraordinarystringofoutsizedU.S.currentaccountdeficits,whichnowsoakuproughlytwo-thirdsofalltheworld'scurrentaccountsurpluses,manyanalystsarguedthatthese,too,couldbejustifiedbynewelementsoftheglobaleconomy.Thankstoacombinationofaflexibleeconomyandtheinnovationofthetechboom,theUnitedStatescouldbeexpectedtoenjoysuperiorproductivitygrowthfordecades,whilesuperiorAmericanknow-howmeanthigherreturnsonphysicalandfinancialinvestmentthanforeignerscouldexpectintheUnitedStates.Nextcamethereality.Inthepastfewmonth,wehaveseenastrikingcontractioninwealth,increasesinriskspreads,anddeteriorationinmarketfunctioning.The2007UnitedStatessub-primecrisis,ofcourse,hasitrootsinfallingU.S.housingprices,whichhaveinturnledtohigherdefaultlevelsparticularlyamonglesscreditworthyborrowers.Theimpactofthesedefaultsonthefinancialsectorhasbeengreatlymagnifiedduetocomplexbundlingtechniquesthatwerethoughttospreadriskefficiently,butinfacthavemadetheresultinginstrumentsextremelynontransparentandilliquidinthefaceoffallinghouseprices.Asabenchmarkforthe2007U.S.sub-primecrisis,wedrawondatafromnineteenbank-centeredfinancialcrisesfromthepost-Warperiod.WehaveincludedpostwarepisodesinwhichanimportantfinancialinstitutionorsegmentoffinancialsectorcollapsedinamannersimilartothatdescribedbyKaminskyandReinhart(1999).Forfurtherdiscussionanddocumentation,seeReinhartandRogoff(2008).Thesecrisisepisodesinclude:TheFiveBigFiveCrises:Spain(1977),Norway(1987),Finland(1991),Sweden(1991)andJapan(1992),wherethestartingyearisinparenthesis.OtherBankingandFinancialCrises:Australia(1989),Canada(1983),Denmark(1987),France(1994),Germany(1977),Greece(1991),Iceland(1985),andItaly(1990),andNewZealand(1987),UnitedKingdom(1974,1991,1995),andUnitedStates(1984,2007).The“BigFive”crisesareallprotractedlargescalefinancialcrisesthatareassociatedwithmajordeclinesineconomicperformanceforaprotractedperiod.Japan(1992),ofcourse,isthestartofthe“lostdecade,”althoughtheNordicCrisesandtheSpanishcrisisof1977allleftdeepmarksontheireconomiesaswell.Theremainingrichcountryfinancialcrisesrepresentabroadrangeoflesserevents.The1984U.S.crisisisthesavingsandloancrisisand,ofcourse,the2007crisisisthesub-primecrisis,whichwehaverepresentedasaU.S.crisisthoughofcourseithashada

severeimpactonbanksfromEuropetoCentralAsia.Whilegenerallyallthecrisescentrallyinvolvedthebankingsystem,wehaveincludedthe1995UKcrisisthatresultedfromthebankruptcyofBarings,whichwasessentiallyaninvestmentbank.WenotethatonecrisisepisodenotencompassedbyourselectioncriteriaistheperiodofseverebankstressintheU.S.andEurope,especially,causedbythedevelopingcountrydebtcrisisthatbeganin1982.Weomititbecausethebankcrisiswasnotclearlyattheepi-centerofproblem(whichhaditrootsinU.S.disinflationandadropinworldcommodityprices).Moreover,itoverlapssomewhatwithourdatingofthethriftcrisis.However,includingitwouldnotweakenourresults.2.ComparisonsWenowproceedtoavarietyofsimplecomparisonsbetweenthe2007U.S.crisisandpreviousepisodes.Drawingonthestandardliteratureonfinancialcrises,welookatassetprices,growthandpublicdebt.WebegininFigure1bycomparingtherun-upinhousingprices.PeriodTrepresentstheyearoftheonsetofthefinancialcrisis.SoperiodT-4isfouryearspriortothecrisis,andthegraphineachcasecontinuestoT+3,exceptofcourseinthecaseoftheU.S.2007crisis.1Thechartconfirmsthecasestudyliterature,showingthesignificantrun-upinhousingpricespriortoafinancialcrisis,withtheaffectbeingparticularlypronouncedforthe“Bigfive”severecases.HousingpricesinthUnitedStates,however,haverisenevenfurther.thebigfivecrisis'countriestendedtoexperienceequitypricefalls^earlieron.Ofcourse,eachoftheselcrisesoccurredatdifferentpointsithebigfivecrisis'countriestendedtoexperienceequitypricefalls^earlieron.Ofcourse,eachoftheselcrisesoccurredatdifferentpointsiintheglobalproductivitycycle,whichmayexplainsomeofthedifference.Then,'too,themonetary-responsesdifferedacrosstheseepisodes,withtheFederalReservepumpinginanextraordinaryamountofstimulusintheearlypartofthemostrecentepisode.owever,115105100PQFigure2:ReniEqoiti'Piic«zandBanJziii^Cri»sU5:2001=100Jaw.孚ft:bauin?匚口书in

為oc丈eCOEOlTE^Iad£iT-4=lM«!■°J I I I I I I I It-4 占 t-1 T t+1 K2 H-3Figure3looksatthecurrentaccountasashareofGDP,againstartingfouryearsbeforethecrisis.Again,theUnitedStateslookslikethetypicalpre-crisiscountry,inthecapitalinflowsaccelerategoingintothecrisis.However,theU.S.deficitsaremoresevere,reachingoversixpercentofGDP.Asalreadymentioned,thereisalargeandgrowingliteraturethatattemptstorationalizewhyitmightbebeneficialfortheUnitedStatestoasustainedcurrentdeficit.Thesimplestargumentisthatincreasingglobaltradeandfinancialglobalizationsupportslargercurrentaccountimbalances(ObstfeldandRogoff,2001).ThevariousrationalesforthemassiveU.S.currentaccountdeficitwouldbemorereassuringiftheU.S.deficitwerenotalmosttwicetheaverageoftheearlierprecrisisepisodes.RealpercapitaGDPgrowthintherun-uptodebtcrisesisillustratedinFigure4.TheUnitedStates2007crisisfollowsthesameinvertedVshapethatcharacterizestheearlierepisodes.Growthmomentumfallsgoingintothetypicalcrisis,andremainslowfortwoyearsafter.Inthemoresevere“BigFive”cases,however,ktishevgerrolawrtghershocandmoreprolonged.NotencouragingfortheU.S.economicoutlook,theaftermathofabankingcrisistendstohaveaprotractedeffectonrealgrowth.

publicdebtisrisingpriortothe2007U.S.crisis,itisrisingnotablymoreslowlythanintheaverageoftheother18episodes,andmuchmoreslowlythantheBigFive.ThisshallowpathofU.S.publicdebtalsomakesitclearthatthelargecurrentaccountdeficitsshownearlierowetofactorsotherthanjustgovernmentexcess.Thecorrelationsinthesegraphsarenotnecessarilycausal,butincombinationneverthelesssuggestthatiftheUnitedStatesdoesnotexperienceasignificantandprotractedgrowthslowdown,itshouldeitherbeconsideredveryluckyorevenmore“special”thatmostoptimistictheoriessuggest.Indeed,giventheseverityofmostcrisisindicatorsintherun-uptoits2007financialcrisis,theUnitedStatesshouldconsideritselffortunateifitcanhavepost-crisistrajectoryparalleltothemilderbankingcrisesinthecomparisonset,asopposedtothemuchlargergrowthpausesexperiencesbySpain,Japan,Sweden,NorwayandFinlandduringtheirseverefinancialcrises.3.ConclusionsTolstoyfamouslybeginshisclassicnovelAnnaKareninawiththeline“Everyhappyfamilyisalike,buteveryunhappyfamilyisunhappyintheirownway.”Whileeachfinancialcrisisnodoubthasitsowndistinctions,therearealsostrikingsimilarities,intherun-upofassetprices,indebtaccumulation,ingrowthpatterns,andincurrentaccountdeficits.Themajorityofhistoricalcrisesareprecededbyfinancialliberalization,asdocumentedinKaminskyandReinhart(1999).WhileinthecaseoftheUnitedStates,therehasbeennostrikingdejureliberalization,therecertainlyhasbeenadefactoliberalization.Newunregulated,orlightlyregulated,financialentitieshavecometoplayamuchlargerroleinthefinancialsystem,undoubtedlyenhancingstabilityagainstsomekindsofshocks,butpossiblyincreasingvulnerabilitiesagainstothers.PerhapstheUnitedStateswillproveadifferentkindofhappyfamily.Despitemanysuperficialsimilaritiestoatypicalcrisiscountry,itmayyetsufferagrowthlapsecomparableonlytothemildestcases.Perhapsthistimewillbedifferentassomanyargue.
