ILACPolicyontheTraceability

ofMeasurementResults

ILAC–InternationalLaboratoryAccreditationCooperation

ILACistheinternationalauthorityonlaboratoryandinspectionbodyaccreditation,withamembershipconsistingofaccreditationbodiesandstakeholderorganisationsthroughouttheworld.

ILACprovidestheinfrastructurethatsupportstheworld-widedemonstrationofcompetenceandequivalenceoftesting(includingmedical)andcalibrationlaboratories,inspectionbodiesandothertypesofbodiesrvingorsupportinglaboratoriesandinspectionbodiesthroughaccreditation.Accreditationoflaboratoriesandinspectionbodiessupportsactivitieswithinandbetweeneconomiesincludingtrade,protectionofhealth,safetyandtheenvironmentforthepublicbenefit.Itsfundamentalpurpoistoprovideconfidenceinthecompetenceofbodiessupportingtheactivities.

TheILACArrangementisaninternational,multilateralmutualrecognitionarrangementforaccreditationbodies.Participatingaccreditationbodiesagreetopromoteacceptanceoftheequivalenceofcalibration,testandinspectionreportsproducedbyaccreditedfacilities.EachaccreditationbodyundergoespeerevaluationaccordingtoILACrulesandprocedurespriortobeco

mingasignatorytotheILACArrangement.

ILACvaluesthecriticalcomplementaryandsupportiveactivitiesofitsRegionalCooperationBodymembersintherealisationofitsvision,mission,goalsandassociatedstrategies.TheRegionalCooperationBodymembersthroughtheimplementationoftheirmultilateralmutualrecognitionarrangementsprovideallofthepeerevaluationresourcesandmuchofthetechnicalinputstoILACdocuments.

PREAMBLE

Toensureconfidenceintheresultsofaccreditedlaboratories,accreditationbodiesimplementILACpoliciesanduguidancedocumentstoassistintheuniformandharmonidapproachofaccreditationcriteria.Metrologicaltraceabilityofmeasurementresultsisakeytopicforwhichaharmonidpolicyisneededifthemarketistohaveconfidenceincalibrations,testingandinspectionsperformedbyaccreditedlaboratoriesandinspectionbodiescoveredbytheILACArrangement.Metrologicaltraceabilityrequiresanunbrokenchainofcalibrationstostatedreferences,allhavingstateduncertainties–referVIM[1].Thepersistentmisconceptionthatmetrologicaltraceabilitymaybelinkedtoaparticularorganization(e.g.,“traceabletoaspecificNatio

nalMetrologyInstitute”)fosterscontinuedconfusionwithregardtoitsnature.Metrologicaltraceabilitypertainstoreferencequantityvaluesofmeasurementstandardsandresults,nottheorganizationprovidingtheresults.

FactorsthatinfluencetheestablishmentofaharmonidILACpolicyonmetrologicaltraceabilityofmeasurementresultsincludethefollowing:

(a)Theconceptofmetrologicaltraceabilityofmeasurementresultsinfieldssuchasthechemical,medical,andbiologicalsciencesisstillunderdevelopment;

(b)Notalleconomieshavethecompleterangeofnationalmeasurementstandardsorcalibrationandmeasurementcapabilitiesneededtosupportthecalibrationandtestingneedsofallapplicantsforaccreditationintheireconomy;

(c)Theroleofreliableandtraceablecertifiedreferencematerialsinprovidingmetrologicaltraceabilityofmeasurementresultshasnotyetbeenfullyestablishedinternationally.

PURPOSE

ThisdocumentdescribestheILACpolicywithregardtothemetrologicaltraceabilityrequirementsfro

mISO/IEC17025:2023[2]andISO15189:2023[3].Thispolicymayalsobeappliedtootherconformityasssmentactivitieswheretestingand/orcalibrationisinvolved(e.g.,inspectionandproductcertification).Forcalibrationsperformedbyalaboratoryinordertoestablishmetrologicaltraceabilityforitsownactivities,andwhicharenotapartofthelaboratory’sscopeofaccreditation,theILACpolicyinction2isapplicable.Internalcalibrationsarealsoknownas“In-hou”calibrations.
