managementinengineeringconstructionprojectscontractingbusiness.

TheprojectofBeijingLufthansaCenter(anationalproject)contracted

bythepredecessorofthecompanywasexecutedandmanaged

severelyinaccordancewithFIDICcontractconditionsandwas

completedontimewithgoodquality.Theprojectwasawarded“Lu

BanPrize”,thedesignationofgoodqualityprojectbytheMinistryof

ConstructionofPRC,andtheNationalPrizeforGoodQualityProject.

TheCompanystrictlyimplementsthecontract,andputsqualityfirstin

itscontractedprojects.TheCompanyalwayssatisfiestheEmployers

byofferingthequalityservicesthatconformtotheinternational

qualitystandards.

TheCompanypossessesagroupofexcellentengineeringtechnical

personnelwiththeknowledgeoftheinternationalcontractconditions

andthesoundcontractmanagement,andwithrichpractical

TheCompanyshallpreparedocumentedproceduresandshall

effectivelyimplementthequalityassurancesysteminthewhole

constructionprocesses.Forthedetailsofdocumentedprocedures,

pleaseseeAttachmentNo.2.

Thedocumentedproceduresshallbeestablishedasamanagement

systeminconnectionwiththerequirementsbyallelementsofthe

qualitysystem,andshallalsobedeemedtobethewaydefinedforthe

implementationofaqualityactivity.

ThequalitysystemoftheCompanyanditsrelevantdocumentsshall

applytoalltheprojectscontractedbytheCompany.Toguarantee

effectivelytheperformanceofthequalityassurancesystemineach

Inspection,MeasuringandTestEquipmentProcedures,becontrolled,

usedandcalibratedandmaintainedinordertoensurethatthe

equipmentshallbemaintainedingoodcondition.Theequipmentshall

bedeemedtobetheevidenceoftheexecutionqualityconformingto

thespecifiedrequirements.Thecontrolproceduresofinspection,

measuringandtestequipmentshallensurethat:

theTechnicalSupplyDivisionshallberesponsibleforcalibrating

theabovementionedequipmentinaccordancewithinternationally

andnationallyrecognizedstandardsatprescribedintervalsorprior

touse.Wherenosuchstandardsexist,thebasisusedforcalibration

shallbedefined.Thecalibrationshallbecarriedoutbythestate

authorizedmeasurementandtestorganization;

thevalidityofthepreviousinspectionandtestresultsshallbe

assessedanddocumentedwheninspection,measuringortest

equipmentisfoundtobeoutofcalibration;

theinspection,measuringandtestfacilitiesincludingbothtest

hardwareandtestsoftware,shallbesafeguardedfromadjustments

whichwouldinvalidatethecalibrationsetting.

TheTechnicalSupplyDivisionshallberesponsibleforconfirming,

calibratingandadjustingalltheinspection,measuringandtest

equipmentandapparatusinaccordancewiththerecognizedstandards

atprescribedintervalsorpriortouse.Wherenosuchstandardsexist,

thebasisusedforcalibrationshallbedefined.

Thecontrolproceduresshallprovideforidentification,documentation,

evaluation,dispositionandsegregation(whenpractical)of

nonconformingproducts,andthemattersinquestionshallbenotified

totheSupplierorSubcontractorandtotheDivisionsconcernedorto

theEmployerwhennecessary.

ThePurchaseandSupplyDivision/theChargeHandintheProject

shallingoodtimenotifySupplierorSubcontractorofthe

nonconformity.Thesettlementofthenonconformityshallbediscussed

anddecidedbythePurchaseandSupplyDivision/theChargeHand

andtheSupplierandSubcontractor,andthemattersinquestionshall,

whennecessary,beinformedtotherelevantDivisionsoftheCompany

andtotheEmployer.
