12、 46th高突矿井安全生产管理规定一、特别规定第一条 严禁在通风系统不合理或不稳定的情况下组织生产。 第二条 严禁采掘工作面在通风、抽采、监控系统不完善的情况下，通过验收和组织生产。第三条 严禁人员进入无风区、微风区、瓦斯超限区和警戒区。第四条 严禁在抽采不达标区域进行采掘作业。第五条 严禁在综合防突措施效果不达标的突出煤层进行采掘作业。第六条 严禁不进行区域效果检验、区域验证、局部效果检验，组织生产。第七条 严禁突出和按突出管理的采掘工作面不采取防护性措施，或措施落实不到位组织生产。严禁超出预测预报超前距离和措施孔保护距离组织生产。第八条 严禁在回采工作面邻近层瓦斯抽放系统运行不正常或失效的

13、情况下组织生产。第九条 严禁矿井超通风能力，采掘工作面超核定强度组织生产。第十条 严禁瓦斯超限作业或长时间在瓦斯临界状态下组织生产。第十一条 严禁无措施或违反审批权限、现场指挥权限安排组织串联通风、巷道贯通、排瓦斯、调改风工作。第十二条 严禁无计划贯通巷道。第十三条 严禁在瓦斯监控系统运行不正常或失控的情况下，进行采掘作业。第十四条 严禁人为调低瓦斯传感器显示值、在应设位置瓦斯超限时移向低瓦斯区、解除瓦斯电闭锁。第十五条 严禁随意更改上传软件、筛选过滤监测地点、解脱传输线，有意隐蔽瓦斯超限行为。第十六条 严禁未经批准擅自动用通风设施和人为损坏通风设施设备。第十七条 严禁未按规定进行电氧焊作业。

14、第十八条 严禁放明炮和糊炮。第十九条 严禁在专用回风巷内设置电缆、电器设备。严禁在瓦斯容易积聚区、瓦斯流经区、封闭区闭墙前、微风巷道中使用无线发射装置、胶轮车、蓄电池和其他移动电气设备。第二十条 严禁不符合防爆标准的电气设备和未经集团公司批准的易燃易爆有机材料在高突矿井试验。二、处罚规定第二十一条 凡违本规定第一条至第二十条之一的，责任领导就地免职，并追究相关人员责任。第二十二条 凡发生以下事故，事故单位党政正职就地免职，给予分管责任领导行政撤职处分，事故造成人员死亡和重大经济损失的，按问责规定加重处理。故意隐瞒事故的，根据情节加重处罚。（1）瓦斯爆炸事故；（2）瓦斯燃烧事故；（3）生产过程中

15、重大煤与瓦斯突出；（4）因瓦斯原因造成工作面封闭；（5）重大火灾事故。三、保障措施第二十三条 升级管理，严格审批。在执行相关技术方案、设计、措施报集团公司批准的现行规定外，对以下重点环节的技术方案、措施批准权收回集团（区域）公司。 高突矿井增加报集团（区域）公司批准的项目内容是：（1）封闭盲巷和全风压通风巷道需要封闭的；（2）启封盲巷排瓦斯和全风压排放瓦斯的；（3）掘进工作面过A级瓦斯地质构造防突技术措施；（4）矿井主要通风机反风技术措施；（5）突出煤层采掘工作面风量核定；（6）超矿井核定工作面头数，需新增头面。第二十四条 区域公司上报集团增加批准的项目和内容是：（1）矿井首次揭露突出煤层；（

17、高突矿井实现年度安全生产，要对矿班子成员在年薪外增加风险收入。突出矿井：寺家庄公司、新景公司、新元公司、平舒公司正职奖励20万元，石港公司正职奖励15万元；高瓦斯矿井：一矿、二矿、三矿、五矿、开元公司正职奖励10万元，新大地、平定裕泰、平定兴裕、平定泰昌、盂县兴峪、圣天宝地、景福、南岭、登茂通、碾沟正职奖励8万元，安全生产副职按正职的85%，其他副职按正职的50%标准奖励。第二十七条 成立专家组，督导通风技术管理工作。regular issuance system of internal and external accident cases, organizational learning,
