activities (products and services)3 similar industries3 demand sewage recycling and supply of recycled water; and consultation and engineering services for sewage treatment and recycling. sewage treatment is the major service of the industry, accounting for about 86% of industry revenue in 2010. as households discharge more sewage than industries and some enterprises have their own sewage treatment facilities, the treatment service of household and commercial sewage accounts for the largest share of 46% in industry revenue. the treatment of industrial sewage makes up about 40% to industry revenue. the service segment of sewage recycling and recycled water supply is small, with a market share of about 3% in terms of revenue in 2010. the sewage recycling rate is currently very low in china, at about 2.8%. most treated water is discharged into rivers, lakes or streams. recycled water has not been widely utilized domestically or commercially. the sewage treatment consultation and engineering services segment is growing steadily, contributing about 11% to industry revenue in 2010. the main clients for these services include sewage treatment plants, government bodies, hospitals and various industrial enterprises, which are required to treat wastewater before its safe release into the environment. segmentation sewage treatment, processing and recycling in china 01 june 2010 copyright 2010, ibisworld inc., all china marketing research co., ltd. 9 major market segments market segment share households 47.5% manufacturing industries 35.8% government and institutions 7.6% power generation industries and other utilities 5.2% mining industries 2.9% other industries 1.0% this industrys market segmentation is based on the supply of and demand for sewage collection, treatment and recycling services, not including the consultation and engineering services for sewage treatment. the sewage treatment, processing and recycling industry in china supplies these services to households, offices and a wide range of industries. households are the largest source of sewage, and therefore the largest market segment of the industry. households are expected to account for about 47.5% of industry revenue in 2010. this segment has been growing faster than other segments during the past decade due to the rapid urbanization process in china. by the end of 2008, the urban population in china totaled about 606.7 million, accounting for 45.7% of the total population. government and various institutions are also major sewage dischargers, accounting for about 7.6% of industry revenue in 2010. the manufacturing sector, including all manufacturing industries in china, is the second-largest segment of the industry, with an estimated 35.8% market share in terms of revenue. demand from this segment will also increase rapidly, as more sewage treatment facilities will be installed by enterprises themselves to treat wastewater before discharge to comply with the governments regulations regarding water pollution control. this segment is also a large potential demander for recycled water, which can be used in various production activities. the market shares of utilities, the mining sector and other industries were small. this was due to their relatively smaller sewage discharge volumes. power stations and the mining industries are also important potential users of recycled water. industry concentration the level of industry concentration is low in 2010, the combined market share in terms of sales revenue of the top four firms in the industry is forecast to be around 39.1%. this represents a low to medium industry concentration level. segmentation sewage treatment, processing and recycling in china 01 june 2010 copyright 2010, ibisworld inc., all china marketing research co., ltd. 10 the low to medium concentration level reflects that most enterprises in this industry are small in size. however, some forms have developed economies of scale through cross-regional operations, although they are restricted by geographic constraints. industry concentration is expected to increase slowly in the future, with the further development of larger companies in the industry. the entry of large foreign players may also increase the concentration level. geographic spread activity in the sewage treatment, processing and recycling industry in china is mainly concentrated in east, middle south and north china regions. provinces such as zhejiang, jiangsu, shandong, guangdong and beijing are expected to account for 57.8% of industry revenue in 2010. east china is forecast to make up the largest share of industry revenue in 2010. in 2007, east china discharged about 33.1% of the national sewage volume, and accounted for 39.7% of the national sewage treatment volume. the average sewage treatment rate of this region was about 67%, the highest among all regions in china. reasons for the high concentration in this region include: (1) access to market demand. east china has the most urban pollution and the most developed industries. urban households and all industries generate significant volumes of sewage and create high demand for sewage treatment services. (2) support from local governments. sewage treatment activity is related to water pollution controls. as water pollution threatens the development of the economy, the chinese central government and provincial governments in this region invest heavily in the construction and operation of sewage treatment plants. (3) access to new and advanced technologies. easy access to the eastern coast helps with the introduction of advanced technologies and equipment for sewage treatment and regeneration. (4) access to qualified human resources. the relatively developed economy and the existence of a large number of universities attract engineers and technicians to work in this region. zhejiang and jiangsu zhejiang and jiangsu provinces are expected to generate 30.8% of industry revenue in 2010, and are estimated to have 28.2% of all establishments in the industry, employing 19.8% of the industrys workers. this indicates the high work efficiency and a high level of economies of scale for enterprises in these provinces. by the end of 2008, the urban sewage treatment rate in jiangsu province was 84%, and this figure in zhejiang province was 71.3%. shandong shandong province is expected make up 11.3% of industry revenue in 2010. about 9.2% of establishments in the industry are expected to be located in this area, with 9.7% of industry employment. compared with companies in zhejiang and jiangsu, enterprises in shandong are relatively smaller in scale and less efficient. guangdong segmentation sewage treatment, processing and recycling in china 01 june 2010 copyright 2010, ibisworld inc., all china marketing research co., ltd. 11 guangdong province is expected to account for 10.1% of total industry revenue in 2010, with an estimated 10% of the industrys establishments. this province is forecast to employ 8.4% of all workers in the industry and in general, enterprises are small in scale. in 2008, the urban sewage treatment rate in guangdong province was 55.9%, which was still relatively low. beijing in 2010, beijing is expected to generate 5.6% of industry revenue. around 2.2% of the industrys establishments in beijing will employ 5.2% of industry employment, which indicates large scale enterprises operate in this area. beijing has the latest sewage treatment technology and therefore has a very high urban sewage treatment rate in china, which was 92% in 2008. in 2009, the sewage treatment rate for central districts of beijing were 97%. market characteristics sewage treatment, processing and recycling in china 01 june 2010 copyright 2010, ibisworld inc., all china marketing research co., ltd. 12 market characteristics market size revenue within the sewage treatment, processing and recycling industry in china is expected to increase by 10.2% in 2010 to $1.60 billion. steady increases in the industry in the past five years have seen industry revenue increase at an annualized rate of 11.9% since 2005 (constant 2010 dollars). demand for sewage treatment services has grown substantially in recent years due to rapid urbanization and the development of various industrial sectors in china. also, as more sewage treatment and processing facilities are built across china, more households and businesses connect to these services, further contributing to the industrys expansion. there are expected to be about 2,740 establishments operating within the industry during 2010, employing almost 50,000 people with an estimated payroll of $230 million. the number of sewage treatment plants in china totaled about 2,000 in 2009. sewage treatment fees are expected to increase in the coming five years, improving the profitability of sewage treatment plants. also, more sewage treatment facilities will be franchised to private or foreign enterprises that are specialized in water resource management. the industry has been opened to foreign investment since 2002. both private and foreign enterprises can now operate sewage treatment facilities through franchising from the government, in forms of bot (build-operate-transfer), tot (transfer-operate-transfer) or ppp (public-private partnerships). enterprises within this industry make profits through either subsidies from the government or by providing sewage treatment services to the government. households and businesses can also pay sewage treatment fees directly to enterprises in this industry. market characteristics sewage treatment, processing and recycling in china 01 june 2010 copyright 2010, ibisworld inc., all china marketing research co., ltd. 13 linkages demand linkages c - (2) government regulations concerning sewage discharge and treatment. a series of laws and government polices are in place in china to regulate the discharge and treatment of sewage generated from industrial production, hospitals, slaughterhouse, agriculture and domestic activities, etc. these regulations require relevant operators to treat wastewater prior to its release. with communities and the government increasingly concerned about water pollution control, the level of regulation of this industry is increasing, and therefore bringing greater demand for sewage-related consultation and engineering services from various industries. (3) popularization of recycled water. recycled water is increasingly being used by households, offices and factories for purposes other than drinking, such as irrigation, car washing, cooling, flushing toilets, etc. in order to conserve water resources, there will be increasing demand for recycled water from sewage treatment plants. (4) sewage treatment fees and recycled water prices. currently, most urban households have been charged with sewage treatment fees, and recycled water is becoming increasingly popularized. rising sewage treatment fees will drive urban citizens and enterprises to adopt water-saving approaches, which helps reduce sewage discharge. the reasonable pricing of recycled water will also popularize the use of recycled water. market characteristics sewage treatment, processing and recycling in china 01 june 2010 copyright 2010, ibisworld inc., all china marketing research co., ltd. 15 domestic and international markets domestic and international markets exports the level of trade export is low the trend of trade export is steady domestic and international markets imports the level of trade import is low the trend of trade import is steady domestic and international markets analysis there is no export or import activity involved in this industry. basis of competition competition in this industry is medium competition in this industry is increasing there are two major types of establishments within this industry - sewage treatment plants, and companies providing sewage-related consultation and engineering services. typically, sewage treatment facilities are provided by single suppliers within defined geographical regions (often a town, or all or part of a larger city), which operate as regional monopolies. this is a legacy of the former planned system and government monopolization, and also reflects the view that fewer suppliers offer higher cost efficiency. therefore, there is very limited competition between sewage treatment plants. however, this system is changing. more service provision has been contracted out to professional water resource management enterprises. these enterprises operate regionally in general, and very few of them have started nationwide operations. they mainly compete through technologies, access to funding, and their ability to build relationships with local governments. their expansion is dependent on sufficient funding, while good relationships with local governments are important in helping them win contracts for sewage treatment facilities. there is more competition between companies providing sewage-related consultation and engineering services, whose operation is n
