inasenseweveetoournationscapitaltocashacheck.whenthearchitectsofourrepublicwrotethemagnificentwordsoftheconstitutionandthedeclarationofindependence,theyweresigningapromissorynotetowhicheveryamericanwastofallheir.thisnotewasapromisethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedtheunalienablerightsoflife,libertyandthepursuitofhappiness.itisobvioustodaythatamericahasdefaultedonthispromissorynote,insofarashercitizensofcolorareconcerned.insteadofhonoringthissacredobligation,americahasgiventhenegropeopleabadcheck,acheckwhichhasebackmarkedinsufficientfunds. butwerefusetobelievethatthebankofjusticeisbankrupt.werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.andso,weveetocashthischeck,acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjustice. wehavealsoetothishallowedspottoremindamericaofthefierceurgencyofnow.thisisnotimetoengageintheluxuryofcoolingoffortotakethetranquilizingdrugofgradualism.nowisthetimetomakerealthepromisesofdemocracy.nowisthetimetorisefromthedarkanddesolatevalleyofsegregationtothesunlitpathofracialjustice.nowisthetimetoliftournationfromthequicksandsofracialinjusticetothesolidrockofbrotherhood.nowisthetimetomakejusticearealityforallofgodschildren. itwouldbefatalforthenationtooverlooktheurgencyofthemoment.thisswelteringsummerofthenegroslegitimatediscontentwillnotpassuntilthereisaninvigoratingautumnoffreedomandequality.nineteensixtythreeisnotanend,butabeginning.andthosewhohopethatthenegroneededtoblowoffsteamandwillnowbecontentwillhavearudeawakeningifthenationreturnstobusinessasusual.andtherewillbeneitherrestnortranquilityinamericauntilthenegroisgrantedhiscitizenshiprights.thewhirlwindsofrevoltwillcontinuetoshakethefoundationsofournationuntilthebrightdayofjusticeemerges.
