6 年1 1 月9 日，国际 展览局主席、外交学院院长吴建民先生在文汇讲堂做了全球化背景下的交流学 报告提出交际也是生产力，外交队伍和涉外人员急需培养跨文化交际能力的要 求。2 0 0 0 年5 月，高等学校英语专业英语教学大纲也已明确提出培养跨文 化交际能力的要求。目前把涉外人员的外语能力等同于跨文化交际能力的误区 已被广泛认识，如何培养涉外人员的跨文化交际能力已成为涉外领域中的一项 迫切的课题。 然而，综观中外学者在跨文化交际领域的研究，专门针对涉外人员跨文化 交际能力的研究还未开展。在理论研究方面，国内外学者对跨文化能力的概念 及要素已做了广泛深入的研究，也构建了一些跨文化能力的模式。但这些模式 不是专门针对培养涉外人员的跨文化能力而提出的，因此不完全适用于涉外人 员。在实证研究方面，国外学者虽然也做过不少跨文化实证研究，但对象多为 留学生、旅居者或移民，而对中国学者的跨文化实证研究十分有限，且往往只 关注语言文化知识层面。 本文从跨文化交际理论出发，结合涉外工作的特点，对涉外人员的跨文化 能力及培养方法进行了初步的研究。以南方某城市的政府涉外人员、企业涉外 人员、高校涉外人员及合资公司涉外职员为对象，通过访谈调查了该市涉外人 员的跨文化能力现状。访谈的内容涉及语言文化知识、跨文化意识及跨文化行 为调适。通过分析访谈结果，提出涉外人员在跨文化能力培养方面存在的不足。 然后，以前人的跨文化能力框架为基础，结合我国涉外工作的现状和特点，建 立了针对涉外人员的新型跨文化能力框架；并根据新框架的内容，提出培养涉 外人员跨文化能力的方法。 任何知识的学习和能力的培养都是为了在实践中解决问题。涉外工作首先 是一个与人合作、沟通，组织管理和协调人际关系的过程，同时跨文化交际又
