规模不一 有国际大会 全国大会 还有地区级和校际间的大会 参与者有大学生到高中生 乃至初中生 同时 模拟联 合国活动已经不仅仅是对联合国机构的模拟 它还包括对其他全球或地区性多边组织 政府内阁 国际论坛等组织或者会议的模拟 目前全世界每年有近四百个国际模拟联合国大会在五大洲的 50 多个国家召开 每年参与大会的师生来自世界 100 多个国家 总人数超过四百万人 模拟联合国的发展模拟联合国的发展 模拟联合国活动源自美国 在美国发展的也最为成熟 全美各地的中学和大学都有模拟联合国活 动 其中哈佛全美模拟联合国大会 Harvard National Model United Nations Conference HNMUN 是美国历史最悠久 规模最大 影响最深远的模拟联合国大会 委员会有近 30 个 参与人数近 3000 人 哈佛全美模拟联合国大会的组织者全部为哈佛在校学生 他们的专业态度与敬业精神值 得称赞 主席团针对议题书写的背景材料达三四十页 卓越的学术标准是其他大会不可比拟的 美国 全国模拟联合国大会 National Model United Nations NMUN 则是美国本土最为国际化 的模拟联合国大会 该大会由全美大学生联合会 National Collegiate Conference Association NCCA 主办 从 1946 年发展至今 会议规模达 3500 人 其中有一半来自美国以外的地区 大 会最具特色的是其会场选择在美国纽约联合国总部召开 这使得代表们能够身临其境 更加真实 地感受各国外交官的工作环境 3 CDMUNC I 会议信息手册会议信息手册 海牙国际模拟联合国大会 The Hague International Model United Nations THIMUN 是面向中学生 的规模最大的世界级模拟联合国大会 每年吸引了近 4000 名来自世界各国的中学生 1998 年 海牙国际模拟联合国大会成为联合国正式承认的国际非政府组织 2002 年联合国秘书长科菲 安 南亲临大会 如今该大会已经有遍布五大洲的 3 7 个分会 每年总参加人数达十几万 大会每年 都会根据当年的国际焦点选定一个特定主题 如 2007 年为 消除极端贫困与饥饿 Eradicating Extreme Poverty and Hunger 2008 年为 气候变迁 Climate Change 通过 5 天的讨论 代表们 的会议成果 表决通过的决议 将由大会组委会编辑成册 递交给联合国秘书处 并存于联合 国图书馆 表明全世界青年人为支持联合国 促进国际合作 企盼世界和平所作的贡献 环球课堂 Global Classrooms 也是针对中学生的国际模拟联合国项目 该项目由美国联合国协 会主办 虽然模拟联合国活动在美国有 60 年的历史了 但是活动主要在私立学校中开展 公立 学校受资金 师资的限制参与模拟联合国活动的机会非常有限 2001 年美国发生了 911 事件 这让很多有识之士认识到各国青年人沟通与理解的重要性 于是从 2002 年开始 在美林集团的资 助下 美国联合国协会在原有的模拟联合国活动基础上推出了环球课堂 在全世界的高中 特别 是公立学校中推广模拟联合国活动 模拟联合国在中国模拟联合国在中国 模拟联合国在中国的发展可以分为三个阶段 第一个阶段是 2001 年到 2004 年 第二个阶段是 2005 年 2006 年 第三个阶段是 2007 年至今 如果对中国的模拟联合国活动追根溯源 最早的开拓者应当是北京顺义国际学校 这所学校专门 服务于在华外国人子女 早在 1993 年 北京顺义国际学校就召开了第一届北京模拟联合国大会 Beijing Model United Nations 简称 BEIMUN 该大会是海牙国际模拟联合国大会的分会 但是 它主要的参与者是各国以及中国国内的国际学校 独立于国内教育界 因此也没有任何中国籍的 学生参加过 一些高校教师在国外听说过此类活动 但是模拟联合国在 2001 年前都没有正式走入 到中国学校当中 2005 年 由北京大学模拟联合国协会举办的第一届全国中学模拟联合国大会在北京大学英杰交流 中心召开 该项大会得到了中国联合国协会 美国联合国协会和美林集团的赞助 成功的激发了 优秀中学生的参与热情 使模拟联合国活动开始在中学中发展 北京大学全国中学生模拟联合国主要面向全国知名中学 每年邀请 50 所以上学校进行参与 2009 年 3 月 参与第 5 届北京大学全国中学生模拟联合国大会的学校已经达到近 80 所 包括澳 门 台湾 也包括内蒙古 陕西 甘肃 四川等西部省份 参会学生超过 550 人 目前国内中学生模拟联合国大会主要由三大会议构成 一是由北京大学模拟联合国协会举办的北 京大学全国中学生模拟联合国大会 PKU National Model United Nations 一是由复旦大学举办的 复旦大学全国中学生模拟联合国大会 FDU National Model United Nations 另一个由北京蔚蓝国 际教育机构举办的国际中学生模拟联合国大会 WE Model 在我国改革开放继续深化 国际局势依然 复杂多变的背景下 积极参与这项活动不仅有助于同学们对联合国的了解 更为同学们打开 一扇窗 提供了一个舞台 让大家关心世界 用国际眼光来思考问题 讨论问题 激发英语热情与培养学习能力 激发英语热情与培养学习能力 由于模拟联合国活动源自西方 大部分会议的工作语言是英 文 阅读背景资料 会场上书写大量文件 听取发言 阐述观点这些都对学生的英语水平提 出了很高的要求 模拟联合国活动是一种体验式的活动 代表们融入了外交情境 需要自觉 自主的运用英语进行表达 这样的环境下 大大激发了学生学习英语的热情 虽然最终的大会只有短短几天时间 但是在会议之前表要做好充分的准备 代表必须密切关 注 自己的国家 研究和学习一个国家的政治 经济 外交政策等方方面面 只有这样才能 充分扮演好外交官的角色 准备的过程实际上是一个多种学科知识的整合过程 代表们需要 将政治 经济 历史和地理知识与大会要讨论的问题紧密结合 思考各个要素之间的联系 这样就打破了学科间的壁垒 形成了丰满完整的知识体系 锻炼领袖气质与合作精神 锻炼领袖气质与合作精神 模拟联合国活动是一种互动性极强的学习经历 青年人不仅能够 学习和讨论国际事务 还能够通过实践来锻炼自己组织 策划 管理的能力 研究和写作的 能力 演讲和辩论的能力 解决冲突 求同存异的能力 与他人沟通交往等多方面能力 这 the Online Encyclopedia Model United Nations also Model UN or MUN is an academic simulation of the United Nations that aims to educate participants about civics effective communication globalization and multilateral diplomacy In standard Model UN students take on roles as diplomats and participate in a simulated session of an intergovernmental organization IGO More recently simulation of other deliberative bodies has fallen under the umbrella of Model UN even if they are completely unrelated to the United Nations or even international affairs Participants research a country take on roles as diplomats investigate international issues debate deliberate consult and then develop solutions to world problems During a conference participants must employ a variety of communication and critical thinking skills in order to represent the policies of their country These skills include public speaking group communication research policy analysis active listening negotiating conflict resolution note taking and technical writing In addition solely national organizations such as the United States National Security Council are often simulated with delegates role playing specific people e g the Secretary of State or the Secretary of Defense rather than representing countries This may be taken one step further having the delegate represent merely the interests of his her office or role play a specific holder of the office e g Hillary Clinton Such committees are typically crisis committees that is to say they do not begin with a fixed topic but rather are forced to deal with issues as they come up A team of conference organizers known as a crisis staff thinks up new situations and informing the committee of changing events on the ground to which the committee must respond in addition individual delegates are typically allowed to take certain actions on their own without committee approval subject to the interpretation and agreement of the crisis staff However the correspondence between single country and crisis committees are not perfect for instance the UN Security Council and some NATO bodies are typically run as crisis committees and some national cabinets are fixed topic committees More unusual committees abound at the collegiate level for instance a college conference may simulate the Greco Persian Wars via a committee of the Greek poleis have a committee simulating the National Football League s annual owners meeting as held at George Mason University MUN in 2009 or even have a committee simulating President David Palmer s cabinet from the TV show 24 simulated by the University of Pennsylvania Model UN Conference in 2007 Many conferences also run crisis simulations in which hypothetical real world factors are included in the simulation including representatives from various groups such as member states that are not members of the simulated committee These can take the place of rapidly changing Security Council simulations historical simulations hypothetical simulations set in the future and war games typically conducted by War Cabinets either standing alone or with two Cabinets running in parallel Some conferences substitute research topics for a crisis which can span all the committees of the conference Model UNs are often run using basic parliamentary procedure This allows all delegates to be active participants Common activities in MUN involve giving speeches to the committee and writing resolutions concerning a given topic Additionally at the end of longer conferences awards are commonly given to either individual delegates delegations or both The judging of this varies For example American conferences on the West Coast such as BMUN give delegates points for every action they perform which are added At the end judged in a more holistic manner but perhaps to the detriment of objectivity and transparency Giving awards is less common at smaller conferences In addition many larger conferences do not give awards at all feeling that competition detracts from the simulation experience History and Development Model and civic simulation education are older than the United Nations Records indicate that as early as the 1920s students in the United States of America were participating in collegiate simulations of the League of Nations the predecessor to the United Nations The modern day National Model United Nations in New York City and Harvard Model United Nations both began as simulations of the League of Nations in the 1920s Berkeley Model United Nations is the oldest running Model UN conference in the US founded in 1952 At some point in BMUN s history they switched to a high school conference only Harvard National Model United Nations is the world s oldest continuous College Model UN conference founded in 1955 The National Model United Nations is one of the world s largest conferences with over 5 000 participants and is most unique with a part of the conference held at the United Nations in New York City As the League of Nations was dismantled and the United Nations was born in 1945 simulations of the League of Nations were transformed into Model United Nations Some conferences still perform historical simulations however including League of Nations crisis situations These simulations now have grown to over 3000 and 2000 annual participants In the early days of Model United Nations participants were mostly students at select colleges in the United States of America Today Model United Nations has greatly matured and expanded It is now practiced all over the world in classes clubs and conferences Model United Nation participants are elementary secondary undergraduate graduate and doctoral students Recently even university alumni and professionals have taken part Participants come from public and private schools and universities and they live in city suburban and rural areas Currently over 90 000 students take part in Model United Nations Conferences in the USA The United Nations Association of the United States of America UNA USA has the most comprehensive calendar of Model United Nations conferences the 2003 2004 edition lists 400 conferences in 48 countries Some simulations are small including members of only a single class For example 20 students can do a one hour simulation of the 15 member United Nations Security Council in their classroom Other simulations can be very large involving many committees and taking place over the span of several days The majority of conferences have a population between 70 and 300 students with most students living around that one region The largest conferences can have thousands of participants from many different countries Each simulation and conference varies greatly in number of participants and their involvement The concept of Model United Nations has grown substantially all across the world with various third world and traditionally non English speaking nations joining in One example of Dominican Republic is the only country to have incorporated the concept of Model UN into its official high school curriculum This is in large part due to the efforts of the United Nations Association Multi National Corporations MNC banks and Non Governmental Organizations NGO working group mechanism is adopted for the G20 Summit and is readily adoptable for the General Assembly depending on delegates need resolutions and directives will not be the only media for voicing consensus Delegates are encouraged to apply communiqu s declarations common statements agreements etc Varied formats match different types of meetings and may enhance the effectiveness of democratic expression 2 Effectiveness Apart from general concerns and most current global issues we also address topics related to local concerns such as Corporate Social Responsibility for Cultural Heritage and those related to students themselves such as Education Today and Tomorrow By doing so we are trying to create an effective Model UN conference which stimulates students personal and academic growth arouses public awareness and demonstrates our social responsibility as high school students 3 Openness CDMUN welcomes any outstanding high school which strives to help students prepare well for their overall future development to involve in Model UN educational activities regardless of its previous Model UN experiences We open Model UN to ambitious excellent high school students help them achieve academic excellence and youth leadership and intend to spread Model UN especially among schools in Sichuan and the whole West China through consistent and long lasting efforts We also extend Model UN to entail more related fields forms and educational highlights besides the UN itself 4 Going Green CDMUNC I is highly aware of its environmental consequences Therefore the Secretariat obliges all staff and members of the conference to take several seemingly trivial green measures a Dress up in entire western business attire ONLY during opening closing ceremonies and plenary sessions b Dress appropriately not necessarily in entire western business attire during committee sessions and press conferences which means single colored shirts with no tie and single colored trousers for male delegates and single colored blouse and skirts for female delegates c Accordingly indoor temperature of committee rooms will be air conditioned to no lower than 26 degrees Celsius d We will distribute eco friendly stationeries for conference use e Introduce discuss short drafts of formal documents directly with the text projected on the screen f If
