4、on.Inasensewevecometoournationscapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresigningapromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromisethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedtheuna

5、lienableRightsofLife,LibertyandthepursuitofHappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynote,insofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheck,acheckwhichhascomebackmarkedinsufficientfunds.Butwerefusetobelievethat

6、thebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Andso,wevecometocashthischeck,acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjustice.WehavealsocometothishallowedspottoremindAmericaofthefierceurgencyofNow.Thisisnotime

8、sthetimetomakejusticearealityforallofGodschildren.Itwouldbefatalforthenationtooverlooktheurgencyofthemoment.ThisswelteringsummeroftheNegroslegitimatediscontentwillnotpassuntilthereisaninvigoratingautumnoffreedomandequality.Nineteensixty-threeisnotanend,butabeginning.AndthosewhohopethattheNegroneeded

9、toblowoffsteamandwillnowbecontentwillhavearudeawakeningifthenationreturnstobusinessasusual.AndtherewillbeneitherrestnortranquilityinAmericauntiltheNegroisgrantedhiscitizenshiprights.Thewhirlwindsofrevoltwillcontinuetoshakethefoundationsofournationuntilthebrightdayofjusticeemerges.Butthereissomething
