“Intoday’s21st-centuryworld,justabouteverythingaboutfamineisman-made.We’renolongerinaworldofmanagainstnature.”saidRobertPaarlberg,adjunctprofessorofpublicpolicyattheHarvardKennedySchool.

Ethiopia,whichwasalsoaffectedbytherecentdrought,faredmuchbetterthistimebecauseofreformsimplementedafterthe2001one.Likewise,Paarlbergsaid,northernandcentralSomalia,regionsthatfalloutsideoftheinfluenceoftheAl-Shabaabmilitia,alsofaredbetter.Therewereseveralman-madefeaturesofthisfamine,whichaffectedmorethan10millionpeopleandkilledbetween50,000and100,000,halfofthemchildrenunderage5.

Thelargestman-madefeaturewastheroleoftheAl-Shabaabmilitiathatrulestheregionandthatkeptfoodaidfromreachingthoseinneed.Buttheinternationalcommunityisn’tblameless.AsearlyasNovember2010,aninternationalfamineearlywarningsystemwaspredictingthefailureofrainsintheregion,buttheinternationalcommunitydidn’trespondfullyuntilanofficialfaminewasdeclaredinJuly2011.Ontopofthat,U.S.anti-terrorismlawscutofffoodaidbecauseAl-Shabaab,listedasaterroristgroup,wastakingsomeofit.
