abroad,ourbiggestmarketsintheeurozonearenotgrowing.

anyonewhothinksbritaincaneaseupshouldlookacrossthechannel-looktothecountrieswhothoughttheywereoutofcrisis,easedupandsonowriskreturningtocrisis.

andthenthereisthewiderworldbeyond.

theborderswithrussiaareaflame;

aterriblevirusissweepingthroughwestafrica;

andwe'reengagedinagenerationalstruggleagainstbarbaricislamistextremism.

ourarmedforcesareonceagainriskingtheirlivestoprotectourfreedom.letustogethersalutetheircourage.

anyandalloftheseeventshaveanimpact,notjustonournationalsecuritybutonoureconomicsecurity.

thesearebigquestions-butthey'renottheonlyonesweface.

wearealsolivingthroughaneconomicupheavalasbigastheindustrialrevolution-everysingledaynewtechnologies,andnewcompanies,andneweconomiesarefundamentallyshakinguptheestablishedwayofdoingthings.

it'sextraordinarilyexciting,andweasconservativesapplaudthepoweritplacesinthehandsofcitizens.

it'sneverbeeneasierforthousandstostarttheirownbusinessinbritain,andreachthewholeworld.

butasingleappcanappearovernightanddisruptanentireindustry.

itcanbeexciting-yes-butunsettlingtoo.

forthistechnologybringsintensecompetitionthatspellsrapiddeclineforanysector,oranycountry,thatfailstokeepup.

thesearebigquestionsthatrequirebiganswers.

anditisourjobtoprovidethem-andthenextconservativegovernmentwill.

thatiswhatthispartyhasalwaysdone-applyourvaluesandideastothechallengesoftheageandmarchthiscountrytowardsprogress,andthatiswhatwewilldoagain.

butihavetotellyou,inallseriousness,thatforgettingtotalkaboutthedeficitisnotjustsomehaplessmistakeofanaccidentpronepolitician.

itiscompletelyandtotallyadisqualificationforthehighofficeheseeks.

theeconomymaymeannothingtolabour-butitmeanseverythingtothepeopleofbritain.

itmeansoursecurity,andwhetherwepayourbillsandprovideforourfamilies-andhaverewardingjobsandenjoydecentretirements.

andyouknowwhat?

thereisafashionableclaimmadethesedays-aclaimthatthelinkbetweentheprosperityofthenationaleconomy,andtheprosperityofthepeoplewholiveinthateconomyhasbeenbroken.

iwanttotakethatheadonbecauseitisadangerousfallacy.

askthemillionsofpeoplewholosttheirjobs,whoseincomeswerecut,whoseaspirationsweredestroyedbythegreatrecession;

askthemwhethertheythinkthelinkbetweentheirlivesandthelifeoftheeconomyisbroken-andtheywilltellyoufrombitterexperiencethatitisnot.

askthepeoplewhohaveboughtahomebecausewehavecreatedtheconditionsforbuilderstobuild,andtheywillsay:yes,it'stheeconomythatbuildshouses.

andaskthemillionseachdaywhorelyonournhstoo.

lastweekyouheardpromisesthatwerebuiltonsand.

let'sbeclear.

youcannothaveaproperlyfundednationalhealthserviceunlessyouhaveaproperlyruneconomy.

hegaveusapowerfultestimonyofwhateconomicsecuritylookslikeinreallife,andwhathappenswhenyouloseit.

heknowsbecausesevenyearsagohewasworkinginabranchofnorthernrockinnewcastle.

hewatchedthequeuesofpeopledesperatetowithdrawtheirsavingsbeforethebankcollapsed.

hesawbritainonthebrinkandhesayswemustnevergoback.andsodowe.

economicsecurityisatthecoreofwhatweconservativesoffer.

thesecurityofknowingthatourbanksaresafe-sothenextconservativegovernmentwillring-fencehighstreetbranchesfromtheriskiercitytradingfloors.

thesecurityofmakingsureourhousingmarketdoesn'tbringdownourfinancialsystem.

soiamgivingthebankofenglandextrapowerstocurbpropertyboomsandstopmortgagesbeinggiventopeoplewhocannotaffordtorepaythem.

wealsoneedthesecurityofknowingthatbritaincanpayitsway.

thebudgetdeficitisapproachinghalfwhatitwaswhenwecametooffice,butitisstillfartoohigh.

sowewillseethroughourplantoeliminateit.

andthentoensureourcountryisneverinthispositionagain,wemustrunsurplusesinthegoodyears.

andwhenisaysurpluses,imeanthegovernmentraisingmorethanitspends.

labourclaimtheywillbalancethebooks.butindependentexpertstellyouthetruth:theirplanswouldmeantheywouldborrow?28billionmoreeachyear.

runninganoverallsurplusistheonlysurewayofgettingourdangerouslyhighnationaldebtdown.

letthemessagegooutfromthisconference:

afterwhattheyputthiscountrythrough.

wewillfixtheroofwhenthesunisshining.

andthatpresentsmewithachoice-indeed,itpresentsallpoliticianswithachoice.

wecaneitherpretendtothebritishpeoplebeforetheelectionthatthiscanbedonewithhardlyanycuts.that'swhatwesawlastweek.

orwecanlevelwithpeoplenow,andtellthemthekindofdifficultdecisionsthatarestillrequiredtofixtheeconomy.

i'vedonethisjobforalmostfiveyears.

andicantellyou,it'sonlybecausewe'velevelledwithpeoplethatwe'vebeenabletobringthemwithusonthejourneyourcountryhashadtotake.

thelatesttreasuryestimateisthateliminatingthedeficitrequiresafurther?25billionofpermanentpublicexpendituresavingsornewtaxes.

anditellyouinallcandour,thattheoptionoftaxingyourwayoutofadeficitnolongerexists,ifiteverdid.

inamodernglobaleconomywherepeoplecanmovetheirinvestmentfromonecountrytoanotheratthetouchofabutton-andcompaniescanrelocatejobsovernight-theeconomicsofhightaxationaretheeconomicsofthepast.

andwechoosethefuture.

theproblemforamoderncountrylikebritainisnotthatittaxestoolittle-itisthatitspendstoomuch.

theproposalslabourpresenttothecountryforhighertaxesonincome,taxesonbusiness,taxesonsavings,oninvestments,onfinance,onpensions,homesandonjobs,wouldbeaneconomicdisasterforeverypersonintheunitedkingdom.

andbytheway,whenscotlandisrightlygivengreatercontroloveritstaxes,isuspectthepeopleofscotlandwillchoosetoputthemdownnotup.

letmebeclear:wewillhonourinfullourcommitmentstoscotland.

andwearealsoabsolutelyclearthat,asscotsgetmorecontrolovertheirtaxes,itisrightthatnorthernireland,walesandenglandshouldgetmorecontrolovertheirtaxesandtheirlawstoo.

nowi'mnotgoingtopretendthatfinding?25billionofspendingsavingswillbeeasy;butnorisitimpossible.

wehavealreadyfound?100billionofsavingsinthisparliament,sowehavethetrackrecordtoshowitcanbedoneifyouhavedisciplineandgrip.

ineveryelectionihavefought,conservativeshavearguedyoucanhavebetterpublicserviceswithoutborrowingandspendingmore.

thatit'saboutmakinggovernmentmoreefficientandeffective.

andlabourhavearguedyoucannot.

ibelievethattherecordofthisgovernmenthassettledthisargumentforgood.

labourwerewrong.

andwewereright.

theresamayhasreducedthehomeofficebudgetbyalmost20%,butcrimeisdown.

michaelgoveandnickymorganhavecuttheeducationdepartmentbureaucracyinhalf,butschoolstandardsareup.

andpleasejoinmeinthankingouroutstandingconservativetreasuryteamwhoarehelpingachievethis:

davidgauke,andrealeadsom,pritipatel,pauldeightonandmybrilliantppsrobhalfon.

so,toeliminatethedeficitandfinishthejob,wewillreducewhitehallspendingbyatleastthesamerateforthefirsttwoyearsofthenextparliamentaswehavedonethroughthisparliament.

andtherewillhavetobelesswelfarespendingtoo.

welfaremakesupathirdoftheentiregovernmentbudget.

wearegoingtoliveinacountrywheretheelderlyhavedignityinretirementandthevulnerableandpeoplewithdisabilitiesareprotected.

butwecan'taffordtoliveinonewherewespend?100billiononwelfarepaymentsforpeopleofworkingage.

whenwehavesuchdebts?

evenwiththereformingdecisionsthatiainduncansmithandihavetaken,benefitshaverisenmorethanearningssincelabour'sgreatrecession.

thatisnotsustainableforanynation.

andit'snotfaireither.

soicantellyouthistoday.

workingagebenefitsinbritainwillhavetobefrozenfortwoyears.

thisisthechoicebritainneedstotaketoprotectoureconomicstabilityandtosecureabetterfuture.

thefairestwaytoreducewelfarebillsistomakesurethatbenefitsarenotrisingfasterthanthewagesofthetaxpayerswhoarepayingforthem.

forwewillprovideawelfaresystemthatisfairtothosewhoneedit,andfairtothosewhopayforittoo.

thisfreezeinworkingagebenefitssavesthecountryover?3bn.itisaseriouscontributiontoreducingthedeficit.

pensionerbenefitsanddisabilitybenefitswillbeexcluded.

andtothoseinworkisaythis:whereisthesenseintaxingyoumore,onlyforyoutobegivensomeofyourownmoneybackinwelfare.

thebestwaytosupportpeoples'incomesistomakesurethoseoutofworkgetajobandthoseinworkpaylesstax.

thatiswhyiamthechancellorinbudgetafterbudgetwhoisincreasingthetax-freepersonalallowanceto?10,500,meaningworkingpeopleonlowandmiddleincomeskeepupto?800moreoftheirhardearnedmoney.

it'swhywehavecuttaxesforsavers,forhomeowners,forsmallbusinesses,theself-employed,cuttaxesforeveryonewhopaystheircounciltaxorfillsuptheircar.

andthatiswhywehavecutjobstaxesandincreasedworkincentives,andasaresulttherearealmosttwomillionmoreinwork.thatisthechoicewehavemade.

thegoodnewsisyouthunemploymenthasfallensharply.

thesadnewsistherearestilltoomanyyoungpeoplewhohavefallenintoacultureofwelfaredependencyandalifeonthedole.
