spentanaverageofjust4.6percentoftheirendowmentslastyearwhileraisingtuition

pushingCongresstorequirewealthycollegestospendatleast5percentoftheir

endowmentseveryyear."Tax-exemptorganizationsarcsupposedtoprovidepublic

ChrisBittman,chiefinvestmentofficeroftheUniversityofColoradoFoundation,racked

upalmost23percentinreturnslastfiscalyear,bringingtheschool'sendowmenttonearly
