Anincreaseduptakeofrenewableenergysources(RES)willcontributetoenergysecurity,energyaffordability,Europe’scompetitiveness,andtheachievementofthe2040EUclimatetarget[

].WhilsttheshareofrenewablesintheEUenergymixhasdoubledin13yearsreaching25.2%renewablessharein2024,deploymentratesneedtoacceleratesubstantially.Electricityisleadingthewaywitha47.5%renewablesshare.Heatingandcooling(26.7%)andtransport(11.2%)arelaggingbehind.

theCommissionWorkProgramme2026

,theEuropeanCommissionplanstokeepEuropeontracktomeetitsclimategoalsandputforwardanenablingframeworkforthedecadeahead,securingEurope'scompetitivenessandsustainability,includingsettinguptherenewableenergyframeworkandthephase-outoffossilfuelsubsidies.TheoverarchingobjectivesoftheupdatedrenewableenergyframeworkforthedecadeaheadwillbetostrengthentheEU’scompetitivenessandresiliencebysecuringreliableandaffordablehomegrownenergyforEuropeancitizens,businessesandindustry,andtoensurethatrenewablescontributetotheachievementofthe2040EUclimatetargetinacost-effectiveandenvironmentallysustainableway.Inthiscontext,thestrategicobjectiveswouldbetoaccelerateinvestmentsintohomegrownrenewablesinacost-effectivemanner;tostrengthentheenablingframeworktohelpintegraterenewablepowerintotheelectricitysector;toimproveenergysystemintegrationandfacilitateelectrificationacrossdemandsectors;toincentivisetheuptakeofrenewablefuelsandtechnologiesthatarenotyetcost-competitive,whilepreservingcompetitivenessoftheeconomy,andtostimulateinnovation;toimprovethebioenergyframework;toensurepredictabilityandcertaintyoftheenergytransitionpathway;andtostreamlinetheoverallframeworkandregulatoryandadministrativeprocedures.

Thepost-2030renewablesframeworkwillbedevelopedincoherencewiththerevisionof

theGovernance

Regulation

(forwhich

acallforevidenceandpublicconsultati

onwasopenuntil19March2026),the2040ClimateLaw,theenergyefficiencyframework,theupdatedEUEmissionsTradingSystem,aswellasotherlegislationandinitiativeswithimpactsonrenewables.ItwillsucceedtheexistingRenewableEnergyDirective(RED),aswellasbuildontheCleanIndustrialDeal,theAffordableEnergyActionPlan,theEuropeanGridsPackage,theStrategicRoadmaponDigitalisationandAIintheEnergySector,theElectrificationActionPlanandtheHeatingandCoolingStrategy.

sustainthistrajectory,equalfocusmustbeplacedondemand,grids,flexibilityandstorage,supportedby

stronginvestmentsignalsandenablingframeworks.Electrification–stagnantat~23%foroveradecade–mustaccelerateacrosstransport,heating&cooling,andindustry,beginningwithlow-tempapplicationsand

expandingtoharder-to-abatesectors.Thisrequireseffectivepricesignalsandtargetedsupport.Grid

investmentisequallycritical:around70%ofRESanddistributedenergyresourcesconnectatdistributionlevel,whichwillrequire€55–67billionannuallyuntil2050.Finally,storage,demand-sideresponse,andincreasinglycleandispatchablecapacityareessentialtointegraterenewablesandmaintainaviablebusinesscase.Flex

marketsmustbeaccessibleandproperlyremunerated.Sector-specificchallenges,includingindistrictheating,mustbeconsidered.

Q2:InthecontextoftherevisionoftheGovernanceRegulation,theCommissionhas

askedforevidence

intheperiodbetween18December2025and19March2026onthepreferredtargetarchitecturefortheenergypost-2030framework.
