13、理计划Section 1 HSE Policy and Commitment第一节 HSE 方针、目标、承诺The Project Health Safety and Environment (HSE) Plan is intended to establish andmaintain a productive, injury-free work place. We will work safely in a manner that promotes thehealth and well being of the individual and the environment. It is no

14、t a comprehensive list ofconstruction and general industry safety procedures and regulations. Instead, it details MERCKprojects safety procedures, programs, and requirements that apply to contracted work. Inaddition to following MERCK and TEBODIN safety manual, national and local safety regulation,t

15、he project safety management shall also follow this plan.本项目卫生安全环境（HSE）计划旨在建立并维持高效率、无伤害的工作场所，鼓励安全工作，注重个人卫生及环境保护。本文件不是施工行业及通用产业安全规程及规定之综合性目录，而是详细规定了针对 MERCK 项目有关工程的安全规程、计划及要求。除严格遵守默克和德泊亭的安全手册、国家、地方安全法规外，本项目安全管理也将遵守本计划.1. 21、高质量、安全地完成项目。4.3 Abide by related national and international laws, rules and regulations and industrialstandards, and carry out construction activities within the limit of HSE laws and rules andstick to HSE requirements with the same attitude in all the projects.完全遵守国内、外相关的法律、法规和行业标准的要求，所有施工生产活动都在安全环
