7、标应满足业主,合同以及现行政府标准。以下三点必须满足:工程验收通过率达100%。合同执行率达100%。业主满意度达100%。以上百分百达标率应受控在国家施工质量验收标准和中化七建企业质量管理体系之内。During the overall construction, the quality must meet the requirement of the Owner, contract and current government standard. The following 3 points must be achieved. Acceptance rate of work must be

The rate of contract execution must be 100% The rate of Owner satisfaction must be 100%The above 100 percentages shall be achieved and controlled as per the national construction quality acceptance standard and CC-7 corporation quality management system.2.2.2关键人员的质量责任项目经理:作为承包商的项目授权人,项目经理需要履行如
9、下质量责任:Project Manager: as the authorized representative of the Contractor for the project, the project manager should carry out the following quality responsibilities:处理相关外部事务,就质量问题协调OWNER/DAELIM、工程的其它承包商、分包商(如果有的话)和监理人员之间的关系。To settle all the related external affairs and coordinate the quality issu
10、es with the OWNER/DAELIM, other contractors, subcontractor (if any) and the QSC personnel.承担工程质量的全部责任,确保按照企业质量体系的要求适当执行所有的工作,并主持OWNER/和总公司进行的质量审计协调会。To undertake the full responsibilities for the project quality and to ensure the proper implementation of all work as per the Enterprise Quality System
11、 and host the quality audit coordination conference by OWNER/DAELIM and the Head Office.组织现场QA/QC组织机构,建立QA/QC体系,并从质量的角度,监督现场QA/QC组织机构中其它成员的工作。To organize the site QA/QC organization, establish the QA/QC system, and from the point of quality, supervise other members activities of the site QA/QC Organ

14、ze the construction work as per the project execution plans.组织各个专业检查和确认每个工作阶段的开工。To organize each discipline inspection and confirm the commencement of each work stage与OWNER/一起对施工图和程序进行会审和澄清。To organize the joint review and clarification of the construction drawings and procedure with the OWNER/DAEL
15、IM项目QA/QC经理:作为工程质量控制的直接负责人,项目QA/QC经理需履行以下职责:Project QA/QC Manager: As the person directly being responsible for the project quality, the project QA/QC Manager shall carry out the following quality responsibilities:从质量保证和控制的角度,对工程的各项工作进行监督和控制。From the point of QA/QC, to monitor and control the execut
16、ion of all project activities.编制项目中应遵守的试验检验程序。To prepare the project Inspection and Test Procedure to be followed in the project组织检查和测试计划中要求的检查工作。To organize the inspection work listed in the Inspection and Test Plan.组织质量评估以及准备工程竣工图。To organize the quality evaluation and prepare the as-built drawing
17、向项目经理报告现有的或潜在的质量问题。To report to the project manager for project existing or potential quality problems下发工程内部和外部质量活动信息,通知质量活动的实施和暴露的问题,进行质量活动分析。To issue the project internal and external quality activity information, notify the quality activity implement and exposed problem, perform quality activitie

19、lities:根据试验检验程序进行检验和试验。To conduct the inspection and test according to the Inspection and Test Procedure从质量控制角度确认质量状态,并负责确认试验和检验的结果。To make identification on the quality status from the QC point , and be responsible for the confirming the inspection and test results.对于确认工作的工作证书的监管和检查。To supervise an
20、d check the working certificates required for certain works.参与检查和分析质量不合格项,协助和监督关闭不合格报告。To participate in the inspection and analyze the quality nonconformance, assist and supervise the closure of nonconformance report.在自身责任范围内对工艺流程进行总体的和持续性的监督和控制。To perform the overall and continuous supervision and
21、 control to process flow within own responsibilities2.2.3质量保证措施Quality Assurance Measures2.2.3.1按合同要求提供供货商信息,经批准后,选定合格供货商供货。To provide the supplier information according to the contract requirement, and select qualified supplier after TMDIs approval.2.2.3.2认真做好施工前施工的准备工作,搞好技术交底,明确技术要求。To make good p
22、reparation work before construction, take good technical discloser and clear the technical requirement.2.2.3.3严把材料入库关,对材料管理实行全过程管理。To strictly hold the pass of material warehousing, and perform overall process management for the material management2.2.3.4做好各项施工记录,及时填好质量管理资料。To make good construction
23、 record, and timely fill in the quality management data2.2.3.5施工用计量仪器、量具、仪表经法定计量单位检验合格并在有效期内使用,有许用标识和鉴定证书。The metrical equipment, tool and instrument can be used after test to be qualified and in valid, with allowable mark and verification certificate.2.2.3.6坚持预防为主,检查与预防相结合,加强工序质量控制对重要环节必须全过程监控,使质量处
24、于受控状态。Insist to the prevention first; combine inspection with prevention; strengthen the process quality control; monitor the major steps of the whole process, and make the quality in a controlled state.2.3安全管理Safety Management2.3.1HSE管理目标HSE management target “零事故”“Zero Accidents”包括Include:伤害事故为零 N
25、o harm accident 损时事故为零 No lost time accident环境事故为零 No environmental accident火灾事故为零 No fire accident车辆事故为零等 No vehicle accident etc.2.3.2HSE方针 HSE policy以人为本,安全第一,预防为主,综合治理,环保优先,科学管理、环保创优,全面提高经济效益、社会效益、环境效益,坚持走良性循环和可持续发展的道路。People foremost, safety first, prevent first, comprehensive treatment, enviro
26、nmental protection priority, scientific management and environmental protection to create excellence, comprehensively improve economic returns, social and environmental benefits, and stick to virtuous circle and sustainable development.2.3.3HSE管理理念HSE management idea把“健康、安全、环境”视为企业生存、发展、求胜的重要法宝。教育和引
27、导全体职工充分树立HSE就是生产力、就是效益的观念;充分树立一切事故都是可以避免的观念;充分树立“以人为本,预防为主”的观念。从而将这种观念逐步转变为由责任管理向技术管理,最终发展到文化管理的新思路上来,并将这种观念作为内强素质,外树形象,内抓管理,外揽市场的重要部分。Take health, safety, environment as the important weapon for the companys survival, development and victory. Educate and lead all staffs to set the idea that HSE is
28、productivity and benefit, the idea that all accidents can be avoided, the idea that people foremost, prevention first. 29、ilding image, paying attention to management and occupying market.在施工过程中执行中国化学工程建设集团公司及项目部有关HSE的管理条令条规的同时,积极配合业主(甲方)对HSE管理的要求,上传下达,沟通信息,切实履行我们在招标工程中对业主(甲方)提出的HSE承诺,确保该工程的顺利竣工。To carry out relevant HSE regulations of CNCEC and project department, meanwhile, to cooperate with the HSE requirement of Ow
30、ner (Party A), communicate with Owner for information, carry out our HSE commitment to the Owner and ensure the successful completion of project.2.3.4安全管理人员的配备Safety Management Personnel按30名作业工人配备1名安全员。HSE personnel allocation: Every 30 workers will be allocated with 1 HSE supervisor2.3.5项目主要工作人员安全职
31、责Safety Responsibilities of Project Major Personnel2.3.5.1项目经理Project Manager:项目经理是安全管理第一负责人,全面负责施工安全。To be the first person-in-charge of safety management, and take overall responsibilities for the safety construction批准安全管理制度。To approve the safety policies主持安全计划,布置、检查、总结和评比安全工作。To host the safety s
32、chedule, arrangement, inspection, summing up and assessment works.主持项目安全大检查和安全事故的调查、分析及处理工作。To host the safety inspection and the accident investigation, analysis and disposal批准安全费用计划,并审查使用情况。To approve the safety cost schedule and supervise its using status.2.3.5.2安全经理Safety Manager具体负责项目安全施工的管理工作。
33、To definitely be charge of the safety construction management参加施工组织设计、施工方案的审定工作,监督是否同时制定了安全技术措施并检查其内容;在施工过程中,监督检查安全技术措施的实施。To participate in examination and approval work of construction organization design and construction method statement, and to supervise whether technical safety measures are set

During construction progress, supervise and check the implement of technical safety measures.主持制定适合本项目的安全施工管理制度。To prepare and establish the safety management systems applicable to this project指导和监督安全员的工作。To instruct and supervise the work of Safety Supervisor
35、s组织项目安全大检查和事故的调查、分析和处理工作。To organize the safety inspection work, organize the accident investigation, analysis and disposal组织安全考核和评比工作。To organize the safety comparison and assessment work.组织现场的安全培训和教育。To organize and carry out the site safety training and education每周向项目经理汇报一次安全工作。特殊情况下,随时报告。Weekly
36、report to Project Manager for safety works, and in special case report at any time行使安全独立否决权,制止一切违章行为,必要时,勒令和停止作业,并报告现场经理。To exercise the independent veto power, stop all kinds of activities against the safety rules or requirements, even stop the work if necessary and report it to the Site Manager.2.
37、3.5.3施工经理Construction Manager协助项目经理做好安全工作。Assist the Project Manger to implement a excellent and safe job work.监督安全管理制度执行情况。Supervise actions of the safety control policies在项目经理不在时,履行项目经理安全职责。Act as the Project Manager for safety works in the absence of his Project Manager.参加项目经理主持的安全会议。Join in the
38、meeting hold by Project Manager.2.3.5.4安全员Safety Supervisor:在安全经理直接领导下,具体实施项目安全管理工作。主要职责:Under the direct leadership of the Safety Manager, the Safety Supervisor shall execute the safety control works with the major responsibilities as follows:在施工过程中,检查安全技术措施的实施。During the construction period, check
39、 and supervise the execution of the proposed safety measurement.对特种作业人员的资格审查确认,留存特种作业操作证复印件,无特种作业人员操作证的人员,不得上岗。Confirm the qualification of special work category, subsistence the copies of the special work operation certificate stop the special work category workers on post if found them without the
40、 special work operation certificate issued.参加现场安全教育。Participate in the site safety training and education.参加项目安全大检查,配合施工队长组织施工队安全检查,做好安全检查的有关记录和签证。Join in the site safety inspection. Assist the team leader to organize the construction team safety inspection and keep well record深入现场检查,发现隐患及时通知责任部门直至签
41、发“隐患限期整改通知书”;制止违章行为,必要时停止其作业,并报安全经理。Carry out the daily safety patrol on the construction site, if any potential danger found, notify the responsible department or team immediately then issue “Specific Safety Potential Danger Rectification Notice”; stop the relevant works and report to the safety ma
42、nager if necessary参加安全事故的调查、分析、处理和登记。Participate the investigation, analysis, handling and registration work of accidents每天向安全经理汇报安全工作。Give daily safety work report to Safety Manager.安全材料填报工作和保存有关安全资料。Fill in and report the safety forms and keep related safety files2.3.5.5项目工程师Project Engineer:全面负责施
43、工安全,主要职责如下:Project Engineer shall take the overall safe construction activities with the following responsibilities:贯彻执行项目部制定的安全管理制度和安全技术规程,落实本队(班)安全设施和安全技术措施;组织本队(班)安全施工。To execute the safety control systems, rules and regulations established by the Project Department, and implement the safety faci
44、lities and safety measures of his team and organize the safety construction of his team有权拒绝违章指挥和制止本队(班)违章作业。Reject any unsafe instructions and stop any unsafe works.组织施工队(班)安全教育活动。Organize the safety education for his team参加项目安全大检查,组织施工队安全检查;施工班长参加施工队安全检查,组织班组作业前安全交底和安全检查。Join in the safety inspecti
45、on; organize the safety inspection of the construction team. Construction monitor join in the safety inspection of the construction team, organize the safety clarification and inspection before construction.发生安全事故时,立即组织抢救和上报,保护现场,参加事故调查、分析和处理,落实整改措施。If any accident occurred, urgently organize the re
46、scue work and give report to upper level, protect the accident field and thereafter join in the accident investigation, analysis and taking proper rectification measures2.4安全保证措施Safety Assurance Measures2.4.1 所有人员在他们到达现场后,未安排工作前都要进行安全教育。The Safety Manager shall organize the safety education to all n
47、ewcomers on their arrival and prior to work2.4.2对从事特殊作业的工人或班组进行专项的安全教育和培训。Special safety training and education shall be carried out to those engaged in the special work activities.2.4.3安全教育内容包括组织观看安全教育录像、介绍工程项目的特征、学习相关安全管理制度和操作规程、学习本安全管理计划。The contents of safety education shall include the watch of
48、 the safety education video; introduction of the project feature; study of the safety control procedure and other related safety control rules and regulations and study of this safety control plan.2.4.4每周一次安全会,HSE管理部向全体职工进行安全教育,总结上周安全工作,强调下周安全工作重点和注意事项。The safety meeting shall be held weekly chaired
49、 by the Safety Manager to summarize the safety work of the last week and to arrange the safety work of the next week.2.4.5每日召开班前安全会议,班组长向其成员进行十分钟的安全教育。指出存在的问题,强调当天的安全文明施工。 A toolbox safety meeting shall be held prior to daily work start, in this meeting the team leader and foreman shall give a ten m
50、inutes safety talk to their members to point out the existing problems and emphasize the safety & civilization construction of the day.2.4.6发生安全事故时,立即召开有关人员参加的特别安全会议,对事故进行分析,落实纠正和预防措施。 Whenever the safety accident happened, the Special Safety Meeting shall be held to analyze the accident and take pr
51、oper measures to correct it and the prevention measures.2.4.7委员会的成员负责每天在施工现场进行巡回安全检查。 The members of Project Safety section shall take daily safety patrol on the construction site2.4.8每月进行一次有全体安全委员会成员、项目施工经理及各部门负责人参加的安全检查,对发现的安全问题要记录下来,限期整改。 The weekly safety inspection shall be performed by the Pro
52、ject Manager and Construction Manager with all the members of the safety section. Any safety problems occurred shall be recorded, and be corrected in a specified period2.4.9安全员应负责每天定期地进行安全巡查。 Safety supervisor shall be responsible for the daily and regularly site safety patrol.2.5安全及文明施工措施The Measur
53、es of Safety and Housekeeping2.5.1工作前,劳保必须正确佩带整齐,特别是劳保手套; PPE, especially safety gloves shall be worn before construction.2.5.2施工区域内,四周挂使用安全警示牌。 Caution boards shall be hung around construction area.2.5.3坚持工作前安全会和安全交底制度。 Tool-box meeting and safety disclosure system shall be insisted.2.5.4施工机械应悬“定人、
54、定岗、定机”标志牌及本机操作规程。2.5.5消防器材放到明显处,有专人负责管理,定期检查、更换。2.5.6氧气瓶与乙炔瓶要分开存放,乙炔瓶要加装回火装置; Oxygen cylinder and acetylene cylinder should be stored separately; aback-fire arrangement should be added on acetylene cylinder. 2.5.7氧气瓶不能与易燃易爆物同库存放; Oxygen cylinder cannot be kept with inflammable and explosive things t
