···················································································26工程概况·····················································································································································································································································································26设计依据·····················································································································································································································································································26建筑方案·····················································································································································································································································································26建筑图纸·····················································································································································································································································································29住宅户型图1·············································································································································································································································································29住宅户型1相关图纸······························································································································································································································································30住宅户型图2·············································································································································································································································································33住宅户型2相关图纸······························································································································································································································································34结束语········································································································································································································································································································37参考文献···································································································································································································································································································38致谢············································································································································································································································································································39一;现状条件分析〔一〕根本状况1、自然概况北蒋镇位于盐城市区西南,盐都区中部,距市区约23公里,东、北临郭猛、龙冈镇,西临秦南镇,南与葛武、尚庄镇毗邻。北蒋镇地处水乡圩区,境内河沟纵横、沟渠交错,水塘众多。地势平坦低洼,海拔高度约在1.3-2.3米。地质条件一般,地耐力为8-14吨/平方米左右。1-1北蒋镇福泉村区位图北蒋镇属北亚热带季风性气候,四季清楚,温和湿润,年均气温15.8摄氏度。常年主导风向偏东风,年均风速为3.8米/秒。雨量充分,年均降水量900-1180毫米。日照充足,年均无霜期226天,年均日照时数2312.1小时。北蒋镇对外交通联系方便。盐金公路穿过镇域中部,东往盐城市区,西往金湖;徐宿淮盐高速公路穿过镇域北部;北蒋镇的东边界线为3级航道东涡河,北边界线为3级航道朱沥沟,向北与市区连通,向南往兴化方向。北蒋镇域内部交通联系条件在近年得到较大的改善,全镇村村已通道路,到达乡村公路灰色化、硬化的要求,初步构成网络,但路面不宽,网络性有待进一步增强。福泉村位于镇区西北部,西与秦南镇接壤,北与陇尖村,东与合兴村,南与卢村,洪沥村搭界。2、社会经济概况近年来北蒋镇经济持续稳定开展,2004年全镇实现国内生产总值14434万元,其中第一产业增加值5747万元,第二产业增加值3114万元,其中工业增加值2510万元,第三产业增加值5573万元,三产结构比例为40:22:38,全镇人均国内生产总值4385元,农民人均纯收入4386元。3、土地利用现状北蒋镇域面积50.3平方公里,其中:耕地面积38867亩,占总面积的51.5%;城镇建设用地面积0.74平方公里,占总面积的1.5%;村庄建设用地面积4.30平方公里,占总面积的8.5%;其他用地面积19.4平方公里,占总面积的38.5%。1-2村点现状区位图4、历史文化遗存和特色村庄概况北蒋镇域内未见有历史文化遗存和特色村庄。5、行政组织北蒋镇现辖2个居委会〔远景、厉民〕、11个行政村,共56个自然村。2004年末镇域人口33920人,其中农业人口26777人。〔二〕镇村布局现状镇区为全镇的综合中心,集中了全镇主要的行政、教育、文化、医疗卫生、金融、商业等设施和工业企业,为全镇的重点开展区。农村居民点大局部呈团块状聚集在自然村庄,少局部呈圩条状沿圩堤而建,布置较为集中,占地较少。现状行政村的经济以农业为主,经济根底一般。自然村居民点出行不便,居住的分布格局与镇村规划开展的要求还不相适应。全镇现有行政村11个,行政村密度约22个/100平方公里,平均每个行政村728户,2433人;全镇现有自然村56个,自然村密度约115个/100平方公里,平均每个自然村143户,478人。福泉村原5个自然村,全村现状人口2176人1-3村域现状布局图〔三〕配套设施现状1、公共设施公共设施主要包括教育设施、医疗设施、商业设施等。教育设施方面,北蒋镇目前有1所中学和9所小学〔含教学点〕,中学设在镇区,为北蒋实验学校。幼托随小学一起逐步撤并,一般随小学或村部设置。医疗设施方面,北蒋镇现有1所卫生院〔北蒋镇卫生院〕、13个卫生效劳站和7个卫生效劳点,2个居委会、11个行政村和局部已撤并的原行政村都拥有自己的卫生效劳站〔点〕。商业设施方面,北蒋镇现有的商业设施主要集中于北蒋镇区,并配有文化站、电影院等文化娱乐设施。2、根底设施北蒋镇现有水厂6座,分别是北蒋水厂、楚九水厂、童杨水厂、石阮水厂、砖瓦厂水厂和西顾水厂,水源均为地下水。北蒋水厂年最高日供水量为0.04万吨/日,年平均日供水量为0.02万吨/日;楚九水厂年最高日供水量为0.02万吨/日,年平均日供水量为0.01万吨/日;童杨水厂年最高日供水量为0.03万吨/日,年平均日供水量为0.015万吨/日;石阮水厂年最高日供水量为0.007万吨/日,年平均日供水量为0.005万吨/日;砖瓦厂水厂年最高日供水量为0.008万吨/日,年平均日供水量为0.005万吨/日;西顾水厂年最高日供水量为0.005万吨/日,年平均日供水量为0.003万吨/日。北蒋镇现有电信营业所和邮政支局各一处,均位于北蒋镇区,电信营业所的交换机总容量为0.728万门,实装率为76%;邮政支局的邮路长度为129公里,邮政业务总量为20万元。北蒋广电站的播送线路长度为83公里,电视主干光线长度为35公里。镇区的有线电视户数为659户,村庄的有线电视户数为546户,有线终端覆盖率为14%。北蒋镇属于水网圩区,沿东涡河、朱沥沟、红九河和团结河都设有防洪堤,全镇形成一个大的防洪圩区。在红九河西侧和团结河南侧的一小局部地区,归入临近的秦南、尚庄和葛武圩区。四条河的最高水位均为3.31米,正常水位均为1.0米,防洪堤的堤顶标高均为4.5米,设防水位也均为1.40米。〔四〕规划依据1、江苏省人民政府办公厅苏政发〔2005〕29号文件2、江苏省镇村布局规划技术要点[苏建村〔2005〕125号文件]3、江苏省村庄建设规划导那么4、盐城市市域城镇体系规划5、盐城市城市总体规划6、北蒋镇总体规划7、北蒋镇土地利用总体规划8、有关法律、法规、政策、技术标准与标准等〔五〕规划范围北蒋镇福泉村行政区域范围为本规划范围。二.镇村布局规划〔一〕规划原那么北蒋镇正将进入城市化快速开展时期,农村人口将不断向镇区、市区集中。同时,伴随农业耕作方式的转变,农业机械化作业的不断推广,规模经营成为大势所趋,耕作半径大大增加。因此,村庄将面临着大规模的撤并和调整。按照江苏省建设厅的有关要求,结合本地的具体情况,本次规划确定村庄布局调整原那么如下:1、积极引导以从事第一产业为主的农户在村庄集中居住,鼓励以从事第二、三产业为主的农户进城镇居住,推进城市化进程,促进社会经济各项事业的开展。2、有利于实现农业现代化,适应农业产业化、农田经营集约化的需要。3、合理使用土地,协调各村规划布局,因地制宜,在经济条件允许的前提下,逐步实施撤村并点,提高建设用地使用效益,节约土地,保护耕地。4、充分考虑现状布局特点,尊重地方习俗和村民生活习惯,有利于农村居民点的逐步搬迁、调整、集聚。5、统筹考虑公共设施、根底设施的布局配置,规划保存村庄应加强配套完善,规划撤并村庄以维持根本设施条件进行过渡。〔二〕性质和开展定位1.性质以盐城市为市场需求导向,以北蒋镇机械加工业为平台,依据自身的资源和区位优势,集高效农业、畜牧养殖、农产品和机械加工于一体的,依托城镇带动的近郊型新农村,是盐城市淡季蔬菜和肉食品的供给基地。2.开展规模村域开展的规模控制主要通过人口和建设用地两项指标来进行。〔1〕人口:近期到2021年人口控制在1800人〔即2006年的水平,根本不再上涨〕;远期到2021年人口控制在1000人左右。我国的人口压力与日俱增,而方案生育政策也是我国一项长期的根本国策,考虑到农村的实际情况,当前最紧迫的是控制人口的无节制增长。福泉村的情况是从2001年的1735人开展到2006年的1800人,根本处在人口增长滞胀期,估计未来3-5年内仍会持续在此水平。而远期,综合考虑村民外出务工以及盐城市城市化过程中对郊区人口的吸引,该村应该有一定的人口迁出,从而导致人口的下降,初步估计在1000人左右。〔2〕用地:2006年现状建设用地83.6公顷,规划远期2021年建设用地77.53公顷。通过对居民点的集中布置和引导,缩减居住用地,从而减少村域建设用地,到达节约用地的目的。3.开展目标本次规划的总体目标是:促进福泉村的生产开展、生活宽裕、乡风文明、村容整洁、管理民主,缩小城乡差异,逐步实现城乡一体化的目标。〔1〕经济开展目标:近期目标是建立优质主导产业和现代化农业,建立长效农民增收机制;远期目标是农村经济快速增长,产业结构进一步优化,提高效劳业的比重,形成具有鲜明特点的区域经济结构和农产品优势产业群。〔2〕社会开展目标:民主法制不断完善,社会事业不断提高。〔3〕文化开展目标:加强农民培训,提高农民素质,丰富农民文化生活。〔4〕环境开展目标:加强环境保护,培育村域生态环境。〔5〕村落建设目标:近期目标主要是建设根底设施,完善公共效劳设施,改善农民居住条件和卫生状况;远期目标是进一步提高农村村落建设,完善和升级配套设施,控制乡村景观风貌。最终形成一个即有的完善根底设施和物质文明,又有清新的空气和自然风光的社会主义新农村。〔三〕经济开展规划1.产业开展现状〔1〕主导产业主要集中在高效农业〔主要以蔬菜种植为主〕、传统产业〔汽摩配件、机械加工〕、畜牧养殖业〔家禽养殖〕三个方面。产业纯收入1100万元,其中农业、种植业600万元,传统产业、畜牧养殖、效劳业等其他产业为500万;总产值1.2亿元;〔2〕该村地处盐城市万亩淡季蔬菜基地、,目前全村肉猪已达570头,蔬菜种植面积已开展到2500亩。〔3〕该村农副产品以蔬菜种植、家禽、肉猪养殖为主;旅游以农家乐为主,企业以摩配、机械、农副产品深加工为主。2.产业开展定位〔1〕产业开展走势长期以来福泉村依靠高效农业、机械加工、畜牧养殖业等产业稳步增长。然而,2004年以来,北蒋镇的农产品加工企业逐步向福泉村集聚,福泉村的农产品加工业开展获得飞跃性的增长。最新的?北蒋镇总体规划?〔编制中〕中也依据现状将其规划整合为一个完整的就业园区,随着相关效劳设施的配套和生产环境的优化,该村的农产品加工企业也必然发生持续强劲的增长。因此,随着该就业园区的完善开展,在园区企业的带动下,估计未来福泉村的整体产业开展仍旧会“持续高速〞增长。〔2〕区域协调开展的现实要求在福泉村高速开展的背景下,不仅要把握其现实机遇,更要理性对待其开展背后的隐忧、危机和潜在的代价。福泉村所在的北蒋山是大盐城都市圈开展的生态屏障和绿色之肺,同时,北蒋山镇也提出“生态兴镇〞的开展目标。因此,从区域协调开展的角度出发,福泉村的开展还肩负着保育区域生态环境的重任。也就是说,福泉村的产业开展一定不能危害地区生态环境。无疑,这样的要求会限制福泉村短期内的经济增长速度,但是,从长远来看,这也为福泉村提前走优质产业的开展道路提供了一个时机和挑战。〔3〕产业开展优势福泉村产业开展的优势主要是:①区位优势,临近盐城市区,具有高水平的消费市场、产品运输本钱低、市场信息灵通。②同北蒋镇的社会经济关系密切,二者之间逐渐形成了良好的互利合作关系:福泉村是北蒋镇的后备开展基地,北蒋镇是福泉村产品输出的窗口。③产业根底比拟好,尤其是畜牧养殖业,长期以来已经形成了稳定的村企互动关系。④自然地理资源优势,北蒋山良好的自然植被和清新的空气都将成为吸引都市休闲观光的要素。〔4〕产业开展的定位①生态的、高效的有机农业和观光农业;②无污染性的工业;③满足本地社会经济开展需求的效劳业。3.产业结构调整从福泉村的现状产业结构来看,第一产业稳定增长,第二产业高速增长,第三产业,根本是空白,生产生活中的大局部效劳业根本是依靠北蒋镇来满足。这与福泉村的整体经济开展极不协调。因此,完善相关产业的效劳配套,提高福泉村整体效劳水平,尽快开展第三产业〔效劳业〕是本次规划的重点之一。从开展动力上考虑,以现有农业为根底,以开展生态农业、旅游农业为契机完善配套效劳设施,大力开展效劳业,提高本村的效劳水平和经济开展环境。从具体的调整内容上讲,第一产业主要是加大农业和养殖业的投入,扩大经营规模,深耕产业根底,提高产品的档次,增加产品附加值,走高端市场路线;第二产业调整主要是增加一类工业工程,减少二类工业工程,杜绝三类工业。第三产业主要是完成从无到有的质变,尽快开展壮大起来,更好的效劳于其他产业和充分满足本村人民的生活需求。4.产业空间布局对于福泉村而言,产业的空间布局主要是农业的集中布局,在规划中主要依托现有的工业布局现状,并充分配合?北蒋镇总体规划?〔编制中〕中对工业的安排,北蒋镇总体规划将镇上的农业集中安置在福泉村现状农业开展较为集中的地段〔位于福泉公路南部两侧的地段〕,并形成就业园区,完善相应的配套设施。显然,对于福泉村而言,出于规模效应、产业协作以及区域协调开展的考虑,农业往该园区集中是不二选择。在此根底上,综合考虑经济效益和效劳半径来合理布置第三产业。5.农业开展规划根本农田建设从农田产量来看,福泉村始终坚持根本上没有中低产农田,今后本村的农田改造主要是适应更高层次的农业生产。其农业水利设施建设也根本围绕现代化农业的升级而建设。农业开展思路和策略从农业开展的思路上,依据自己靠近大盐城消费市场的优点,摆脱一般性的农业开展模式,探索创新一系列适合自己的农业模式和开展思路。①差异化农业:“人无我有,人有我强〞;②特色农业:循环农业、生态农业、观光农业〔谨慎涉足一般性的农家乐〕;③高附加值农业:有机农业〔农药使用量低到达欧洲标准〕、高效农业,进入高端市场;④品牌农业:注册农业产品商标,将一般性农业产品提升为独具特色的地域品牌产品,建立地区合作双赢的模式:地区的名片和保护地区农业利益的王牌,可以提升产品的价值,以统一的力量、明确的意志快速进入周边市场。例如白市驿板鸭,合川桃片等。⑤规模化农业:结合当地实际情况,适当引导,让农民自愿选择,走农户自主合作的道路〔也是农业的集中开展策略〕,开展规模化农业,降低经营本钱,壮大经营规模,增加抗风险能力和市场适应能力,将农民散乱的意志集中起来,使农民在农产品市场上具有一定的话语权。⑥农业现代化:农业机械化的可能,提高生产效率,结合农村信息化建设,加强农业生产当中的信息化含量,使农业生产充分跟上市场需求的变化。1-5:1-5:农业开展组织模式示意1-4村域产业布局规划图〔3〕农业开展空间区划①养殖业:福泉公路东西两侧开展养殖业。〔家禽、肉猪、鱼类养殖〕②生产性农业〔种植业〕:福泉公路以西重点开展淡季蔬菜种植,以及无公害农业。③观光性农业〔种植业〕:福泉公路以东,开展花卉种植,结合原有水系和丰富的植被资源,开展生态旅游业,逐渐完善观光性农业。(4)农业产业群〔链〕规划对农业产业进行的纵向延伸、横向扩展,逐步该村农业产业群的完善和配套程度,有利于增强地区产业实力,密切企业间协作关系,降低本钱,提高抗风险能力。针对福泉村,需要完善的产业链条是,在养殖领域,需要布局一定的农产品、动植物的深加工企业。在种植业领域需要一定的蔬菜的保鲜和运输公司以及外贸公司等。〔5〕农业开展政策①政策引导和支持。对农业生产开展提供低息贷款,甚至在特殊产品领域,如对有机农业等实行一定银行的资金补贴、经济援助乃至对高端农业产品实行出口退税政策。②建立“农业协会〞等民间组织。传播农业技术、信息,吸纳闲散资金,维护农民利益。③建立新型的农业开展组织模式。如下图,新农村的农业开展是一个全社会多方位参与的过程,政府提供政策导引,企业提供农业开展的启动平台,科研机构提供技术支持,最终,由农民主导农业的开展,并形成自己的拳头产品。④选择农民骨干,对于那些参与新农村农业开展有突出奉献的企业和个人进行适当的物质和精神奖励。6.主导产业〔特色产业〕开展规划〔1〕主导产业选择①机械工业尽管农产品加工业是一个非常传统的工业,但是它近两年内的飞速开展给福泉村整体经济开展带来的影响还是非常深远的,因此,它是不折不扣的主导产业,同时要适时引导开展新兴工业,增加一类工业的数量。②现代农业尽管福泉村的工业有长足开展,但是相关企业只是定期交纳一定的租金,工业企业只是市场资本对本地投资开发的一个平台,本地村民并没有参与经营活动,至于企业的经营、利润和产权等均与当地村民没有关系。所以,该村没有真正的村办企业,充其量也只能说“村域范围内的工业〞而不是“村办工业〞,其对当地农民的影响也只是间接的、带动性的,显然,这并不是新农村建设的本意。新农村建设的最终目的是“让农民得到实实在在的利益〞〔温家宝〕“建设社会主义新农村的着眼点是开展现代农业,提高农业的综合生产能力。〞〔温家宝〕开展现代农业是福泉村规划主导产业的当然选择,所谓现代农业,就是彻底改变传统的农业生产方式和价值观念,从不同角度考虑现代人的生活观念和现实需求,顺应时代潮流,建立高效能、高附加值的农业生产体系。对于福泉村来说,今后需要提前完成转身,逐步向现代农业过渡和转变,以免面临今后产品雷同者以后发优势进行剧烈竞争,同时,也使自己及时进入高端市场。因此,福泉村的主导产业定位就是:有机蔬菜生产。即,利用有机生产技术,使得成品蔬菜的农药残留量到达国际、甚至欧洲标准。那么福泉村的农业生产基地也许就发生了本质的变化:“淡季蔬菜基地——有机蔬菜基地〞当然,这是一个投入高回报的产业,需要投入价格高昂的化肥和相当的生产技术。而且,对于本地来说也相对是一个比拟新颖产业,需要做相当的评估和研究,再考虑具体的进入方式,其中包括:原料、生产过程、市场定位;消费人群、销售规模、预计产值、前期投入;与此同时,对资金、技术、劳动力来源等也需要做出详细安排。〔2〕积极的政府支持政策和相关措施可以说开展现代农业是地区长远的、系统的工程,单靠一个村的力量是有一定困难的,它需要多方面的努力、全方位的投入以及整体的协调配合:①资金支持〔低息贷款〕;②技术支持;③市场支持;④税收优惠鼓励等。7.产业群〔产业链〕规划根据区域产业链和自身特点,规划其产业体系,争取完整、配套促进不同产业的上、下游互动,增强彼此的关联效应和乘数效应,积极参与区域产业联盟的构建。在现有产业的根底上做适当调整,提出新的目标,建立并完善产业群。①现代农业〔主要以蔬菜种植为主的有机农业、以苗圃、鲜花生产为主的观光农业〕②传统工业〔汽摩配件、机械加工〕、③畜牧养殖业〔家禽、肉猪养殖〕④效劳业〔满足本村的生产、生活〕8.产业开展思路筹划福泉村要实现产业方面的突破,首先必须明确和解决开展思路的问题,探索一条适合自己的农村产业开展模式。〔1〕产业开展模式1-6:福泉村人口劳动构成芬兰的“农工商经济联合体〞:芬兰农村产业主要是乡村旅游、木材加工、能源生产、产品直销和农业机械出租以及其他多种经营活动。农户主要参与生产,企业主要从事营销,农户和企业相互结合组成利益联盟,1-6:福泉村人口劳动构成成都的“村企互动〞:就是以农业产业化经营为载体,充分发挥龙头企业的综合带动效应,在龙头企业与其所在村或基地所在村之间,建立有组织、经常性、紧密型的联系,形成利益共同体,优化信息、技术、管理、资金、劳动力、土地等生产要素的配置,并以经济的联系和互动为发端,继而促进科学文化知识、市场竞争意识、民主管理理念等的相互交融,到达“以企带村、以村促企、村企共赢〞的目的。二者的共同的就是,将成熟的企业拉进来参与农业的市场营销,其好处是很明显的,一方面可以躲避农民的市场经营风险,另一方面也可以弥补农业开展资金缺乏和农民经营管理素质有限的弊端。因此,福泉村也可以尝试这样的做法:联系有一定实力的企业,同该村农户签订长期的生产合作协议,将市场风险转嫁出去,同时,使农业生产同市场需求保持良好的衔接,也使农产品市场充分发挥龙头的作用。〔2〕产业开展的市场依托其现代农业产品定位于盐城市主城区高端消费市场;9.农民增收筹划农民收入现状分析目前,福泉村的人均收入3220元。其主要的收入来源是靠蔬菜和饲养家禽,也可以说赚取的是辛苦费,其产品的附加值比拟低,短期内如果没有相关政策和环境的变化,这种局面短期内仍将难以改变。农民增收的突破口福泉村的农产品加工业开展势头比拟好,但是,其与当地村民的生产生活的影响是仍是低层次的〔主要靠收取出让地租金〕。这与当地的社会整体开展极不协调,长期下去,可能形成新的城中村,或者原住民逐渐被边缘化。从和谐社会的要求和新农村建设的本意出发,增加照顾群体和增加农民收入,是农民开展的重要任务。一个地区工业起步阶段,由于其起点门槛比拟低,也是技能普遍不高的农民可以发挥能力的地方,因此,如何充分利用当地工业快速起步的开展机遇来促进农民收入的提高,是本次规划的一个重点,也是一个突破口!〔顺便说一句,要建立长效的农民增收机制,还是要培养有知识、高素质的新型农民和学习型农民!这在后面章节里面有详细阐述〕另外,农村毕竟是农业的天地,福泉村劳动构成当中〔如右图所示〕的务农人员占到了43%,因此,农业的开展会直接促进农民收入的增加。农民增收措施①鼓励本村企业吸纳本村的村民,考虑给予相应的企业以适当的税收减免和征用地租金削减政策。②针对具体的企业岗位需求方案,地方政府牵头,组织相关机构〔如高校、职业培训机构等〕对村民进行适用技能培训,到达要求的,给予优先录用。③由地方政府相关部门联系外地劳务市场,以地方政府的名义集体组织该村村民外出务工。④鼓励兼职和自主创业,对于有能力进行兼职和自主创业的,考虑给予一定的工程启动资金进行资助,并对近期盈利税收进行适当减免。⑤扩大地方农业生产,增加本村农产品的附加值,和产品的利润,提高农民收入。建立长效的农民增收机制我国的农民生活在社会的底层,要彻底改变农民贫穷的本色,就必须建立一整套完善的长效的机制来确保农民收入的持续增长,并使其跟上整个社会的经济增长。①提升产业层次,增加当地企业和农民的联系,以及村民参与地方经济开展的力度,。②提高农民素质,增强自身的经济活动能力。③增加农业的投入,扩大农业生产规模,增加农业的科技含量,提高农产品的价值增加值时机!④社会辅助模式。政策支持、培训方案、企业扶助、社会发动、自身努力。10.劳动力转移筹划目前,在福泉村劳动力人口中仍有720人左右务农,约占43%,适当转移劳动力,可以增加农民收入,提高地区城市化水平,减轻地区就业压力,这也是新农村规划中可以让农民得到具体实惠的重要内容。其具体措施拟定如下:〔1〕联系相关用工企业,同村民签订用工协议;对于执行协议较好的企业可以考虑适当的税收优惠。〔2〕对农民进行相关技术培训尤其是实用技术〔比方:钳工、技工、搬运工等〕,使农民可以到就业市场进行应聘。〔3〕鼓励和帮助村民自主创业。具体到福泉村,尤其是观光农业,可以筹措家庭旅馆,甚至将观光农业延伸到乡村生活体验旅游工程。〔4〕配套政策:户籍流动限制的改善、外出务工手续简化、鼓励性措施、农民工子女上学等根本权利维护。〔四〕镇村人口与用地规模依据上轮已批准的北蒋镇总体规划,至规划期末时整个北蒋镇域总人口为2.9万人。北蒋镇现有城镇人口7143人,考虑到城市化快速开展时期将有大量的人口从农村进入镇区甚至市区,框算出规划期末北蒋镇的城镇人口将到达1.35万人左右,人均建设用地面积为100平方米;农村人口将减少至1.55万人左右,人均建设用地面积为90平方米。具体到各村的数据详见附表。〔五〕镇村空间布局1、城镇北蒋镇区是全镇的中心,用地在盐金公路北侧呈集中紧凑开展的格局。集镇东部为工业区,西部为生活区。镇区规划建设用地135公顷,人均建设用地面积为100平方米。2、村庄规划村庄是以从事第一产业为主的农户的集居点,乡村的工业用地将逐步调整进入镇区的工业集中区,在城镇规划建设用地范围内的村庄纳入城镇总体规划统一考虑。北蒋镇域规划保存46个村庄,比拟均衡地分布在整个镇域范围内,村庄分布密度为92个/100平方公里。村庄建设用地面积约139.5公顷,人均村庄建设用地面积约90平方米。各保存村庄的具体数据详见附表。规划保存村庄以建设联排式住宅为主,鼓励建设多层住宅,控制建设独立式住宅,倡导节约型居住建筑。3、复垦土地规划实施后,村庄可节约用地310.42公顷,全镇域可节约用地249.89公顷。〔六〕镇域开敞空间布局1、农业生产空间北蒋镇规划农业生产用地面积4.16万亩,其中鱼塘面积0.14万亩,分布在农业生产用地之中。规划重点开展粮棉种植业、渔业。2、弱质生态空间北蒋镇规划保护弱质生态空间约9.8平方公里,主要是水域空间和少量林地,对维护区域生态平衡有重要作用。在经济开展的过程中要严格保护,合理利用,确保数量和质量指标不减。三.配套设施规划〔一〕公共设施布局规划教育设施:中学和小学按照盐都区的教育设施规划统筹布局,规划共设置1所初级中学〔北蒋〕、3所小学〔北蒋、西顾、楚九〕。幼托随小学一起设置。医疗设施:北蒋镇区配置一所卫生院,在规划46个村庄内分别配置卫生所〔站、点〕。商业设施:主要的商业效劳设施集中布置于北蒋镇区,在46个村庄内各配置一些小型的商业效劳网点。〔二〕根底设施布局1、交通工程盐金公路横贯镇域中部,是主要对外交通干道,东接盐宁公路、西至金湖,规划为二级公路,控制预留一级公路用地;穿越镇域西部的盐兴公路是二级公路,北接盐城市区,南接兴化;其余镇村级道路不低于三级公路,规划成网成环,方便交通联系,有利生产生活。2、给水工程规划北蒋镇实施区域供水,水源引自盐城市区给水管网。近期仍以目前的5个地下水厂供水进行过渡,远期作为辅助水源。村庄人均综合用水指标取200L/d·cap,镇区人均综合用水指标取400L/d·cap,其它用水量以总用水量的15%计。根据人口以及用水指标计算:镇域自来水总用水量为10000m3,其中镇区为5400m3,社区及村庄总用水量为3100m3,其他用水量为1500m3。给水次干管从镇区主干管引出,沿路敷设通向各个村庄。3、排水工程污水量按用水量的80%计:全镇污水量为8000m3,其中镇区污水量为5100m3,村庄污水总量为2900m3。镇区采用雨污分流制,镇区污水经污水管收集后送至盐城市区污水处理厂集中处理,雨水直接排放;村庄近期可采用雨污合流制,根据自身的实际情况,有条件的可设置一体化处理设施、污水资源化处理设施、高效生态绿地污水处理系统进行污水处理,否那么应采用化粪池、生活污水净化沼气池等方法进行处理,远期可考虑改造成雨污分流制。4、电力工程镇区规划1座110KV北蒋变电站,规划在现状的35KV北蒋变电站根底上改造建设,形成全镇域的主供电源。全镇根据实际情况建设10KV开闭所,电源由110KV北蒋变引入,10KV电力线沿路架空敷设,送至各村庄,有条件的地方可采用埋地敷设,电力线路原那么与电信线路分别布置在道路两侧。5、电信工程规划镇区设置一座电信支局和邮政支局,各村庄设置邮政效劳网点。电信主干管由盐城市区电信管网引入,电信线路沿路送向各村庄。6、有线电视、播送工程镇区设置一座广电中心,主光缆由盐城市区引入,规划有线电视、播送管线和电信管线共管敷设,沿道路送至各村庄。7、燃气工程镇区东侧设置一座中压调压站,气源由中压输气管线从盐城市区燃气管网引入,经调压后,低压送至用户使用。镇区采用管道供气,村庄主要使用罐装液化石油气为主,有条件的地方可以考虑管道供气。 鼓励用户利用太阳能、沼气等清洁能源。8、环卫工程按照“村收集、镇转运、市集中处理〞的要求,北蒋镇区设置垃圾中转站,各村庄设置垃圾收集点,垃圾集中收集后运至城市垃圾填埋厂或垃圾处理厂集中处理。四.村域居民点整合规划1-7村域居民点近期整合规划图〔一〕村域居民点近期整合规划本设计根据盐城市城市总体规划、分区规划、人和镇总体规划,村委会意见及实际情况,福泉村村域规划形成“两片二区〞的空间布局结构。“两片〞是指村域由民建路所分隔的南北两局部。“二区〞是指三个功能区,即福泉公路东西两侧及与之相对应的农业生产区〔包括根本农田保护区〕;福泉公路东部商业区和村民生活区。近期采取先将小型村落向中心村搬迁的方式,将局部村民安置于中心村,并且各村落三类建筑拆迁完毕。〔二〕村域居民点远期整合规划以高起点﹑高标准﹑现代化的原那么进行规划设计,表达以人为本的思想,重点改善中心村的根底设施水平和环境状况。协调好新旧关系,尽量防止和减少拆迁。结合当地自然、历史条件与文化传统,创造一个协调优美的环境空间。远期各村落向中心规划村搬迁完毕,根本形成“两片二区〞的空间布局结构。1-8村域居民点远期整合规划图一.用地布局(一)村点现状根据该村的现状和村民经济条件,对福泉村住宅及外部空间采取既保存又更新的规划模式。〔1〕保存:对砖混结构,质量较好,与村庄环境和整体规划冲突不大的,采取保存措施,维持现状。〔2〕逐步整治:对建筑质量尚好,但建筑风貌和外观与村庄环境有冲突或平面布局局部不适应,对其外立面及内部平面采取逐步整治和改造。〔3〕逐步撤除:建筑简陋、质量较差及因为规划需要改变,或与村庄风貌极不协调、建筑质量差的建筑,采取撤除的措施。对房屋需撤除的农户,可列入扶贫、代赈搬迁或民政危房维修补助等工程,适当给予经济补偿和政策倾斜。〔4〕鼓励新建:自2007年开始,村民新建住宅以欧式风格为主,原那么控制在三层或三层以上。〔5〕移民搬迁:积极争取扶贫、代赈移民工程的大力支持,实施移民搬迁20户,以改善搬迁户的生产、生活条件。〔6〕统一建筑风格:福泉村新建房屋应按照欧式风格特色修建,到达统一建筑风格,形成地方特色的效果和目的。2-1村点现状图〔二〕总平面图2-2居民点规划图(三〕功能分区通过对现状用地布局的调整,提高土地利用率,到达科学合理的使用土地,使村庄用地布局规划有利于改善村民的生活居住条件,有利于经济的健康持续开展。在城建规划区内的村民小组分别设立工业、商贸、村民住宅、休闲、旅游及民俗文化区,并建设村民健身广场;其余各村民小组设为农业产业开展区。二.道路交通系统规划村内道路系统规划主要参照?村镇规划标准?〔GB50188—93〕,适当增加路网密度,加强村组间联系和对外交通。适当增加道路网密度。延伸村庄道路,完善村域交通,组织对外交通。以进村道路主要道路,承当对外交通。辅以其他次干道相互连接,形成村内主要路网。2-3道路分析图三.景观绿地系统规划(一)总体设计思想规划充分利用村内空闲地、坡地,形成点、线、面相结合的村庄绿化系统,规划设置一处休闲广场。2-4景观绿化分析图规划公共绿地为444平方米,占村庄建设用地的18.41%,人均用地为1.97平方米。村庄绿地系统是一个具有生态效应、社会效益和经济效益的有机整体。它是改善生活环境,提高生活质量,优化人口素质最重要的城市建设手段之一。村庄绿化是村庄生态环境的重要组成局部,是村庄景观优美与否的主要表达,是村庄景观的载体,同时也是村民共享的绿色开放空间,让村民们在花开花落间聆听大自然的清韵,感受生活的美感。整个规划区内,绿化覆盖率应控制在35%以上。〔二〕绿地系统村庄绿地系统是一个具有生态效应、社会效益和经济效益的有机整体。它是改善生活环境,提高生活质量,优化人口素质最重要的城市建设手段之一。村庄绿化是村庄生态环境的重要组成局部,是村庄景观优美与否的主要表达,是村庄景观的载体,同时也是村民共享的绿色开放空间,让村民们在花开花落间聆听大自然的清韵,感受生活的美感。整个规划区内,绿化覆盖率应控制在35%以上。四.工程规划及管网综合〔一〕管线综合规划根据分区规划,为确保流溪河水源不受污染,要求所有污水均必须排入城市市政污水管网,再输送至城市污水处理厂,经处理水质符合国家排放标准后排入自然水体。其中工业污水要求先进行处理到达现行?工业“三废〞排放标准?、?污水综合排放标准?等有关规定后,方可进入市政管网。根据分区规划,福泉村区域属江高污水处理系统,故污水经提升后由管道输送至江高污水处理厂处理。根据分区规划污水管网并结合福泉村的具体情况,管线沿道路东、南侧布置,并尽可能以较短的管长和较小的埋深,实现最大面积的自流。管径为φ300mm~φ1200mm。近期排污方案为在镇区〔福泉村流溪河岸〕设置小型污水处理设施〔生物氧化池〕。沿镇区内主干道(民建路)敷设主管线,雨水和污水排水方向由北向南,排入村庄南侧河流〔主干道采用暗管〕。〔二〕电力电信工程规划①、参照?城市电力规划标准?〔GB/50293-1999〕计算。②、电源规划10KV电缆线东向接入,村内为一个供电分区,设有变配电站,10KV高压线经变压变为380V电压输出。其位置及容量详见?道路竖向及工程管线规划图?。③、供电线路电力电缆均采用架空电缆,沿房屋外墙架设。〔2〕电信工程规划①、容量预测村内容量预测:住宅按1门/户,公共建筑按1门/100平方米,那么规划区内需求量为51门。2-5根底设施分析图、电信线路规划设一个电缆交接箱,容量为60门;布置1个电缆分支箱。电信电缆沿规划道路架设。、村内有线电视线路与电信线路同杆〔同管道〕架设。〔三〕排水工程规划①、排水体制:规划村内采用雨污合流的排水体制。②、污水量的预测规划区污水量按用水量的80%计,那么规划区污水量约为52.27m3③、雨水量预测按乐安县暴雨强度公式2499(1+0.55㏒P)q=────────(t+8)0.77雨水量公式:Q=q*Ψ*F其中:设计重现期P=1年,地面集水时间:t=10min,径流系数Ψ=0.60④、管网布置村内生活污水经化粪池处理后,由排水管道输送至污水干管;最终排入附近水体内。排水采用0.5*0.5*0.3截面的明沟排水,上敷预制混泥土盖板。〔四〕给水工程规划1、用水量预测参照?江西省村庄建设规划导那么〔试行〕?,用水量标准取:人均生活用水量按220升/人.日计,规划区有36户,每户按4.5人计,公建用水按生活用水量20%计:居民生活用水量Q1=220*50*4.5=49.50〔m3/d〕公建用水
