InwestGermany,fbrinstance,taxidrivers-knownfbrtheirindependence—postsignssaying"NichtRaucher"(nonsmoker)andmay

refusepassengerswhoinsistonsmoking...BansinPolandpreventsmokinginfactories,offices,snackbars,andotherpublic

places...AndVenezuelanscanbefined$230to$1,000fbrsmokinginsupermarkets,buses,andnumerousotherplaces.Many

countriesalsoaremovinginsteptolimittobaccopromotion(despitea7percentjumpinworldtobaccoproductionlastyear)and

eliminatethe"falseclaimsoftheglorification(美化)ofsmokingasahabit...'*saysJeandeMoerlooseoftheUnitedNationsWorld

HealthOrganization.

Whileamajorityofcountrieshavetakenlittleornoactionyet,some30nationshaveintroducedlegislativestepstocontrolsmoking

abuse.Manylawshavebeenintroducedinothercountriestohelpcleartheairfbrnonsmokers,ortocutcigaretteconsumption.

Inmanydevelopingnations,however,cigarettesmokingisseenasasignofeconomicprogress-andisevenencouraged.

"Whileitappearsthatindevelopedcountriestheconsumptionofcigaretteshasbecomestabilized,therearesomeindicationsthatitis

Despiteprogressinsegregating(隔离)nonsmokersandsmokers,mostcountriesseelittlechangeinthenumberofsmokers.Infact,

InIreland,anadvertisingcodebansadsemphasizingthepleasureofsmoking,featuringconventional

heroesoftheyoungassmokers,orimplyingthatitislessharmfultosmokeonebrandthananother.UNITEDSTATES

U.S.airlinesaresubjectto$1,000finesforfailingtoprovideasmokefreeseatforanypassengerwhowantsone.TheInterstate

CommerceCommissionhasmade"nosmoking"therule,ratherthantheexception,onallinterstatepassengertrainsandbuses.The

MilitarysegregatessmokersandnolongerdistributescigaretteinCrations.
