National Standard of the Peoples Republic of China GB 771894 General standard for the labeling of foods 1 theme and scope This standard provides the general principles,the contents and the requir- ents for labelling of foods. This standard applies to the labelling of prepackaged foods for domestic sale purpose. 2 Quoted standards GB 2760 Hygienic standards for food additives in use GB 13432 Labelling of foods special nutrient 3 Definition of terms 3.1 Label of food It means any word,pictorial,mark or other descriptive matter on a container of prepackaged food. 3.2 Prepackaged food It means any food packaging in advance in a container,ready for offer to the consumer. 3.3 Container It means any packaging of food for delivery as a single item,whether by co- mpletely or partially enclosing the food and includes wrappers. 3.4 Food additive It means any synthetic or natural substance added to food for an antiseptic or a technological purpose for improving its qualitied,including its color,fl- avor,and taste in the manufacture or processing of such food. 3.5 Ingredient It means any substance,including water and a food additive,used in the man- ufacture or preparation of a food and presented in the product(although poss- ibly in a modified form). 3.6 Date of minimum durability (best before) It means the date which signifies the end of the period under any stated s- tated storage conditions on the label,during which the product will remain fu- lly marketable and will retain any specific qualities (attributes),for which tacit of express claims have been made on its label or in the product standard However,beyond the date the food may still be perfectly satisfactory. 3.7 Use-by date which signifies the end of the estimated period under any sta- ted storage conditions on the label,after which the product probably will not have the quality attributes normally expected by the consumers.After this date the food should not be regarded as marketable. 3.8 Solid substance It means any solid substance in a food containing both liquid and solid ph- ases,except soluble solids. 4 General principles 4.1 Prepackaged food shall not be described or presented on any label or in any labelling in a manner that is false,misleading or deceptive. 4.2 Prepackaged food shall not be described or presented on any labelling by words pictorial or other devices which refer to or are suggestive either directly or indirectly,of any other product or any characteristics of any other product with which such food might be confused. 4.3 Prepackaged food shall be described or presented on any label or in any la- belling according to the requirements of the state laws and f regulations,and the related product standards. 4.4 Prepackaged food shall be described or presented on any label or in any la- belling by words,pictorial or other devices,popularly,precisely and scientific- ally. 5 Mandatory labelling 5.1 The name of the food 5.1.1 The name shall indicated the true nature of the food and normally be spe- cific. 5.1.1.1 Where a name or names have been established for a food in a national or trade standard,at least one of these names shall be used. 5.1.1.2 In the absence of any such name,either a common or usual name existing by common usage as an appropriate term which was not misleading or confiding to the consumer shall be used. 5.1.2 A coined,fanciful,brandname ortrade mark may be used provided it accompanies one of the names provided in subsection 5.1.1. 5.1.3 There shall appear on the label either immediately before, or in brackets immediately after, the name of the food, such additional words or phrases as necessary to avoid misleading or confusing the consumer in regard to the true nature, the physical condition and the process of the food. 5.2 List of ingredients 5.2.1 Except for single ingredient foods,a list of ingredients shall be declar- ed on the label. 5.2.1.1 The list of ingredients shall be headed or preceded by an appropriate title which consists of or includes the termingredientsorlist of ingredients. 5.2.1.2 All ingredients shall be listed in descending order of ingoing weight or volume at the time of the manufacture of the food. 5.2.1.3 Where an ingredient is itself the product of two or more ingredients, such a compound in gredient may be declared,as such,in the list of ingredients provided that it is immediately accompanied by a list in brackets of its ingre- dients in descending order of ingoing weight or volume.Where a compound ingred- ient for which a name has been estabkished in a national or trade standard con- stitutes less than 25% of the food, the ingredients other than food additives need not be declared. 5.2.2 A specific name shall be used for ingredients in the list of ingredients in accordance with the provisions set our in section 5.1 and a food additive name shall be used for the product name or the class name in accordance with GB 2760. 5.2.3 The raw materialorthe raw material and ingredientcan be used to subs- titute forthe ingredientand labelled in accordance with the provisions of the subsection 5.2.1.2 to indicate the true nature of the product,if the raw mater- ial used in processing has been changed into another component (referring to the fermented products,such as wine,soy sauce,and vinegar etc.). 5.3 Net contents and drained weight 5.3.1 The net contents in any container shall be declared in the following m- anner: a. for liquid foods,by volume; b. for solid foods,by weight; c. for semi-solid foods,either by weight or volume. 5.3.2 In addition to the declaration of net contents,a solid food packed in a liquid medium shall carry a declaration in mass or percentage of the drained weight of the food. 5.3.3 In addition to the declaration of net contents,a food in same package enclosing certain separate pieces of such food with similar identity and simi- lar shape shall carry declaration of the quantity of the food. 5.4 Name and address of the manufacturer and distributor The registered manufacturer,packer,distributor,or vendor of the food shall be declared. For imported food,the country or region(Hong Kong,Macao or Taiwan) of origin and the name and f address of the general distributor registered in the Peoples Republic of China shall be declared. 5.5 Date marking and f storage instructions 5.5.1 The dare of manufacture,the date of minimum durability and/or the use-by date shall be declared. 5.5.1.1 The date marking shall apply in the sequence of the year,the month and the day. 5.5.1.2 The date of minimum durability or the use-by date shall be declared in one of the following manners: a. Best before. (for the date of minimum durability)where the day is indicated;Before.(for the use-by date)where the day is indicated. b. The date of minimum durability up to.where the day is indicated; The use-by date up to.where the day is indicated. c. The date of minimum durability of. months,The use-by date of. months. 5.5.2 In addition to the date of minimum durability or the use-by date,any sp- ecial conditions for the storage of the food shall be declared on the label if the validity of the date depends thereon. 5.6 Quality grades Quality grades of products shall be declared in accordance with the product standard (a national or trade standard)in which the grades for such food have been established. 5.7 Code of the product standard The code and the order number of the national standard.trade standard or e- nterprise standard of such food shall be declared. 5.8 Specific labelling 5.8.1 The label of a food which has been treated with ionizing radiation shall carry a written statement of irradiated food in close proximity to the name of the food. 5.8.2 Any ingredient which has been treated with radiation shall be declared in the list of ingredients. 6 Exemptions from mandatory labelling requirements 6.1 With the exception of spices and food additives, containers, where the largest surface area is less than 10m*2, may be exempted from the requirements of paragraphs 5.2 and 5.5 to 5.7. 6.2 Foods, for which more than 18 months of the date of minimum durability or the use-by date has been established in the product standard (the national st- andard,and/or trade standard),may be exempted from the date of minimum durabi- lity or the use-by date. 6.3 Imported foods may be exempted from the name,address and code of the prod- uce standard of the manufacturer of origin. 7 Recommended labelling 7.1 Production (distribution) lot number It may be declared according to the method developed by the food manufact- urer or distributor. 7.2 Instructions for use Instructions for use, including opening,consumption, recommended dietary allowance, cocking or reconstitution, where applicable to consumer, shall be included on the label, or added on an attached matter,as necessary, to ensure correct utilization of the food. 7.3 Caloric value and nutrients The caloric vague and the contents of the nutrients may be declared in acc- ordance with the provisions in GB 13432. 8 General requirements 8.1 Labels in prepackaged foods shall be applied in such amateur that they will not become separated from the container. 8.2 Labels in prepackaged foods shall not be blurred or even fallen away in ci- rculation and statements required to appear on the label by virtue of this sta- ndard or any other product standard shall be prominent,and readily legible by the consumer under normal conditions of purchase and use. 8.3 Statements on the label shall be clear,simple and prominent.Written words and symbols shall be distinct and normal.Pictorial device and f geaphic matter shall be displayed directly and be readily understandable.The color used shall be in sharp contrast with background and bottom. 8.4 The name of the food shall be in a prominent position on the label.The name and net contents of the food shall appear in the same field of vision. 8.5 The words used on the label of the food shall be normal Chinese character. 8.5.1 In addition to Chinese character,the Chinese phonetic alphabet may be
