中文摘要 在美国的经济史上，9 0 年代的经济最繁荣，也最开放。在这之前几乎连续 2 0 年，美国经济一直处于生产率低增长、贫困状况无明显好转、工资增长缓慢、 贫富分化愈益明显的状态，因此9 0 年代经济发展的成果尤显突出。 在美国9 0 年代初期的贸易政策环境中，有几个关键因素。第一是经济疲软。 第二是全球化趋势。第三则是政治形势。考虑以上因素，1 9 9 3 年就职的克林顿
