船舶垃圾管理计划船名: 船舶呼号: 国际海事组织编号: 总吨位: 船藉港: 船藉旗: 船级社: 船舶所有人: 本计划可随时提供有关当局检查目 录1 绪言2 7378年防污公约附件V的修正案一第9条3 指定的垃圾管理人员及职责4 垃圾的收集5 垃圾的加工6 垃圾的储存7 垃圾的处理8 船上垃圾处理方法选择附页 1 核准记录 2 修改记录废油焚化设备(包括使用说明书)型号: 容量: 1 绪言本公司的船舶营运和管理政策,是在安全和环保的前提下提供符合顾客的需要和规定的服务。根据公司政策,本计划为船上垃圾的管理和处置提供指导,以符合7378年防污公约附件V第9条的要求,防止污染海域,维护海洋生态,避免发生垃圾污染事故2 7378年防污公约附件V的修正案第9条告示,垃圾管理计划和垃圾记录管理(1) (a) 总长12米或更长的每艘船舶必须根据适用张贴几张告示,告知全体船员和乘客有关本附件第3和5条对于垃圾处理的要求。(b) 告示必须用船上人员的工作语言编写,而从事航行到本公约缔约国管辖的各港口或离岸码头船舶的告示必须用英文或法文编写。(2) 400总吨及以上和持证载有15名或更多人员的每艘船舶必须配备有一本全体船员必须遵守的垃圾管理计划。计划必须提供书面的垃圾收集、储存、加工和处置的程序,包括设备的使用,必须指定人员负责贯彻本计划。这个计划应依照本组织制定的指南并用全体船员的工作语言编写。(3) 400总吨及以上、持证载有15名或更多人员,从事航行到本公约缔约国管辖的各港或离岸码头的每艘船舶以及从事勘探或开发海床的每个固定和浮动平台,都必须具备垃圾记录簿。垃圾记录簿不管是作为船上正式航海日志的一部分还是按另一种方式,都必须使用本附件附录上规定的格式。 (a)每项排放作业或完成焚烧,都必须记入垃圾记录簿,负责船员在焚烧或排放作业完成的当日签字确认。垃圾记录簿每记录完一页应由船长签字。垃圾记录簿的记载应使用船旗国的官方语言和英文或法文。如果发生争议或分歧,记载使用船旗国语言将有利于取得优势:(b)每项焚烧或排放的记载必须包括日期和时间、船位、垃圾的种类以及焚烧或排放的估计数量:(c)垃圾记录簿应保存在船上一处,以便在适当时间可以提供检查。 垃圾记录簿必须在最后一项记录的日期起保存为期2年:(d)若发生本附件第6条所指的排放、漏泄或意外损失,应把事故的情况、原因和损失记入垃圾记录簿。(4) 主管机关可以免除对垃圾记录簿的要求,由于;(i) 任何从事航行持续期为一小时或更少和持证载有15名或以上人员的船舶:或(ii) 从事勘探和开采海床的固定式或浮动式平台。(5) 当船舶在本公约缔约国各港口或离开码头时,其政府的管辖当局可以检查任何船舶船上合用于本条例的垃圾记录簿,可以复制记录簿上的任何记录,并可要求船长书面证明这些记录复制本是真实的。任何这样复制的、业经船长证明为该船垃圾记录簿记录的真实复制本,可接纳为任何司法诉讼的证据。垃圾记录簿的检查,以及管辖当局按照本节规定制取经证明的复制本应尽可能迅速完成,不要引致船舶不适当的耽搁。(6) 对于1997年7月1日之前建造的船舶,本条例将于1998年7月1日起实施。3 指定的垃圾管理人员和职责(1)船长一一主管奉计划的实施(2)轮机长、大副和电报主任管事一一分别负责安排,有关的垃圾处理、记录和保管 垃圾记录簿。每记录完一页提交船长签字。4 垃圾的收集4.1垃圾,系指在船舶的正常营运期间所产生的废物,但不包括鲜鱼及其部分;并且除了那些在7378年防污公约其他附件中规定或列出的物质以外(例如:油类、污水或有毒液体),有责任对其进行连续的或定期的处理。4.2船员必须把垃圾按种类分别放置在船上告示表明的相关容器内一一概括,如表1表 1 海上垃圾处理规则的摘要垃圾种类特殊区域外特殊区域内容器颜色1、塑料制品一包括合成索具和渔具及塑料垃圾袋及可能含有毒或重金属残余物的焚烧炉灰渣2、漂浮的垫舱物料、衬材或包装材料3、被粉碎的纸制品、破布、玻璃、金属、瓶子、陶器等4、货物残余物、纸制品、破布、玻璃、金属、瓶子、陶器等5、未经粉碎或碾磨的食物废物6、经粉碎或碾磨的食物废物7、各种混合的弃置物不准处置离岸25海里离岸3海里离岸12海里离岸12海里离岸3海里*不准处置不准处置不准处置不准处置离岸12海里离岸12海里*红黄黑或褐黑或褐蓝蓝* 经粉碎或研磨的垃圾必须通过网眼不大于25毫米的筛子。* 特殊区域的垃圾处理规则将按附件V的5(4)(B)条生效。* 当垃圾中混有不同处理或排放要求的其他排放物时,则应适用其中较为严格的要求。注意:任何人如违反上述要求将遭受处罚。 区域、国家和地方有关垃圾排放的规则也必须遵守。警告:在特殊区域内,排放任何垃圾(除了食品垃圾)都是违法的,食品垃圾只可以在离岸12海里以外排放。4.3 新船员上船时,本计划指定的垃圾管理人员应告知他们有关垃圾管理的具体要求。4.4 船上应在厨房、机舱、起居场所和舱面适当地方设立垃圾收集点,每一点应设下述三个垃圾桶:塑料 (标明:“塑料”或漆红)食物 (标明:“食物”或漆蓝)其他 (标明:“其他”或漆黑或褐)分别收集塑料制品,食物和其他垃圾(其他垃圾指可以处理入海的垃圾)。4.5 指定的垃圾管理人员应定期安排从整艘船舶的生活和工作区域收集垃圾。4.6 这些收集来的垃圾应运送到 *存放中心或 *加工场,待作适当处理。* 注明位置或视情删去,然后记入“修改记录”5垃圾的加工5.1 指定的垃圾管理人员担负或安排垃圾的加工处理5.2 应按照船上有关机器的使用说明书加工垃圾5.3 必要时才进行垃圾加工5.4 垃圾管理人员应注意某些特殊地区关于焚烧垃圾的特别规则。各项垃圾的焚化要求有特别的预防措施,因为燃烧的副产品,可能影响环境和健康。例如,有害物质如:刮下的油漆、浸渍过的木棒、塑料制品、电池、过期药品、按扭式喷雾瓶,荧光管、化学废物、废漆等,决不可焚烧。5.5 垃圾加工后,应即刻运回垃圾存放中心6垃圾的储存6.1 运送到 *存放中心的垃圾必须分类储存。6.2 指定的垃圾管理人员应提供并检验存放中心有足够的空间。6.3 存放中心应按照本计划表166规定,划分成不同种类废物的储存地方6.4 指定的垃圾管理人员必须保证存放中心不会聚集废弃物产生的气体6.5 所有加工过和未经加工的垃圾应有放在密封和牢固的有盖的容器裹。7垃圾的处置7.1 指定的垃圾管理人员应负责保证垃圾的正确处置7.2 所有垃圾的处置必须按照根据7378年防污公约条例概括在表1的方法办理。但是,必要时,亦安排入港口接收设备7.3 在塑料垃圾未与其他垃圾分开时,此种混合物作为全部是塑料垃圾处理。7.4 在海上,表1中第2、3、4、5、6、类垃圾倾倒入海时,记入垃圾记录簿。必须注意,焚烧炉灰渣中可能含有剧毒或重金属残余物,必须退岸处理。对于各种混合的废弃物,则应按照其中最为严格的要求处理。7.5 在锚地,所有垃圾及焚烧炉灰渣集中存放,靠码头后退岸处理。7.6 在港池,船长应通过代理,经向港口当局申办同意后,安排退岸处理。7.7 如果在其他国家海域内焚烧垃圾,在焚烧前应通过代理获得那些国家的批准。7.8 注意:塑料垃圾不能倾倒入海,或在焚烧炉焚化。7.9 每一项排放或焚烧作业都必须记入垃圾记录簿,作业负责船员应在当日签字确证。7.10 应记入垃圾记录簿的项目:(1) 日期和时间(2) 船位(3) 排放出海的估计体积(米3)(4) 排入接收设备的估计体积(米3)(5) 焚烧的估计体积(米3)7.11 垃圾记录簿每记完一页应提交船长签字7.12 船长应向港口接收设备的经营人,或接收船的船长索取载明移交垃圾估计数量的收据或证明。收据或证明和垃圾记录簿一起在船上保存2年。7.13 告示的展示在厨房、机舱、起居场所和舱面各垃圾收集点以及垃圾存放中心,应分别张贴告示,告知全体船员有关垃圾的处置要求。告示用中、英文双语编写。7.14 垃圾加工设备的操作程序按照设备制造厂的使用说明书进行。8. 船上垃圾处理方法选择船上垃圾处理方法选择OPTIONS FOR SHIPBOARD HANDLING AND DISPOSAL OF GARBAGE船上产生的垃圾ship-generated garbage不可弃于海中的垃圾包括塑料垃圾及可能含有毒或重金属残余物的焚烧炉灰渣non ocean-disposal garbageinclude plastic products and ashes from plastic products which may contain toxic or heavy metal residues.收集和分类collection and separation可弃于海中的垃圾ocean-disposal garbage焚烧炉incinerator(ash)粉碎机comminuter未经处理no processing粉碎机comminuter焚烧炉incinerator(ash)未经处理no processing倾倒于岸上的垃圾discharge garbage ashore航次储存collected & storage允许倾倒区域authorize discharge areas? INSTRUCTION MANUAL)MODEL: CAPACITY: 1 IntroductionThe policy of this company for operation and management of ships is under the premise of safety and environment protection, to provide services complying with the requirement of the customers. Under the policy this plan provides instructions on garbage management and disposal on board to meet the requirements of the MARPOL 73/78, Annex V, Regulation 9, in order to prevent pollution at sea, to safeguard maritime environment and to avoid accident of garbage pollution.2 Amendment to Annex V of MARPOL 73/78Regulation 9Placards, garbage management plans and garbage record-keeping(1) (a) Every ship of 12 masters or more in length overall shall display placards which notify the crew and passengers of the disposal requirements of regulations 3 and 5 of this Annex as applicable.(b) The placards shall be written in the official language of the State whose flag the ship is entitled to fly and, for ships engaged in voyages to ports or offshore terminals under thejurisdiction of other Parties to the Convention, in English or French.(2) Every ship of 400 tons gross tonnage and above, and every ship which is certified to carry 15 persons or more, shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for collecting, storing, processing and disposing of garbage, including the use of equipment onboard. It shall also designate the person in charge of carrying out the plan. Such a plan shall be in accordance with the guidelines developed by the Organization and written in the working language of the crew.(3) Every ship of 400 tons gross tonnage and above and every ship which is certified to carry 15 persons or more engaged in voyages to ports or offshore terminals under the jurisdiction of other Parties to the Convention and every fixed and floating platform engaged in exploration and exploitation of the sea-sea-bed shall be provided with a Garbage Record Book. The Garbage Record Book, whether as a part of the ships official log book or otherwise, shall be in the form specified in the Appendix to this Annex;(a) each discharge operation, or completed incineration, shall be recorded in the Garbage Record Book and signed for on the date of the incineration or discharge by the officer in charge. Each completed page of the Garbage Record Book shall be signed by the master of the ship. The entries in the Garbage Record Book shall be both in an official language of the State whose flag the ship is entitled to fly, and in English or French. The entries in an official national language of the State whose flag the ship is entitled to fly shall prevail in case of dispute or discrepancy;(b) the entry for each incineration or discharge shall include date and time, position of the ship description of the garbage and the estimated amount incinerated or discharged;(c) the Garbage Record Book shall be kept on board the ship and in such a place as to be available for inspection in a reasonable time. This document shall be preserved for a period of two years after the last entry is made on the record;(d) in the event of discharge, escape or accidental loss referred to in regulation 6 of this Annex an entry shall be made in the Garbage Record Book of the circumstances of, and the masons for, the loss.(4) The Administration may waive the requirements for Garbage Record Book for:(i) any ship engaged on voyages of 1 hour or less in duration which is certified to carry 15 persons or more; or(ii) fixed or floating platforms while engaged in exploration and exploitation of the sea-bed.(5) the competent authority of the Government of a party to the convention may inspect the Garbage Record Books on board any ship to which this regulation applies while the ship is in its ports or offshore terminals and may make a copy of entry in that book, and may require the master of the ship to certify that the copy is true copy of such an entry, Any copy so make, which has been certified by the master of the ship as a true copy of an entry in the ships Garbage Record Book, shall be admissible in any judicial proceedings as evidence of the facts stated in the entry. The inspection of a Garbage Record Book and the taking of a certified copy by the competent authority under this paragraph shall be performed as expeditiously as possible without causing the ship to be unduly delayed.(6) In the case of ships built before 1 July 1997, this regulation shall apply as form3 Designated Garbage Management Personnel & Duties(1) Master is responsible for the implementation of this plan;(2) Chief Engineer, Chief Officer and Radio Officer/Chief Steward are to arrange relevant disposal of garbage, to make entries, to sign and to take care of the Garbage Record Book respectively. Food or/and Blue Others or / and Black or Brown.For collection plastics, food wastes or other garbage which can be disposed of at sea respectively.c) The designated Garbage Management Personnel shall regularly arrange collection of the garbage from living and working areas throughout the ship.d) This collected garbage shall be transferred to the central reception area on *or processing area on *for appropriate disposal.*Identify position or delete as appropriate then make entries in Record of Revision.5 Processing of Garbage5.1 the designated Garbage Management Personnel is responsible for carrying out or arranging the processing of garbage.5.2 The garbage shall be processed according to the instruction manual of the associated equipment on board the vessel.5.3 The processing of garbage shall occur as when necessary.5.4 The garbage Management Personnels attention is drawn to the special rules on incineration that may exist in some special areas. Incineration of the following items requires special precaution due to the potential environmental and health effects from combustion of by-products. Hazardous material (e. g. scraped paint, impregnated wood). Batteries, expired medicine, aerosol cans, fluorescent tubes, chemical waste, old paint must never be incinerated.5.5 Once the garbage has been processed it shall be returned to the central reception area.6 Storage of Garbage6.1 The garbage transferred to central reception area is to be grouped into categories for the purpose of storing.6.2 Sufficient central reception area space shall be provided and checked by the designated Garbage Management Personnel.6.3 the central reception area shall be divided up into the different classes of wastes according to table I in this plan.6.4 The designated Garbage Management Personnel must ensure that there is no build up of gas from the waste in the central reception area.6.5 All processed an unprocessed garbage should be in tight, securely covered containers.7 Disposal of Garbage7.1 The designated Garbage Management Personnel is responsible for ensuring the correct disposal of garbage.7.2 All disposal of garbage must be done in a manner consistent with MARPOL 73/78 regulations summarized in table 1. However, disposal of garbage to a port reception facility is also allowed as and when necessary.7.3 When plastic garbage is not separated from other garbage the mixture must be treated as if it were all plastic.7.4 At sea, when the
