2、14)第一章 院 士Chapter 1 Membership第一条中国科学院院士（以下简称院士），是国家设立的科学技术方面的最高学术称号，为终身荣誉。Article 1 The membership of the Chinese Academy of Sciences (hereinafter referred to as “Member”) is the highest academic accolade and a lifelong title conferred by the State in the field of science and technology.第二条 院士的义务与权

3、利Article 2 Obligations and rights of CAS Members积极促进科学技术的研究、发展和应用，努力创新，做出成绩；提倡科学道德，维护科学精神，发扬优良学风，普及科学知识，起表率作用；积极培养人才，推动科学技术队伍建设；参加院士会议，承担中国科学院学部组织的咨询、评议任务；积极推动科学技术领域的国际交流与合作。对国家科学技术重大问题的决策有建议权；对院士候选人和外籍院士候选人有推荐权；有选举权和被选举权。To promote and contribute to the research, development and application of scie

4、nce and technology and strive for innovation and achievement; to play an exemplary role in advocating and upholding the ethics of science, the scientific spirit and fine styles of learning and in popularizing knowledge of science; to contribute to the training of qualified personnel and promote the

5、development of the scientific and technological workforce; to attend the Member meetings, and undertake consultation and evaluation tasks initiated by the Academic Divisions of the Chinese Academy of Sciences; to promote international exchanges and cooperation in the field of science and technology;

6、 to enjoy the right to give suggestions on the policies of the State on major science and technology issues, the right to nominate Chinese and foreign candidates for membership and the right to elect and to stand for election. 第三条为维护老年院士的身体健康，在院士中实行资深院士制度，对年满80周岁的院士授予中国科学院资深院士（以下简称资深院士）称号。资深院士继续享有第二

7、条规定的权利和义务，并享有资深院士津贴，但不担任院士大会常设领导机构成员和各学部常务委员会成员等领导职务，不参加对院士候选人、外籍院士候选人的推荐和选举工作，自由参加院士会议。Article 3 The Emeritus Membership system is practiced for the sake of the health of the elderly Members. The elderly Members at the age of 80 or older are given the title of Emeritus Member of the Chinese Academy

8、 of Sciences (hereinafter referred to as “Emeritus Member”). Emeritus Members continue to enjoy the rights and bear the obligations as specified in Article 2 and the allowances for emeritus Members; they will no longer hold the leading positions as members of the standing leadership organ under the

9、General Assembly of the Members of Chinese Academy of Sciences or as members of the standing committees of the Academic Divisions, nor shall they nominate or elect candidates of new Members or foreign Members, but they can attend the Member meetings of their own accord. 第二章 院士的产生Chapter 2 Election o

10、f Members第四条院士的标准和条件在科学技术领域做出系统的、创造性的成就和重大贡献，热爱祖国，学风正派，具有中国国籍的研究员、教授或同等职称的学者、专家（含居住在香港、澳门特别行政区和台湾省以及侨居他国的中国籍学者、专家），可被推荐并当选为中国科学院院士。Article 4 Criteria and requirements for MembersResearch fellows and professors, or scholars and specialists of equivalent academic ranks with Chinese nationality (includ

11、ing those who reside in Hong Kong Special Administration Region, Macao Special Administration Region, Taiwan Province and overseas) who have made systematic and creative achievements and major contributions in the fields of science and technology and who are patriotic, honest and upright in their st

12、yle of learning may be nominated and elected as Members of the Chinese Academy of Sciences. 第五条 增选院士每两年进行一次。增选名额及其分配在保持基本稳定的前提下，由学部主席团根据学科布局和学科发展趋势确定。Article 5 The election of Members of shall be held biennially. The number and allocation of new Members shall be decided by the Presidium of the Acade

13、mic Divisions according to the disciplinary arrangement and the trend of disciplinary development under the premise of maintaining the basic stability.第六条 院士候选人由院士和有关学术团体推荐，学部主席团可根据学科发展需要设立候选人特别推荐小组，不受理本人申请。有效候选人由学部主席团审定。Article 6 Candidates for Membership shall be nominated by Members and relevant

14、academic organizations. A special recommendation group can be set up by the Presidium of the Academic Divisions to meet the needs of disciplinary development. Self-recommendation shall not be accepted. All validly nominated candidates shall be subject to approval by the Presidium of the Academic Div

15、isions.第七条 各学部常务委员会组织院士对有效候选人进行评审和初选，产生初步候选人和终选候选人建议人选。评审和初选必须坚持标准，遵循公正、客观的原则，对候选人进行全面、科学的评价。Article 7 The Standing Committee of each Academic Division shall organize academicians for review and preliminary election of all validly nominated candidates to produce a suggested list of preliminary candi

16、dates for runoff election. Such review and preliminary election shall follow the principle of impartiality and objectivity and in a comprehensive and scientific manner.各学部初选实行差额无记名投票，差额比例为百分之二十。各学部参加投票选举的院士人数，应超过本学部有投票权院士人数的三分之二。获得赞同票不少于投票人数三分之二的候选人，按学部主席团确定的名额，根据得票数依次产生本学部终选候选人建议人选，经各学部常务委员会审查确认后，由

17、学部主席团确定终选候选人。The preliminary election shall be held by each Academic Division through differential secret ballots, the difference being 20% of the number of vacancies available. The number of Members to vote in each election must be more than two thirds of the members of the Academic Division having

18、 the right to vote. Candidates winning positive votes exceeding two thirds of voter turnout will be chosen as the suggested candidates of the academic divison for runoff election in the descending order of their vote counts until the quota of the Academic Division is filled. The results of the elect

19、ions shall be reviewed and confirmed by the Standing Committees of the Academic Divisions and finally decided by the Presidium of the Academic Divisions.新当选院士由具有投票权的全体院士投票产生。选举实行等额无记名投票，获得赞同票数超过有效票数二分之一的候选人当选。New Members shall be elected by all the Members having the right to vote. The election shal

20、l be held in the form of single-candidate voting by secret ballot, and candidates winning positive votes exceeding two thirds of the valid ballot papers will be elected.第八条 院士有权放弃院士称号。Article 8 Members have the right to waive the title of Membership.根据中华人民共和国国籍法第三条关于中华人民共和国不承认其公民具有双重国籍的规定，院士加入外国国籍后，

21、即为自动放弃院士称号。Under Article 3 of the Nationality Law of the Peoples Republic of China concerning the non-recognition of dual nationality for citizens of the Peoples Republic of China, any Member who acquires the nationality of another country shall be deemed to automatically waive the title of Membersh

22、ip.第九条当院士个人行为严重违反科学道德、品行严重不端、严重损害院士群体和学部声誉，劝其放弃院士称号。上述情节特别严重的，以及危害国家利益，触犯国家法律的，撤销其院士称号。Article 9 Any Member whose personal misbehaviors involve serious violation of the ethics of science and vicious defamation of Members and the Academic Divisions shall be persuaded to waive the title of Membership.

23、 Where the above misbehaviors are particularly wicked such as to endanger the interests of the State and contravene the law of the country, his/her Membership shall be rescinded.第三章外籍院士的产生Chapter 3 Election of Foreign Members第十条对中国科学技术事业做出重要贡献，在国际上具有很高学术地位的外国籍学者、专家，可被推荐并当选为中国科学院外籍院士（以下简称外籍院士）。Articl

24、e 10 Scholars and specialists of foreign nationality who have made important contributions to the cause of science and technology in China and who enjoy high international academic standing may be nominated and elected foreign Members of the Chinese Academy of Science (hereinafter referred to as “Fo

25、reign Members”).第十一条选举外籍院士，每两年进行一次。每次选举，每位院士推荐1名候选人，获得不少于5名院士的推荐为有效。外籍院士由全体院士实行无记名投票选举，其选举工作与院士增选工作同年进行。参加投票选举的院士人数，应超过院士总人数的二分之一，获得赞同票不少于投票人数三分之二的候选人当选。Article 11 The election of Foreign Members shall be held biennially. At each election, only one candidate can be nominated by each Member, and the

26、nomination shall not become valid until proposed by at least 5 Members. Foreign Members shall be elected by all the Members by secret ballots in the same year as new Members are co-opted. A candidate will be elected a Foreign Member when more than half of the Members cast votes in the election and w

27、hen the candidate wins no less than two thirds of the positive votes. 第十二条外籍院士对中国科学技术发展和中国科学院学部工作有建议权；可应邀出席中国科学院学部组织的有关会议和学术活动；可获得中国科学院学部赠送的有关出版物。外籍院士不享有对院士候选人和外籍院士候选人的推荐权；不享有选举权和被选举权。Article 12 Foreign Members shall have the right to make suggestions on the development of science and technology in

28、China and the work of the Academic Divisions, to be invited to attend the relevant meetings and academic activities organized by the Academic Divisions, and to receive publications presented by the Academic Divisions. They are not entitled to nominate candidates for Members or Foreign Members, or to

29、 vote and to stand for election.第十三条外籍院士在取得中国国籍后，可直接转为院士或资深院士，并享有同等义务、权利及有关待遇。Article 13 A Foreign Member will become a Member or a Emeritus Member immediately after having obtained Chinese citizenship and will assume the same obligations and rights and enjoy equal treatment. 第四章学 部Chapter 4 Academi

30、c Division 第十四条中国科学院学部，是国家在科学技术方面的最高咨询机构。现设数学物理学部、化学部、生命科学和医学学部、地学部、信息技术科学部、技术科学部等六个学部。院士按其所从事研究的学科领域，分别参加一个学部。学部的全体院士会议，每两年召开一次。Article 14 The Academic Divisions of the Chinese Academy of Sciences is the highest advisory body of the State in science and technology. At present, there are six divisio

31、ns, including the Division of Mathematics and Physics, Division of Chemistry, Division of Life Sciences and Medical Sciences, Division of Earth Sciences, Division of Information Technical Sciences, and Division of Technological Sciences. A Member may join one of the Academic Divisions according to t

32、he subject areas under his or her research. The plenary session of each of the Academic Divisions is convened biennially. 第十五条各学部分别从本学部的院士中，选举产生若干名常务委员，组成学部常务委员会，负责本学部的工作。学部常委会委员每届任期4年，可连任1届。学部常务委员会每届更换至少二分之一、至多不超过三分之二的成员。Article 15 The Standing Committee of an Academic Division shall be incorporate

36、Assembly. 第十六条学部的职能。Article 16 Functions of the Academic Divisions（一）受国家委托或根据院士的建议，组织院士对国家经济建设、社会发展中的重大科学技术问题，科学技术发展规划、学科发展战略和重大科学技术决策提供咨询，推动科学技术政策和措施的制定与实施。(1) As commissioned by the State or suggested by Members themselves, organizes Members to provide advice on major issues of science and technol

37、ogy in national economic construction and social development, on the development programs of science and technology and on the development strategies of various disciplines and major decisions in science and technology, and promote the formulation and implementation of policies and measures for scie

38、nce and technology; （二）接受委托，组织院士对重要研究领域、研究计划和研究机构的学术问题，进行评议和指导。(2) Organizes Members, as commissioned by the authorities concerned, to provide appraisals and guidance on academic issues in major research fields, research planning and research institutions;（三）组织选举院士。(3) Organizes the election of Memb

39、ers;（四）开展学术活动，同国内外学术团体进行交流与合作，促进科学技术的发展与普及。(4) Conducts academic exchanges and cooperation with academic institutions both at home and abroad, and to promote the development, improvement and popularization of science and technology; and（五）在学部全体院士会议上，审议常务委员会的工作报告和各项职能、任务的完成情况。(5) Appraises and discus

40、ses the work reports of the standing committee and reviews the performance of its functions and tasks at the plenary sessions of each Academic Division.第五章院士大会Chapter 5 The General Assembly of CAS Members第十七条中国科学院院士大会，是中国科学院学部的最高组织形式。院士大会每两年召开一次，一般于公历逢双年份6月的第一周举行。Article 17 The General Assembly of t

41、he Members of the Chinese Academy of Sciences is the highest organizational form of the Academic Divisions of the Chinese Academy of Sciences, and shall be convened biennially, usually in the first week of June in an even-numbered Gregorian calendar year. 第十八条院士大会的职能（一）审议常设领导机构的工作报告。（二）选举常设领导机构成员。（三

42、）制定和修订院士章程。（四）决定学部的设置和调整。（五）开展学术活动。（六）提出重大建议。Article 18 Functions of the General Assembly(1) Deliberates on the work reports of the standing leadership organ;(2) Elects members of the standing leadership organ;(3) Formulates and amends the Bylaws for CAS Members;(4) Decides on organization and adjus

43、tment of the Academic Divisions;(5) Organizes academic activities; and(6) Puts forward significant suggestions.第六章 常设领导机构Chapter 6 Standing Leadership Organ第十九条院士大会闭会期间的常设领导机构，是由中国科学院院士组成的学部主席团（简称主席团）。主席团由中国科学院院长、负责学部工作的副院长、各学部主任、各专门委员会主任和经院士大会选举产生的若干名成员组成。中国科学院院长为主席团执行主席，主持主席团会议。Article 19 When the

44、 General Assembly is not in session, the standing leadership organ is the presidium of the Academic Divisions, made up of CAS members (hereinafter referred to as “the Presidium”). The Presidium is composed of CAS president, vice president in chare of the Academic Divisions, director of each Academic

45、 Division, director of the ad hoc committees and a certain number of Members elected by the General Assembly. The CAS president is the executive chairperson of the Presidium and chairs meetings of the Presidium. 院士大会选举产生的主席团成员，任期为4年，不连任。Members of the Presidium elected by the General Assembly shall

The executive committee is composed of the executive chairperson of the Pr

49、esidium, CAS vice president in charge of the Academic Divisions, directors of the Academic Divisions and directors of the ad hoc committees. The executive chairperson of the Presidium presides over the meetings of the executive committee. 第二十一条主席团下设若干专门委员会，负责领导学部的咨询评议、学术工作、科学普及、科学教育科学道德建设等工作。专门委员会由各

53、 The executive committee shall appoint a secretary-general responsible for the routine work of the Academic Divisions as entrusted by the executive committee. The secretary-general may not necessarily be a Member and shall be nominated by the executive chairman of the Presidium and approved and appo

56、mmittees and the ad hoc committees; and(5) Appoints secretary-general of the executive committee.(6) Decides on total number and allocation of new Members;(7) Decides on the name list of final candidates;(8) Decides on the name list of formal candidates for foreign membership;(9) Examines and approv
