化学品管理流程分析

1、 HYPERLINK 目的此程程序规范范化学品品管理，确保员员工安全全，财产产安全，将化学学品可能能引起的的环境风风险降到到最低。范围本文件适适用于所所有储存/使用的的化学品品的管理理。定义/相相关文件件MSDSS化学品品安全技技术说明明书COC合合格证明明危险化学学品：本本程序所所指危险险化学品品是指按按国家标标准GBB136690分分类的常常用危险险化学品品：爆炸品压缩气体体和液化化气体易燃液体体易燃固体体、自燃燃物品和和遇湿易易燃物品品氧化剂和和有机过过氧化物物有毒品放射性物物品腐蚀品一般化学学品：危危险化学学品之外外的各类类化学单单质、化化合物或或混合物物。G90556-XXX废弃弃物

2、的处处理程序序G90005-XXX 质质量和环环境记录录的控制制程序L00002-XXX化学学品清单单FAC-01-XX安安全事件件报告程序EHS委委员会中中的化学学品管理理组负责责化学品品管理制制度的制制定，更更新L00002化化学品清清单，各相关部部门负责责按本文文件要求求实施。化学品采采购化学品采采购由使用部部门根据据化学品品使用情情况决定定相应的的采购计计划，填填写采购购申请单单。如果果是合同同采购，由申请请人确认认数量后通知知采购部部将合同同转换成成订单。采购申申请时，采购申申请人需需在E-PPR中采购类类型栏选选择“EHS”。已有有危险化化学品需需注明现现有库存存量。采购部根根据采

3、购购申请单单按G90024采购程程序执执行采购购，并负负责将化化学品的的相关要要求(包括提提供MSDDS、化化学品标标签、产产品合格格证明、运输要要求等)传递给给供应商商。危险化化学品的的采购，必必需向具有危危险化学学品经营营资质供供应商购购买。化学品管管理MSDSS采购部在在购买新新化学品品时，需需及时从从供应商商处获取取危险化化学品的的MSDDS，负责将将其传递递给EHS委员会会化学品品小组，由其判判定其性性质，并并加入L00002化化学品清清单。之后，根据化化学品的的不同性性质按下下列要求求进行MSDDS的发布布。1)危险化化学品：所有作作业现场场使用的的危险化化学品，需具有有中文版版M

4、SDDS。如如供应商商仅能提提供英文文版MSDDS，需由使用该该化学品品相关责责任人负负责翻译译，车间间内生产产工艺所所使用的的危险化化学品由由工艺工程程师翻译译为中文文，并提提交eDDCR审审核发布布，车间内内因设备备维护而而使用的的危险化化学品，则由使使用该化化学品的的设备工工程师，翻译并并提交eeDCRR；其它部部门使用用的危险险化学品品由各部部门相关关工程师师或技术术员负责责翻译,再提交交eDCRR。特别情情况时(如需紧紧急使用用、试用用化学品品)，可先先行发布布英文版MSDDS。但所所有在生生产现场场使用的的，需在在两周内内翻译为为中文并并提交eeDCRR审核发发布。22)直接材材料

6、的人员员需接受受相关的的MSDDS的培训训MSDSS更新要要求：11)采购部部如收到到供应商商提供的的对现有有化学品品更新的的MSDS，需及及时按要求重重新发布布该MSDDS。2)化学学品的MSDDS每五年年需评审审一次EEHS委员会会化学品品管理小小组每季季度评审审L00002化学品品清单，如发现现有即将将到期的的MSDDS (根据MSSDS中中的生效效日期)，通知采购购部门相相关负责责人及提提交该化化学品MMSDSS的责任工程程师或技技术员。采购部部要求供供应商重重新提交交有效的的MSDDS，并将将更新的的MSDDS传递递给该化化学品的的责任工工程师，然后由由其提交交eDC

7、RR审核发发布。采购部在在化学品品实施采采购前，必须检检查相关MSDDS是否已已经正式式发布或或者是否否有效；否则必必须及时时通知使使用该化化学品的的责任工程师或技技术员申申请递交交或及时时更新，以确保保在化学学品到货货前准备备好相关关的MSDDS。化学品的的接收仓储部按按G90031收货流流程程序序接收收化学品品，并负负责检查查以下内内容：符符合要求求的MSDDS、危险险化学品品安全标标签、危危险化学学品合格格证明、危险化化学品运运输人员员资质等等。安全标签签要求采购购部需确保供供应商提提供的危危险化学学品包装装上具有有符合要要求的危危险化学学品安全全标签，至少包包括以下下内容：1)危险化学

8、学品名称称2)警示词3)危险险性概述述4) 安全措措施5)灭火6)批号7)生产单单位及联联系电话话危险化学学品合格格证明采采购部确确保供应应商每次次供货的的危险化学学品需具具有合格格证明，集团内提供给给我们的的可以免免除COC要求。危险化学学品的合合格证明明由仓储储部保存存，保存存期限按按G90005文文件执行行。危险化学学品运输输在国内内采购化化学品由由供应商商负责运运输，危危险化学学品的运运输供应应商应通通过资质质认证和和按国家家相关规规定安全全运输。在国外采采购的危危险化学学品，应应选用有有运输资资质的公公司承运运公司内部部的化学学品搬运运由部门门指定培培训合格格的员工工进行操操作。进行

9、化学学品的搬搬运转移移，必须须使用防防止二次次污染的的转移箱箱。化学品储储存与使使用危险化学学品应储储存在单单独的存存储区域域或存储储柜，MSDDS应放在在容易获获取的地地方。化学品容容器外需需确保张张贴有安安全标签签或分装装标签，以防误误用。标标签需包包含以下下内容。1) 表示示危险性性的象形形图2) 警示示语3) 危险险性说明明4) 注意意事项55) 产品品名称贮存容器器必须完完好，不不能泄漏漏、生锈锈或损坏坏。易燃物或或溶媒应应储存在在指定的的防火柜柜/区中。碱性化学学品应储储存在指指定的碱碱性存储储区/柜中。酸性化学学品应储储存在指指定的酸酸性存储储区/柜中。化学品的的贮存量量按L00

10、002化学品清清单执执行。化学品储储存条件件应根据据MSDDS中所述述要求执执行。保证防护护用品和和其它安安全装置置的完好好性，确确保应急急装备处处于完好好、可使使用状态态。操作使用用化学品品的人员员应经培培训考核核合格，按照MSDDS中的指指导进行行操作。化学品泄泄漏事故故处理如发发生化学学品泄漏漏事故，泄露现现场人员员应立即即通知化化学品泄泄漏处理理员，由由其根据据MSDDS中的指指导进行行处理。泄露现现场责任任人用隔隔离带将将受影响响的区域域隔离，并疏散散现场无无关人员员，一旦旦发生人人员中毒毒应参照照MSDDS由急救救员或专专业医护护人员进进行急救救处理。处理时，化学品品泄露员员应根据

11、据需要确确保穿戴戴好个人人防护装装备(防毒面面具，防防护服，手套和和安全鞋鞋)。进入入化学品品泄露现现场，按按照围堤堤堵截、中和稀稀释、覆覆盖、吸吸收等步步骤进行行处理。泄漏事故故处理中中产生的的废弃物物需按G90056废废弃物的的处理程程序的的要求进进行处理理。事后需根根据泄漏漏的程度度，填写写“安全事事件报告告 FAAC-001-XXX”，如有有人员受受伤或中中毒，应应填写职职业安全全事故调调查表FACC-544-XXX 。由EHS委员会会相关人人员负责责组织进进行事故故分析并并采取纠纠正/预防措措施。化学品泄泄漏演习习每年必须须进行化化学品泄泄露演习习一次。化学品泄泄露演习习准备工工作：

12、演习计划划由EHHS委员员会化学学品管理理组负责责制定，应在演演习前半半个月完完成，并并准备好好演习所所需的工工具和用用品。化学品泄泄漏演习习参加人人员在演演习前前前一周确确定，并并发布化化学品泄泄漏演习习通知。化学品泄泄露演习习过程控控制化学学品演习习按照工工作区域域实际存存储和使使用的化化学品泄泄漏为背背景，按照本本程序33.6 的流程程执行。化学品泄泄漏演习习结束总总结根据演习习情况，制定消消防演习习报告，并报EEHS委员会会主席审审核，并并在宣传传栏公布布。根据演习习中出现现的问题题，改进进演习计计划，如如有必要要，修改改相关文文件。化学品泄泄漏演习习的相关关记录，保存于于化学品品管理
