Theideaisthatsomekindofyearzerocaneventuallybeachievedwhereby

theGovernment’sattemptstorelievetheteachershortagehavebeenso

focusedonofferingincentivestogetanewgenerationofteachersinto

training.Theassumptionisthatsomanyoftheteacherswehavealreadyhad

Buttheteachershortageisnotcausedonlybecauseofatackofnewteachers
