GeneralsThe 5km Sawani Serea road to be reconstructed is located in Viti Levu of the Republic of Fiji Islands, which is typical of tropic ocean climate, has warm to hot temperature ranging between 22and 32 throughout the year .The Southeast trade wind runs from May to October, and brings a dry season; The forecasted rainy season lasts from November to April next year, during which the wind directions are various with a temperature up to 35 and larger humidity.In regard to rainfall distribution, the south area of Sawani Serea Road has sufficient rain amount, and the average annual rainfall is up to 3500mm in Sawani, along which the soil is found as red clay, with rare pavement materials available.The standard top width of pavement section designed: 2(3.65m+1.5m)=10.3m. double- lay asphalt surface treatment in the thickness of 26mm, two shoulders 1.5m wide respectively with a single-lay asphalt surface treatment, Priming oil, Base course of graded crushed stone 200mm thick, Sub-base of natural gravel 200mm thick.Quantity is mainly as below: Clearing: 16000;Ordinary excavation: 230000m3;Stone excavation: 13000 m3;Backfill: 28000m3; Borrow fill: 2000 m3;Sub-base: 13200 m3;Base course: 12000 m3;Priming oil: 59000L;Asphalt: 103000L;Surface material: 1100 m3。Box culvert: 1pc;Pipe culvert:13pcs; Guardrails: 3770m。Chapter 2 Project Organization1. Organization structure framework of project implementation See the figureDuties for each DepartmentProject manager as the highest leader, organizer and person-in charge, shall assign the relevant powers to the site manager, manager for Management ,Technical manager ,Financial manager and Business manager according to working content and scope of work based on ties of responsibility, power and benefit and overall target of project.Scope of responsibility for deputy project manager and each Dept:Vice project manager, also acts as site manager: shall be entitled to quality rejection, and entrusted to execute the internal management and external contact.Management manager: shall implement over ally the supervision and management of the construction and internal control, besides, make a contact with engineers.Financial manager: shall be responsible for finance management, and other work such as current funds, expenditure, funds payment, pay of wages of workers between units and so on.Business manager: shall be in charge of measurement, contact management, engineering settlement, modification and claims, cost accounting and so on in the entire proceeding .Technical manager: shall be responsible for technique management, drawing review, technical guidance, choosing of construction scheme and construction method, quality inspection, quality supervision and so on.Quality engineer: shall be over ally in charge of technical work on site.Testing engineer: shall work on the tests for construction fully.Planning engineer: shall be responsible for the plan coordination and labor allocationSafety engineer: shall be responsible for the safety management on the project Dept. and construction traffic during the construction period, and contact with environment assistant for the environment protection.Comprehensive controller: shall be in charge of logistics, external service, civilization construction, building enterprise cultures and spiritual civilization and so on.Work team on bed: shall be responsible for detailed construction of road bed and execution of construction scheme.Survey: shall be responsible for measurement and enlargement throughout the construction.Work team on small structures: shall be in charge of the detailed construction of culverts, box culverts, prevention and protection drainage and bus station, and performance of construction scheme.Work team on sign and marking: shall be in charge of the detailed construction of road traffic sign and marking.Work team on pavement: shall be responsible for detailed construction and carrying out the construction scheme.3. Principle for Construction Site Planning1. Abiding the laws and rules from the local government about the land resources utilization, and assort with the local government on the site camp planning under the direction of engineers.2. The site camp shall be provided with completed drainage facilities, and special attention should be given to the water level status during the construction period in rainy season in the section along the river.3. The location where the combustible substance such as oil shall conform to rules and requirement of the relevant fire control safety regulations while the Site camp planning is being made.2. Temporary DetourThe temporary detour shall be constructed along the remaining road, and new detour is not required for the construction section basically. Part of the section shall be widened to ensure the road is clear.3. Layout of Construction SiteOne site camp shall be planed to construct, where houses will be occupied with all workers for the construction of 5km Sawani Serea Road. All the temporary office and living houses shall be made of coated steel sheet in accordance of the requirement of civilization camp establishment. Road inside of the living and office zone should be leveled with perfect facilities.The field shall be arranged as per the principle of reasonable science, economic appliance in production area to ensure that the construction requirements shall be met.See detailed Sawani General Construction layout chart and Camp site layout chart in project departmentChapter 4 Resource preparation1. Construction Preparation(1)Site clearing ,earthwork and stonework of road bedTwo construction teams shall be provided with 2 headmen, 2 surveyors, test assistant and 35 workers for each team.Main equipment: 3 diggers, 2 loaders,1 grader, 2 bulldozers, 2 vibrating rollers, 2 water tanks, 1oil tank, 10 dump trucks, 1oil tank, 1snapper, 2 hand vibrating ramming machines, 3 power generators, 1 tractor, 1 oiling machine, 3 water pumps.(2) Pavement base One construction team shall be provided with 1 headman, 2 surveyors, 2 test assistant and 30 workers.Main equipment includes 2 loaders, 1grader, 2 bulldozers, 2 vibrating rollers, 2 water tanks, 1oil tank, 10 dump trucks, 1oil tank, 1oiling machine, 1cleaning machine, 2 power generators, and 3 water pumps.(3)Priming coat and surfaceOne construction team shall be provided with 1 headman, 2 surveyors, 2 test assistant and 20 workers.Main equipment: 1 bitumen sprayer, 2 crushed stone spreader, 1 bitumen stripping machine, 2 loaders, 1rubber tire roller, 2 cleaning machines, 2 power generators, 1 water tanks and 3 water pumps.(4)Auxiliary structural works of culvertTwo construction teams shall be provided with 2 headmen, 2 woodworkers, 2 masonry workers, 1 welder, 2 reinforcing steel bar workers, 2 erectors, and 20 construction workers. The concrete will be mixed and cast in place.Main equipment includes:1 crane(QZ25E), 1 excavator(rent temporarily),1 small loader, 5 tip lorry, 3 force pattern mixers, 2 woodwork machine tools, 2 steel bar cutting machines, 10 water pumps, 3 welding machine, 6m3 bamboo plastic, 10 vibrators,1 air compressor.(5)Traffic sign and marking and guardrail engineeringThis engineering shall be commenced by those with the construction teams working on the bed construction after the completion of bed construction.Main equipment includes: 1 crane(QZ25E), 1 small loader, 4 tip lorries, 2 force pattern mixers, 2 woodwork machine tools, 2 steel bar cutting machines,10 water pumps, 2 welding machine, 2m3 bamboo plastic, 5vibrators,1 air compressor and 2 mark scrapers.3. Material supply and purchaseThe office and living establishment at site camped shall be imported from China; Main construction materials shall be purchased locally.Crushed stone: Raw materials shall be provided by the local suppliers based on the stone supply agreement signed mutually, and it shall be responsible for the transportation of stone to our construction site, then the stone will be crushed into crushed stone aggregate by us.Bitumen: Shall be imported from China and delivered to Suva port by ship and then transported to construction site. Cement: Shall be transported to construction site by vehicles purchased locally.Medium-sized sand: Shall be transported to construction site by vehicles purchased locally.Water: The water demand for procession and living shall be satisfied by using sufficient water resource.Power: The power for production purpose shall be provided by power generator, and living power shall be satisfied by using residential electricity.Diesel: Shall be purchased locally.4. Methods for the purchase of equipment and materials and staffs approaching construction site.Construction machinery and equipment and materials purchased in China shall arrive at the domestic port by train or road, then will be delivered to Suva port by ship after going through the customs, and transported to the construction site.The construction workers shall arrive at Nadi airport.Chapter 5 Measures for Engineering Quality and Construction Period Assurance1. Measures for quality assurance(1)Quality policies and objectivesQuality policies: Honor credibility, Pursuits excellence.Quality objectives: Fulfill over ally, Satisfy the clients.In order to fulfill the quality objectives required for this project, in accordance with our companys previous construction control experience and the characteristics of this engineering, an super engineer who is experienced in construction control will be appointed as the project manager for this engineer, in full cooperation with the relevant functional departments.(2)Establishment of Responsibility System on Quality SystemThe duty pledge shall be signed one by one at the project department, in which everyone power and responsibilities on quality control is well defined, all work ,each link on the quality control will be devolved out into the individual departments.See the detailed quality system frameworkQuality System Framework(3)Establishment of Studying and Reviewing of Construction DrawingAll the staffs shall participate in the studying and reviewing of the construction drawing, fully master the intentions and content of the design, and the design drawing will be checked and reported to the site engineers in time for a solution of problems about the design.(4)Establishment of Technical Disclosure SystemBefore each construction commences, the technical disclosure shall be performed based on the quality responsibility system, and let the technicians and workers involved in the construction know the technical characteristics, construction methods and process, quality criteria, safety measures and so on for the construction jobs that they take on.(5)Establishment of Material Testing SystemThe quality control of the materials, finished products, semi products shall be followed out strictly, and the qualification certificates and assay sheets will be required for all purchased materials whose physical and chemical properties satisfy the relevant specification; They arrived cement and steel will be reinspected; The cement that has out went for over 3 months or cement with lumps due to humidity has to be removed from the site, not be allowed to be used for the engineering; The sand and stones with a sand content exceeding the requirement of the specification shall be cleaned or screened; The proportioning shall be designed in compliance with the requirements of the specification and design, and will be used in the construction until it has been tested for acceptance; The new materials and products will be verified technically, and not be applied to construction unless the quality criteria and operating rules has been established.(6)Establishment of System of Encouragement and PenaltiesThe quality consciousness should be raised for all the construction staffs, and the system of encouragement and penalties will be carried out strictly for the relevant people directly involved in the quality control such as foreman, survey foreman, test assistants, quality checkers in particular. The engineering quality fund will be offered by the project department to reward the persons who have made great contributions to engineering quality and succeed in technology innovations.(7)Establishment of Engineering Quality Inspection and Acceptance systemIn spite of accepting the supervision, inspection and acceptance on the engineering quality by the engineer
